The City Council of the City of Azusa met in regular session
at the above time and place.
Mayor Memmesheimer led in the salute to the flag.
Invocation was given by Father filbert J. Duggan, St. Francis
of Rome Catholic Church

Mayor Memmesheimer asked if there were any corrections to the
minutes of the meeting of November 5, 1956.

Councilman Johnson requested the stated amounts of funds to be
included in the minutes as read with regardj`d the financial

statement of the First National Bank of Azusa -as of June 3091956,
which are as followsf Capital Funds, 6100p, 1 Surplus Funde,
6100,000.00 and Undivided Profits $134,446i.
Councilman Johnson called attention to t1W statement made on
Page 3, paragraph 9.whieh read as followat'."it was determined that
regular meetings were held under reeolut"k&". The resolution

of meetings was.dated October 1956.$4hd this was the first reso-
lution passed by the Agency. The statement quoted above was
based on the resolution passed bi Council authorizing the Agency,
as such, and dated November, 1955.
There being no further corrections or additions, minutes were
ordered approved as corrected.
Mayor Memmesheimer asked if there were any corrections to the
minutes of November 13, 1956,
Page 3 containing the following,sstatement,"Atty: Willians re-

should be corrected to read- "Atty. Williams requested Council
as to their feeling in the impending court action.!
There being no further corrections or additions, the minutes
were ordered approved as corr@cted.
Due to the absence of Atty. Williams at this time, certain
matters were tabled until later in the evening when it was
expected Mr. Williams would be present.
City Administrator asked the feeling of Council regarding the
issuance of licenses to organizations for sale of Christmas
trees. A request was submitted by the Cruisers organization
which is affiliated with the National Hotrod Association, a
non-profit organization. Moved by Councilman Ortuno,•seconded
by Councilman Fawcett.and unanimously carried, that licenses be
issued to`.non-profit groups or organizations without charge
subject to fire department inspection and approval..
Letter was read from T. B. Thomson, newly appointed Civil Defense,
Director, expressing appreciaiion`and stating the.need for office,
space and equipment. Several locations were'suggested. 'City`Ad-
ministrator advised Council'of the availability of space in the
Scout Hall provided certain repairs and improvements were made at
an approximate cost of 8150 to $200.

purchase filing cabinet with lock, typewriter and other necessary

?equest has been made by Roy L. Nelsoni of Palm Drive, that this be
rsde a public road. A petition, signed by six property owners, also
:aquested that Palm Drive be accepted as a City street. City Ad-
rinistrator advised the availability of purchasing the property now
ging used as'a private road and tax delinquent, for a nominal fee.
Liscussion was held on the necessity of having additional land dedi-
cated in order to widen the road .and the possibility of owners agree-
ILg to do this.
Meed by Councilman Romero, seconded by Councilman Fawcett and unani-
mcnsly carried, this be referred to City Administrator and Actg. City
Enineer to investigate and report on the possibility of widening
am extending the street.
Recpest was made by Rev. Johnson of the Fourequare Church to have the
use of the Civic Auditorium on an occasional Sunday evening for the
purpose of lectures or'special programs.
City Administrator asked Council to establish policy on granting
permtesion for the use of the auditorium.
Moved. by Councilman Romero, seconded by Councilman Ortuno and
unanimously carried, permission be granted for occasional use of
auditorium, with janitorial services to be paid by rentees

of William McMillan as journeyman lineman in the^.Light Wm.McMillan

Letter from Mr. William Kirkgaard relative to his acceptance
of the position of City Engineer and requesting consideration
of Council to raising the -;beginning salary from the first to Request for

Discussion was'held on the coming salary survey being made Kirkgaard
and it was felt that this position, being included in the
survey, would be considered at that time. City Administrator
to notify Mr. Kirkgaard accordingly.
Councilman Romero requested that the Light Department rush the
installation of lights on streets where the poles were already
in place.

1. Intersection of 8th and Georgia Streets stopping west authorised
bound traffic on 8th Street entering Georgia.
2. Intersection of Orange Avenue and Paramount Street, stopping
south -bound traffic on Orange entering Paramount.
3. Intersection of Vernon Avenue and 10th Street, stopping west-
bound traffic on 10th Street entering Vernon.
Moved by Councilman Romero, seconded by Councilman Ortuno and
unanimously carried, City Attorney be instructed to prepare
necessary legislation to establish stop signs at the inter-
sections as recoinended.
Request was made by Engineer Williamson to employ a part time
draftsman in the enginee6ing department, and recommending the
employment of'Willism H. Robinson at the rate of 8$1,.85 her hour.

