The City Council of the City of Azusa met in adjourned session at the above time and place. ROLL CALL: Present: Councilmen: Fawcett, Ortunc, Johnson, Romero, Memmesheimer Absent; None Also Present: Atty, Williams, City Engineer and Deputy City Clerk John Williamson, Cit,: Engineer, reported regarding the in- vestigation being made into the structural condition of the swimming pool. Engineer Williamson stated the core samples taken from the floor of the pool for testing showed they were near the borderline from tests made and further tests will be made before a final report is made. Notice of Withdrawal of Protest from the Alcoholic Beverage Control Board was submitted in the matter of application for liquor license made by M. Freitas. It was the opinion of Atty. Williams that there was no need for representatives of the City to be present. Movedlby Councilman Ortuno, seconded by Councilman Romero and unanimously carried that the notice from the Alcoholic Beverage Control Board be filed. Roll Call Swimming Pool investigation report not final. Notice of With. drawal of Protest ordered filed. M. Freitas Letter was received from Marion J. Varner and Associates offering architectural services for future municipal projects. Attached was list of references of municipal projects in various cities that have made use of their services. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried that letter be referred to the Library Board for them, consideration. Bulletin received from League of California Cities regarding questionnaire to be received on Critical Definiencies of City Streets, Bridges, etc. This matter had been referred to Eng. Williamson who reported on the request made by the League. Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried, Mr. Williamson submit report, as requested, to the Joint Interim Committee. Letter from C-,-ril J. Poulin, Post Supervisor of Azusa Ground Observer Corps requesting Council give consideration to re- location of the post to a more advantageous position in the City, due to certain problems being encountered. Discussion was meld on the possible change of site, but without suggestion or recommendation from the post, it was decided such information should be requested. Moved by Councilman Romero, seconded by Councilman Ortuno, and so ordered, deputy City Clerk request information and clarification on request made, also if any sites have been considered for possible relocation. Calif. League St, deficien- cies report requested. Request of G.O.C. for relocation. Notice of Civil Defense meeting to be held on November 2, 1956, Civil at the Monrovia City Hall was announced. Councilman Fawcett Defense will attend as representative of the City. meeting At this time Councilman Romero called attention to the vacancy of position of Civil Defense Director and stating the need for publication of this need. Discussion was held regarding possible remuneration for this office. No action takezat this time. Vacancy - Civil Defense Director CITY HALL AZUSA, CALIF. TUES., OCTOBER 23, 1956 53 7:30 P.M. Councilman Johnson at this time raised the question of the Dispqsition disposition of certain city funds with regard to the bearing of funds. of interest and interest rates. City Treasurer Watkins replied, giving reference to certain sections of the Calif. Civil Code and comments made in the audit report submitted by Lawson and Company. Written report submitted by the City Clerk requested Council to authorize certain transfers from the Light and Water Funds in order to offset deficits as of June 30, 1956, which were also recommended by Lawson and Company in their audit report. Also recommended was the establishing of new collection proce- dures to insure greater controls, provide more auditable records and create more efficiency in the handling of paper work involved. Moved by Councilman Fawcett, seconded by Councilman Ortuno, the recommendations stated, with the exception of new collection procedures, be accepted and transfers authorized as follows: from the Light Fund $266,442.86, from the Water Fund $177,628.58 deposited as follows, to the General Fund $64,123.98. In addition, a transfer is to be made from the General Fund to the Interest c. Redemption. Funds for the amount of interest that will be paid on outstanding bonds as well as the re- demption of those bonds maturing during the present fiscal year. Moved by Cour_cilman Romero, seconded by Councilman Fawcett and Joint Meet - unanimously carried, that Council meet in an official session ing planned with the Capital Imprc.ement Committee, the date of this with Cap.meeting to be determined at the next regular meeting of Impr. Comm. Council on November 5, 1956. Letter from the President of the Azusa City Employees Association requesting Council to approve the holding of a referendum among the miscellaneous members of the Retire- ment System on the question of coverage under Federal Old Age and Survivors Insurance. Moved by Councilman Johnson request be tabled until after the League of California Cities Conference. Motion died for lace; of second. MovBd by Councilrian Fawcett, seconded by Mayor Memmesheimer and unanimously carried, request be referred to Atty. Williams for report on benefits, etc. to be submitted to Council. Request was made by Ir. Milo Hawkins for purchase of a Sears utility one wheel trailer purchase by -the Police Department and presently not in use, enclosing cash bid in the amount of $25.00. Police Chief Kendrick stated the trailer was of no use to the department and, in his opinion, the amount offered was a fair price considering the condition of the trailer. Moved by Councilman Romero, seconded by Councilman Fawcett, that the Clerl, be authorized to complete sale and transfer of ownership of said trailer, since it was not suitable for the purpose for which the purchase was made and the amount offered was a fair price. This motion carried by the follow- ing vote: AYES: Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: None Letter from the State of California Division of Highways received giving the State's intention to construct a bridge over the Little Dalton Wash on Azusa Avenue south of First Street to conform in width to proposed divided highway. Moved by Councilman Fawcett seconded by Councilman Ortuno and unanimously carried, the letter from the State Division of Highways be filed. T State to con- struct bridge Little Dalton Wash Letter from the Citi:- Engineer and Public Works Superintendent redomendim that the present contract for rubbish collection be extended until September 1, 1957, was submitted. The reason given being that due to the effective date of the incinerator ban, it would be advantageous to the City to consider con- tracting