The City Council of the City of Azusa met in adjourned
session at the above time and place.
ROLL CALL: Present:
Councilman: Fawcett, Ortuno, Johnson
Memmesheimer
Absent: Councilman Romero
Also present: Attorney Williams, City
Eng. Williamson and
Deputy City Clerk
The matters on which the Capital Improvement
Committee were to meet Jointly with the Council,
were tabled until later when it was expected that
Councilman Romero would be present.
Request was read from Dr. E. D. Cook for permission
to build, and have operated, a drive-in eating place
at the N.W. corner of Foothill Blvd. and Soldano Ave.
It was decided to table this matter until after the
joint meeting is held with the Capital Improvement
Committee due to the fact that this location is
included in the property which is being considered
by the City for acquisition.

Letter was read from the City Administrator regarding
the vacancy of the position of Director of Civil Def-
ense and calling attention to the urgency of appoint-
ing someone to this position. The names of Thos. Thomson
and Sedley Peck were recommended for the consideration of
the Council and also the suggestion that compensation
be made for the Director's services. CIVIL DEFENSE

Motion was made by Councilman Fawcett and seconded T.D.THOMSON
by Councilman Ortuno, that Council accept the name
of .Thomas B. Thomson, as recommended, and that he be
appointed to the part time position of Director of
Civil Defense, compensation to be in the amount of
$250.00 per month, effective November 16, 1956; this
motion to be ratified by resolution.
Motion carried by the following vote:
AYES: Councilmen: Fawcett, Ortuno, Johnson, Memmesheimer
NOES: None
Absent: Councilman Romero
The matter of authorizing payment for an overall
survey,to be made by the L. J. Kroeger and Asso-
ciates, of the classifications, positions and
salaries of City employees in the amount of $1000.00
was submitted by the Personnel Clerk.
Moved by Mayor Memmesheimer, seconded by Councilman
Fawcett and unanimously carried, payment be authorized
for survey to be made and submitted at the earliest
Possible date in order to have the effective dates of
raises as soon as possible. Absent: Councilman Romero.
Request was submitted by Supt. Smith for permission to
be given the Southern California Edison Company to
serve electrical energy to property located at 200 S.
Motor Avenue.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno and unanimously carried, that Mayor Memme-
sheimer be authorized to sign letter granting per-
mission, as requested, for electrical energy to be
served by the Southern California Edison Company to
the property at 200 South Motor Avenue.

Letter was received from the Inter -Community
Hospital regarding the special recognition given
to the City of Azusa at the Safety Conference in
Sacramento, and commending the Azusa Police Dept. AZUSA POL"k-

Moved by Councilman Ortuno, seconded by Councilman AWARD
Fawcett and so ordered, the letter be referred to
the Police Department to become part of their file.
Letter of protest to any proposed change in the
present zoning of the proposed annexation District ZONING PRO -
No. 15 (Northerly) and signed by D. 11. Kehler, TEST..BY
3321,Fish Canyon Road, Duarte was submitted. D. H.KEHLER
Attached was a petition signed by the property
owners and protesting the establishment of a
quarry zoning on a portion of the proposed annexa-
tion district.
Mr. Warren Teasley, chairman of the Planning Com-
mission, informed Mr. Kehler of the adjourned meeting
of this commission, scheduled for the lbllowing evening
and inviting Mr. Kehler to be present.
Moved by Councilman Fawcett, seconded by Councilman
Memmesheimer and unanimously carried, this protest be
referred to the Planning Commission.
At this time Mr. Cornwell, Chairman of the Community
Redevelopment Agency submitted letter which was read
clarifying the position of the agency regarding alleged
"secret" meetings being held at the homes of the members
of the committee.
LETTER FROM
Discussion followed regarding the publicizing of REDEV. COM.
meeting dates, making available the information
regarding meeting dates, availability of certain
records and the minutes of meetings. No action taken.
The matter of the proposed Zoning Ordinance was taken
up and various sections discussed pertaining to garages,
required number of parking spaces, especially in the
cases of unforeseen uses of property.
Councilman Romero entered the Council chambers at
approximately 8:30 P.M.
Atty. Williams called attention to several items that
he felt should be considered.
Moved by Councilman Romero, seconded by Councilman
Fawcett, that Section 9230.51 (b)10'shall read: ZONING ORD,
"provided, however, each industrial and manufact- CHANGES
uring site shall have a mimimum of six (6) parking RECOMMENDED
spaces.
Motion carried by the following vote:
AYES: Councilmen: Fawcett, Johnson, Romero, Memmesheimer
NOES: Councilman Ortuno
Moved by Councilman Ortuno, seconded by Councilman
Romero and unanimously carried, that the proposed
Zoning Ordinance be referred to the Planning Com-
mission for further study, and with the following
changes to be incorporated: ZONING ORD.
The definition of the term "Garage, private" shall PLANNING

and unanimously carried, this Ordinance be read in full. Dist. 15
The Ordinance was then read in full.
Moved by Councilman Fawcett, seconded by Councilman Ortuno,
this Ordinance be passed and adopted. This Ordinance was
then passed and adopted by the following vote:
AYES: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer
NOES: Councilmen: Johnson
ABSENT: Councilmen: None
and numbered Ordinance No. 524.
Mr. D. H. Kehler protested the establishment of a rock
crushing plant and asphalt plant in the portion of
Annexation District No. 15, stating dust would be carried
by the wind to the nearby homes, noise from the rock
crusher would be a nuisance, and other matters which, he
felt, would diminish the property values in that area.
Mayor Memmesheimer reported on the joint meeting of repre-
sentatives of Anaheim, Riverside, Colton and Azusa per-
taining to the application by the Southern California
Edison Company fora rate increase in electrical energy.
He stated the recommendation was made that the cities
mentioned hire attorneys, as before, in joint agreement
to protest the increase in rates as requested by the
Southern California Edison Co.
Moved by Councilman Fawcett, seconded by Councilman
Romero, Atty. Williams be authorized to attend the meet-
ings and report on how the fee is to be paid by each city
and the possible maximum amount. Motion carried by
unanimous vote.

Attorney Williams requested Council as to their feeling Atty. author

Moved by Councilman Romero, seconded by Councilman Johnson, Counci?.,
Attorney Williams be authorized to take the necessary
steps in representing the Council members, and advise
Council what the situation is in connection with this.
Motion carried by unanimous vote.
Moved by Councilman Romero, seconded by Councilman Fawcett Meeting
and so ordered, meeting adjourn until Monday, Nov. 191 1956, adjo•ir11