,Faustman of Sacramento, be selected to submit'a formal proposal
in connection with performing the necessary engineering work for

Letter signed by City Administrator, Engineer Williamson and
Public Works Supt. Brusnahan stating that, upon investigation,
the area at 1st and Virginia Streets recommended as a recrea-
tional area, would meet all necessary requirements and also Recommendation.:

2. Their furnishing the City with proper insurance.
3. The establishment of a City official to be responsible and

specified requirements.
Discussion was held bn..the removal"o£,existng"buil'ding and the
urgent need for storage space -plus the need for a sprinkling system
to be installed.
Moved by Councilman Romero, seconded by.Councilman Ortuno and so
ordered, Administrative Officer to submit report on cost of
sprinkling system installation at the next Council meeting.
It was recommended by:the City Administrative Officer, Engineer

and unanimously carried, the Public Works Department.be auth-
orized to construct 2 concrete block iestrooms, and plantings
to be placed as recommended.
Attorney Williams entered the Council chambers at this time,. 9:00_`P.M.
A list of playground equipment was submitted for approval of pur-
chase, recommended by the Park Commission, at a total coat of
$1500.00. This equipment to be'lnstalled in Memorial, Slauson
and North Side Parks.
Moved by Councilman'Ortuno, seconded by Councilman Romero and
unanimously carried, that purchase be authorized for the equip-
ment as recommended and charged to the Park Department.
At this time the matter of the-proposeheliportsite was
discussed. Mr. Decker stated the difficulty in obtaining
agreement from the Los Angeles Airways to pave the proposed
site. He further stated, if the City wished, it would be
free to pave the siie`and thus remove the present obstacle
in the.way of agreement. The City, however, also faces the
problem of relocating certain utility poles, which would mean
obtaining easements from adjacent property owners. Mayor
Memmesheimerirecommendea additional time be allowed to endeavor
to obtain private'funds'for. this paving. Further consideration
to be given this matter at'the next regular meeting.

At the request of Mr. Fred.S.;.-,Heyden and upon'.investigation and
hearings, the Planning Commission recommends the granting of a
Special Use Permit for the following purpose: Special Use
Excavation and removal of rock, sand and gravel; operation of Permit -Site 1
rock plant; rock crusher plant; operation of ready -mix concrete
plant; asphalt plants this property being located in the moun-
tainous area west of San Gabriel River and included within the
Annexation District No. 15. It was recommended that the follow-
ing conditions be placed on the Special Use Permit:
1• The site of all operations shall be'.completely enclosed by a'-
chain link fence at least six feet in height.
2. All primary rock crushing operations shall be underground; and
all operations shall be donducted in compliance with all require-
ments of the Air Pollution Control District.
3. Access roads shall be hard surfaced or wet down while in use.
4. Access from Fish Canyon Abad shall be limited to the first 200 ft
north from Huntington Driver
5. Waste material excavated shall be used for land reclamation purposes.
6. All operations on the site shall be limited to the hours between
6:00 A.M. acid 1Os00 P.M. of any day except in case of public emer-
geney.
7. The'City of Azusa shall have the right to use any private roads
developed for access to site, subject to a joint maintenance
agreement on any roads so used.
At,the request of Fred S. Heg+:2e$ • g - „ and upon
investigation and hearings, the Planning Commission recommends
the granting of a Special Use Permit for the following purposest
Excavation and removal of rock, sand and gravel; operation of rock
plant; rock crusher plant; operation of Beady -mix concrete plant,
said uses subjeot to the following conditions:
1. An 8 -ft high concrete slab fence shall be erected on the westerly
boundary from the southwest corner 600 ft. north; the remainder
of the perimeter to be fenced as specified by County of Los
Angeles Ordinance No. 5307.
2. A11 rock -crushing operations shall be underground, and all
operations to be conducted in compliance with all requirements Special Use
of the Air Pollution District. rermit-Site 2
3. No blasting shall be used.
h. The area between the fence and surrounding roads shall be
landscaped and maintained.
5. Access roadsishall be hard surfaced and maintained.
6. Access from Fish'Canyon Road shall be limited to the first 200
ft. north from Huntington"Drive.
7. There will be no asphalt plant, either hot -mix or cold -mix.
8. Excess material excavated -shall be recleimed as fill in the pit.
9. An agreement shall be made with the City of Azusa, allowing
disposal of non-organic solids, the wording to be in accordance
with the present agreement with the Azusa Rock Products Company.
Moved by Councilman Romero, seconded by Councilman Fawcett, that
the City Attorney and Mr. Heydents attorney, Mr. Decker be ins-
tructed to draw resolution incorporating specified conditions for
each site. The motion was carried by -the following votes

It wid requested by Mr. and Mrs. Gunther K. Firmer that the following
protest be recorded:

and an asphalt'iplant for'the following reasons: The dust and noise
that IS a part of the mining operating of such a plant. The devalua-
tion of all property of home owners in the vicinity. "

Mr. and Mrs. Pirner personnally addressed Council requesting the
hours of Operation be decreased to possibly 12 hours per day.
The area of Site No. 2.is located in the south-westerly portion of
Annexation District No. i5 and is adjacent to.Fish Canyon Road on
the east side and north of Huntington Drive.

Relative to the escrow instructions for the transfer of
certain city -owned property being sold to the Machinist's
Union, it was determined that an incorrect amount of escrow
fee was quoted. This to be checked and corrected by the
Administrative Officer.
Moved by Councilman Ortuno, seconded by Councilman Romero
and unanimously carried, that vity► Clark be auth-
orized to sign escrow instructions on sale of property to the
Machinist's Union.

Mrs. John Poetker-appeared requesting approval of Council
relative to splitting two lots on the -corner of•4th and
Barbara Streets, and facing Barbara, so that one would be
facing 4th Street.
Engineer.Williamson stated, in his -opinions the Ordinance
on lot -splitting would apply to this request and suggested
it be referred to the Engineering Department and City Ad-
ministrative Officer to determine what requirements may be
necessary in this case and what action may be taken.