for both garbage and rubbish in one contract. Rubbish con• tract to be extended one year. Discussion was held on possible readvertising for one year on a rubbish contract or the extension of the present contract. Moved by Councilman Fawcett, seconded by Councilman Ortuno, Rubbish con - the recommendation submitted to extend the present contract tract to be be accepted. Motion failed by the following vote: AYES: Councilmen: Johnson, Romero NOES: Councilmen: Fawcett, Ortuno, Memmesheimer ABSENT: Councilmen: None Engineer Williamson was instructed to contact Mr. Avedesian regarding the extension of time on the present contract. Engineer Williamson submitted recommendation for examinations to be held for the classifications of Maintenance Man I and Custodian, in order to fill vacancies. Motion made by Councilman Ortuno, seconded by Councilman Romero and unanimously carried, Personnel Clerk be instructed to hold examinations for classifications of Maintenance Man I and custodian. Supt. Smith of Light and Water Department, submitted letter in which was stated that application had been made by the Southern Califo,-nia Edison Company for a rate increase. A joint meeting between the cities of Anaheim, Riverside, and Colton is scheduled for November 7, 1956, at Riverside and Council members, Light and Water Supt., are urged to attend together with such other personnel as may desire to attend. Motion made by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried, Council members, City Atty., City Engineer, Supt, of Light and Water Dept., and City Clerk be authorized to attend. Letter was submitted by Supt. Smith requesting the new Azusa High School be out on a special rate agreement and be served Maintenance Man I and Custodian Exams to be held. Request for rate increase Southern Calif, Edison Co. 56 CITY HALL AZUSA, CALIF. TUES., OCT at a voltage of 4160 volts. He recommended be given this rate until such time as there of rates and this would act as a temporary 23, 1956 that the school is a revision rate only. 7:30 P.M. COURTNEY AMD SARAH L. COURTNEY, TO THE CITY OF AZUSA, AND AUTHORIZING THE RECORDING THEREOF." Moved by Councilman_ Ortuno, seconded by Councilman Romero, that further reading of this Resolution be waived. No opposition, motion ordered carried. Service Azusa High School Resolution No. 3529 - Accepting Courtney Easement Letter was submitted from the president of the Park and League Conf. Recreation Section of the League of California Cities attendance urging all Park and Recreation Department Superintendents authorized or Directors and Supervisors to attend the League Conference Pacifico & in Los Angeles. Mr, Jones Motion was made by Councilman Romero, seconded by Councilman Fawcett,authorizing the attendance of Recreation Director Wm. Pacifico and Mrs. Jones, Chairman of Parks and Recrea- tion Commission, or a representative, to attend the Conference and allowing Accountable expenses in the amount of $75.00 Motion was carried by the following vote: AYES: Councilmen: Fawcett, Ortuno, Johnson, Romero, Nemmesheimer NOES: Councilmen: None ABSENT: Councilmen: None Request was made by the Deacons Club of Azusa to hold a church Request benefit dance on Saturday November 10, 1956, from 8 to 12 P.M. for dance at the Parish Hall, 402 N. Dalton Avenue. Proceeds to go to Deacons St. Frances Catholic Church.. Club Discussion was held regarding the cleaning up of the outside of the premises after dance is held since complaints have been received on the need for doing so. Moved b Councilman Ortunc, seconded by Councilman Fawcett that a 25.00 deposit be made to insure the cleaning up of the outside of any premises upon which a public dance is held. 11 CITY HALL Deposit to be organization vote. Motion carried unanimously. Request made by Mite Lifers Club to hold dance on Nov. 24, 1956, at the Parish Hall. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried, request be referred to Police Department with power to act and notice given requiring necessary deposit and report to be made to Director of Internal Revenue. The Muscular Dystrophy Associations of America, inc. sub- mitted request to hold their annual fund raising drive during the month of December. Moved by Councilman Ortuno, seconded by Councilman Romero, and unanimously carried, this association be advised that it will be necessary to submit to the Police Department a list of all personnel canvassing in the City during their drive. League of Cities Conference in Los Angeles and submit expense account for approval of payment. Councilman Fawcett offered the following Ordinance to be placed upon its second reading: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, APPROVING THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY, DESIGNATED "EASTERLY ANNEXA- TION NO. 1611, TO THE CITY OF AZUSA. Moved by Councilman Ortuno, seconded by Councilman Fawcett the City Attorney be instructed to draw Resolution employing James Miller as Administrative Officer, in conjunction with his duties as City Clerk, compensation to be in the amount of $450.00, effective as of November 1st, 1956. This appoint- ment to be made on a 6 months probationary period. Motion carried by the following vote of Council: AYES: Councilmen: Fawcett, Ortuno, Memmesheimer NOES: Councilmen: Johnson, Romero ABSENT: Councilmen: idone Councilman Fawcett suggested the distribution of "litter bags" by the City, possibly through service stations, for the purpose of keeping the City clean from rubbish vrhich is littering roadsides in and surrounding the City limits. Suggested wording on these bags might be "Help Keep Your City Clean, Com- pliments of the City of Azusa, distributed by Chamber of Commerce and the Junior Chamber." Cost of these bags would be authorized by the Council at approximately $25.00 per thousand. Moved by Councilman Romero, seconded by Councilman Fawcett, this matter be referred to the Chamber of Commerce for their recommendation and advise Council regarding the possibility of this being a joint project with the Junior Chamber of Commerce. Motion carried by unanimous vote. 63 Resolution No. 3535 - Lee & Daniel Sewer Line Engr, authoriz, ed to attend Conference Ordinance No. 523 - Easterly Annexation District No. 16 Administrative Officer appointed - J. Councilman Ortuno agreed to attend as representative for the City. breaking Invitation was extended to attend a meeting of the State Forestry Board of Forestry to be held Friday, October 26, in the Board Meeting Board of Supervisors' hearing room, 501 Hall of Records, at 9:30 A.M. Councilman Fawcett agreed to attend as repre- sentative for the City. Moved by Councilman Romero, seconded by Councilman Johnson, and ordered carried, that this meeting adjourn.
