The City Council of the City of Azusa met in adjourned session at the bove time and place. Present at Roll Call: Councilmen: Ortuno, Johnson, Romero, Memmesheimer Absent; Councilmen: Fawcett Also Present: Asst. City Attorney Williams, Acting City Engineer Williamson, City Clerk A request was received from the Dalton School P.T.A. for assistance by the Light and :dater Department employees for Proclamation lights to be strung for the School's P.T.A. Carnival on Light Dept. October 9th. Sunt, of Light Department Smith, suggested authorized to that h±s Department be authorized to construct strings of assist P.T.A. lights to be used at all of the various P.T.A. functions. groups in It was also recommended by the Mayor that the action of the annual Council relative to aid to the P.T.A. groups encompass all functions. schools. Moved by Councilman Romero, seconded by Councilman Ortun o and unanimously carried that the Supt, of Light and Water Dept.be authorized to assist the various P.T.A. groups in their annual functions, where lighting is necessary. Extension of Moved by Councilman Romero, seconded by Councilman Ortuno Letter of the letter of appreciation from Nelson C. Price, Principal thanks - of the Azusa High School, for permission to use Slauson Azusa High Park for football practice, be filed. No protest, motion filed. ordered carried. Moved by Councilman Johnson, seconded by Councilman Ortuno and ordered carried that the request for proclamation for Proclamation "Emergencies don't Wait Week'' be filed. Moved by Councilman Johnson, seconded by Councilman Romero Communication and ordered carried that the communication relative to of Coroner's Charter Amendment "D", submitted by the Coroner's Committee Committee - of the Board of Supervisors, be filed, filed. Request for an extension of time on the Variance previously granted to Azusa Properties, Inc., from C-1 to C-3 of a portion of their property for the construction of a bowling alley, was received and presented to Council. Moved by Councilman Ortuno, seconded by Councilman Romero that an extension of the Variance be granted the Azusa Extension of Properties, Inc. Variance - On discussion it was brought out that the limit a Variance Azusa Prop. can be extended is only six months, and that this time would (bowling expire October 17. alley) - Second to the motion v,as withdrawn, and the motion also denied withdrawn, Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the City Clerk be instructed to advise the Azusa Properties that an extension to the Variance could not be granted. The City Clerk announced that he had received a communication from the City of Baldwin Park stating that Baldwin Park had League of Cal agreed to hold the meeting of the Los Angeles County Division meeting of the League of California Cities jointly with the City of May 16, 1957 Azusa on 14ay 16, 1957. It was agreed by the Council that Azusa this meeting would be held in the Recreation Building in Recreation Azusa and that the League officials be so notified. Bldg. A letter was received from the Garnier Construction Company requesting the privilege of withdrawing their bid which was submitted for the laying of 6 inch and 10 inch pipe on Todd and Gladstone Avenues in the City. These bids had been re- ceived and were opened in the office of the City Clerk on Sept. 14th, 1956 CITY HALL AZUSA, CAL. Tues., SEPT. 25, 1956 Discussion was held on the bids submitted on this project and of the feasibility of doing the work by force account. Moved by Councilman Romero, seconded by Councilman Ortuno that the Citi- Council reject all bids received for the con- struction of hater lines in Gladstone St. and Todd Avenue, as set forth in a Notice Inviting Bids, and that the City Attorney be instructed to prepare the necessary Resolution whereby the work is to be done by force account. This motion passed by the following vote of Council: AYES: Councilmen: Ortuno, Romero, Memmesheimer NOES: Councilmen: Johnson ABSENT: Councilmen: Fawcett 7:30 P.M. ABSENT: Councilmen: Fawcett The City Engineer reported that the James M. Montgomery Co. having looked into the desirability of the City acquiring Report re: we] the Dennis Parks water well located north of the City, had accuisition indicated that it would not be advantageous for the City to Dennis Parks go to the necessary expense to acquire this well and integrate it into the City water system. The City Engineer recommended that Mr. Parks be advised of the James M. Montgomery Company's recommendation and that Mr. Parks be thanked for his cooperation. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the City Clerk be instructed to ddvise Mr. Parks of the James M. Montgomery Company's findings and Vo_offer I-ir. Parks the city's thanks for his cooperation. The City Engineer reported that in order to extend Twelfth Street through, it rill be necessary to take a portion of Mrs. Rudmann's property which is located on the west side of San Gabriel Avenue, immediately south of the Gutierez property. It was stated that iflrs. Rudmann has indicated that she would be willing to deed to the City all of the property necessary Rudmann for the Twelfth Street widening plus the alley property, property to plus a portion located westerly of the alley, for a total be acquired price of 500.00. It was requested by Mrs. Rudmann that the present fence on the Gutierez property be moved to the rear of her property. It was recommended by the City Engineer that the acquisition of this 13,000 sq, ft. of property be accomplished as it :Mould lend itself to the possibility of creating a new lot to the west of the alley by combining it with other property presently owned by the City. It was recommended that the Attorney and himself be authorized to take the necessary steps to acquire the property. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the City Attorney and City Engineer be authorized to take the necessary steps for acquiring the property offered by Mrs. Rudmann. City Engineer reported that all improvements required of the subdivider of Tract No. 21885 have now been,completed. This Tract is located on Vernon Avenue, north of First Street. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the City Council accept the street improvements in Tract #21885 as recommended by the Engineer,.and that the City Clerk be authorized to return the Performance Bonds now being held. Completion of Improvements - Tract 21885 n CITY HALL AZUSA, CAL. TUESDAY, SEPT. 25, 1956 7:30 P.M. The City Engineer reported relative to the purchase of two pick-up trucks which were advertised by the Public Works Dept. An alternate bid was received from Norman King, Dodge dealer, for two pick-up trucks. This alternate offers the City two 1956 Dodge trucks, with the additional equipment of an air cleaner, heavy duty, full flow oil filters and "V-8" enginer for an increase of $50 over their bid submitted on Pick -un August 31st. The bid submitted on August 31st called for trucks for 1957 Dodge 6 cylinder pick-up trucks. Public Works It was recommended by the City Engineer that the alternate Dept. bid be accepted and the award made to Norman King, Dodge dealer, Azusa, California. Moved by Councilman Romero, seconded by Mayor Memmesheimer and unanimously carried that the Engineer's recommendation be accepted and that the alternate bid of Norman King be Accepted at the additional price of $25.00 per truck. It was recommended by the City Engineer that Mr. Odie Burton be appointed as iflaintenance Man I in the Park Department at Employment of the first step of the salary range $281 per month, effective Odie Burton, September Z:, 1956, on a probationary status. Mr. Burton was Maint. Man I first on the certified list of Maintenance Man I. Moved by Councilman Romero, seconded by Councilman Johnson and unanimously carried that the City Council accept the recommendation that Mr. Odie Burton be employed as Maintenance Man I, effecti-.7e as of 9/+/56, at $281.00 per month. Councilman Ortuno offered for its first reading an Ordinance entitled: First reading "AN of Ordinance ORDINANCE OF TIE CITY COUNCIL OF THE CITY OF AZUSA AMEND- re: One-way ING ORDINANCE NO. 438 RELATING TO ONE WAY STREETS AND RE- streets, San QUESTING THAT A PORTION OF SAN GABRIEL AVENUE BE ADDED TO Gabriel and THE STATE HIGI-II,1AY SYSTEM.': Azusa Ave. This Ordinance was then read in full. Discussion was held relative .to the improvements the State would agree to perform on Azusa Rvenue and San Gabriel Avenue. Particular mention was made of the need for widening the bridge over the wash on Azusa Avenue, south of First Street, to conform with the eventual proposed 100 ft: right of way. Also discussed were the improvements set forth in the letter of April 5, 1956, submitted by the Division of Highways. Moved by Councilman Ortuno, seconded by Councilman Romero and unanimously carried that a copy of this Ordinance which had been introduced, be forwarded to the State Division of Highways for their approval and that the City Clerk request the State Division of Highways to confirm in writing what they will agree to do in the way of improvements on State Highway ;--62, upon the adoption and passing of this Ordinance by the City Council. In addition, try to ascertain the time in which they expect to accomplish the improvements. Councilman Ortizno offered the following Ordinance for its first reading: First reading Ord. re: "AN ORDINANCE OF THE CITY COUNCIL OF TIE CITY OF AZUSA AMEND- Amending ING ORDINANCE PIC. 4C9 SO AS TO REZONE CERTAIN PREMISES." Ord, 11,09 This Ordinance was then read in full. It was reauested by the City of blest Covina that the City Councils of the westerly portion of the East San Gabriel Valley adopt a Resolution asking the California Department of Public Works to e:cpedite the construction of Azusa Avenue. Councilman Ort-uno offered the following Resolution entitled: no CITY HALL AZUSA, CAL. TUESDAY, SEPT. 25, 1956 "A RESOLUTION OF TiE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, REQUESTING THE STATE OF CALIFORNIA, DEPARTMENT OF PUBLIC i.1ORKS, TO EXPEDITE THE CONSTRUCTION OF AZUSA AVE., A STATE HIGHWAY, IN THE EAST SAN GABRIEL VALLEY OF THE COUNTY OF LOS ANGELES, STATE OF CALIFORNIA.'' Councilman Romero moved adoption of the Resolution seconded by Councilman Ortuno. This Resolution then passed and adopted by the following =,rote of Council: AYES: Councilmen: Ortuno, Johnson, Romero, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: Fawcett and numbered Resolution No. 3511 Councilman Romero offered the following Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, ACCEPTING GRANT OF EASEMENT FROM JOSEPH EDWIN DAVIS, JR. AND LORRAINE H. DAVIS TO THE CITY OF AZUSA, AND AUTHORIZING THE RECORDING THEREOF.'' Moved by Councilman_ Romero, seconded by Councilman Ortuno that further reading of this Resosution be waived. No objection, motion ordered carried. Councilman Ortuno mcved adoption of the Resolution, seconded by Councilman Romero. This Resolution was then passed and adopted by the following vote of Council: AYES: Councilmen: Ortuno, Johnson, Romero, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: Fawcett and numbered Resolution No. 3512 City Attorney Williams stated that he had examined the proposal submitted by J. B. .Hanauer Company relative to the Off -Street Parking District. It was the opinion that a proposal of this type might be a little premature since the proposal is based on the assumption that the District would be financed by the sale of bonds. It was the recommendation of the Attorney that a traffic surrey should be made first in order to determine the need, cost, manner of payment, etc., of a Parking District. Moved by Councilman Romero, seconded by Councilman Johnson and unanimousl;;; carried that the City Engineer delay* receiving proposals from qualified Traffic Engineers and to contact the Southern California Automobile Club.to determine the type of Off -Street Parking Survey which is offered by that Company, °and report to the Council. 7:30 P.M. Resolution No. 3511 - Expedite construction of Azusa Avenue Resolution No. 3512 - Gra.nt of Easement - J. & L. Davis Jr. Off -Street Parking District The City Attorney, Williams, stated that he and Mr. Williamson had met with representatives of Mr. Frank P. Hixon in Los Report on Angeles relative to the proposal submitted by Mr. Hixon in meeting with regardto the probable lease of his property to the City of Hixon Azusa for a land fill dump site in the Van Tassel Canyon. Mr. Hixon's representatives were informed that the City Council considered the proposal as submitted to be excessive. Mr. Hixon's representatives will recommend that a joint report by them and by Mr. Williams and Mr. Williamson be made to Mr. Hixon and the City Council, setting forth that no minimum land rental to be paid by the City, but that the lease be let on a straight percentage basis. The Attorney stated that further negotiations will be carried on. Moved by Councilman Romero, seconded by Councilman Ortuno that the recommendation of the Personnel Board that Marjorie Provost, Account Clerk in the Liht and plater Department be raised from Step 2 to Step 3 at 1327.00 per month, effective 10/1/56, and that the recommendation raising Mr. Joan McKinney Steno -Clerk from Step 3 to Step 4 at $345.00 per month, effective 10/1/50, be accepted and the City Attorney be in- structed to prepare necessary Resolutions. This motion was unanimously carried. representa- tives. Sten Raises J. McKinney, Steno -Clerk, and M. Proves Acct -Clerk I CITY HALL AZUSA, CAL. TUESDAY, SEPT. 25, 1956 Communication was received from the Personnel Board stating that in their oninion I=ir. John A. Williamson would be eligible for reappointment to his former position of City Engineer until 1:/29/57, and that Mr. Willia:son should be reemployed at not less than the same step he last received, with credit .for time served on that step prior to resignation. Attorney Williairs stated that he had received a letter from Councilman Johnson setting forth questions relative to the reappointment of Pair. Williamson but has had no time as yet to answer this letter. Attorney �riilliams asked if the Council wished him to answer this letter in preference to reporting on the zoning Ordinance. Moved by Counc .1P.1a.n Romero, seconded byT Councilman Johnson and unanimously carried that the City Attorney be requested to report on the questions submitted to him by Mrs. Johnson relative to i•ir. tiilliamson's reappointment. A letter was received from the Los Angeles Airways, Inc. in connection with "-he proposed heliport site. The property proposed to be used for this site would be located on City - owned property west of Virginia Ave, north of Fifth Street and south of tie A.T. & S.F. tracks. The letter set forth the items that the Los Angeles Airways would agree to do and what the City, of Azusa would agree to do. 7:30 P.1.1. Possible re- appointment Mr. William- son, City Engineer Los Angeles Airways -- heliport site. A petition signed by the owners of property in the 900 block on West Fifth Streetwas submitted to the Council in which a request was made for a 60 ft. buffer street be extended from Petition re: Virginia Avenue to the :rest, along the northern boundaries of heliport their lots and e;_tend.ing to the properties occupied by Gilfillian site. Company. It was also requested.that all approaches to the heliport site be coated frith blacktop or some other suitable substance to prevent the forming of dust clouds from the propeller was'.. Moved by Councilman Romero, seconded by Councilman Ortuno that this proposal of the Los Angeles Airways bereferred to Attorney Willard Decber for his legal opinion and report, and that the City Engineer and Supt. of Light and ;dater Department make a study of the estimated cost involved in the installa- tion of the heliport. Ray J Rikley, Mgr. of the Park Beverage Com any, Azusa, critizing Officer Mosley of the Police Denar`,ment. Moved by Councilman Ortuno, seconded by Councilman Johnson that the letter 'roe? the Park Beverage Company relative to John Mosley be filed. Pdotion carried unanimously. Discussion was held on the tactfulness necessary in a policeman. Moved by Councilman Romero, seconded by and unanimously car--oied that the Chief recommendation to the City Council of a Officer Mosley to attend. and public relations Mayor Memmesheimer of Police submit a Police School for Councilman Ortuno offered the following Resolution entitled: "A RESOLUTION OF TI -T-7 CITY COUNCIL OF TIT CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAI=: ARE TO BE PAID," Councilman Ortuno moved its adoption, seconded by Councilman Romero. TUESDAY, SEPT. 25, 1956 Mr. Manuel Ramirez asked that the City establish neon signs at the City litn9.ts in order that Azusa would be better identified. Councilman Romero a.s'ced if the City- noir had a Civil Defense director, Navin heard that Mr. Eccles had moved from town. Moved by Councilman Romero, seconded by Mayor Memmesheimer and with no protest, ordered carried, that the City Clerk write to P•;r. Eccles requesting his resignation as Civil Defense Director for the City of Azusa. Moved by Councilman Johnson, seconded by Councilman Romero that this meeting ad,'ourn.
