The City Council met in adjourned session at the abobe'time
and place.
Present at Roll Call;
Councilmen: Fawcett,
Absent: Councilman Ortuno
Johnson, Romero, Memmesheimer
Also present: City Engineer Kirkgaard, Acting City Atty.Williams,
City Clerk -Administrative Officer Miller
Request was made by businessmen of Azusa for the lifting of the
one hour parking limit on certain streets in the City during the Parkihj,time
month of December for the benefit of holiday shoppers-�r limit request
The possibility of adopting an,urgency.ordinance was discussed.
Moved by `'ouncilman Romero, seconded by`Councilman Fawcett, that
City Attorney be instructed to submit an urgency ordinance at the
next meeting increasing the parking time limit on certain streets
during the Christmas season, and amending previous ordinance now

Letter from the Chamber of Commerce read iri!which plans were
stated for the trimming of the Civic Center including the tree.
It was stated the Employees Association.had consented to take -on Holiday decor:r
the project.of decorating the Civic Center buildings and tree. tions for Civic
This would be done on their cwn'time with the cooperation of all Center
departments. The Recreation Department'wculd be requested to
cgnatruct the Nativity Scene as'in the past holiday seasons.
The matter of the care of the live animals was disduesed to-
gether with the feeling expressed by Councilman Fawcett that
the Nativity Scene was definitely an important part ofthe,Civic
Center holiday decorations.
Moved by Councilman Fawcett, seconded by Councilman Romero, that
the Recreation Department be requested to construct the Nativity
Scene with the care of the animals assigned tq the Pubiic Works
Department together with the cooperation of other departments
as needed. Motion carried unanimously
Request was submitted by the Disable American Veterans to hold
their annual Forget -Me -Not drive''in;about three weeks ;in the City Request for
of Azusa. Letter was signed by Rayiiorid L. Huffman, Adj.,D.A.V. Dia.Veterans
Moved by Councilman Romero, secohded'by Councilman Fawcett and Drive
unanimously..carried, permission to be `granted subject to clear-
ance through the Police Department.
A'letter was aubmitted, addressed, jointly to the Council and the
Azusa Community Redevelopment Agency, and signed by Councilman Criticism of
Johnson in which was listed 13 separate matters pertaining to the Azusa Communis;
organization and activities of the Azusa;Redevelopment Agency, Redevelopment
and further stating these as reasons for the agency having no Agency
official status in the City, and requesting'�the resignation of
all members of the agency,
Moved by Councilman Romero, seconded by Councilman Fawcett and
unanimously carried, letter be filed,
Mr. Cornwell, chairman of the Azusa Community Redeyelopment Agency,
addressed Council replying to two:itemw mentioned and quoting from
the California State Health and dafety'Code, Sections 33451 and 44323,
Atty. Williams stated, in reply to the request made for his opinion,
he,felt that a joint meeting between the Council members and the agency
members should be held in order to'clarify policy matters.
It. was recommended by the Planning Commission that Council approve
the map of proposed interim zoning of Westerly Annexation District Approval of
No'. 17 and also recommended, its adoption. zoning map -

:Attorney Williams be instructed to submit an Interim Zoning Ord- Dist.No.17
finance covering Annexation -No: 17 at the next meeting.

The Planning Commission recommended the Council take action to
acquire enough property to widen Industrial Street to it's inter-
section idth Lucky Avenues and to undertake the proposed improve-
ment of Industrial Street from Vernon Avenue to Lucky Avenue; of

The following recommendations were submitted by the Planning
Commission as changes in the proposed Zoning Ordinance:

mously carried,,the recommendations as stated,, be accepted and incor-
porated in the proposed zoning ordinai;ce.

At this time Councilman Romero objected to -Item 2 which stated
"All primary rock crushing operations'.'shal-1be undergrounds.
He felt all rock crushing operationa"ahould be underground whether
primary or secondary..
Moved by Councilman Johnson, seconded by Councilman Romero and
unanimously carried, adoption of this resolution be tabled until
the next meeting of Council.
Councilman Romero offered the following resolution entitled:

Mayor Memmesheimer stated his efforts towards obtaining private
funds for the paving of the proposed heliport site have not been
met with enthusiasm and he feels the Council should render a
decision at this time relative to the City paving the area and
recommended that the City stand the expense for said paving.

landing strip, lowering of poles and other requirements subject
to the permission of Bureau of Aeronautics.

Mayor Memmesheimer recommended the purchase of surplus items for
the Civil Defense office since these items would be needed and of Civil Defense

be authorized to investigate and report on certain surplus items,
avaii'able for purchase. Motion so ordered, there being.,no objections.
Attorney Williams reported that the duties of the Civil Defense
Director are outlined in the Civil Defense and Disaster Ordinance
and recommended the words "And Disaster" be incorporated in the
title of the resolution appointing the present Director.
Moved by Councilman Romero, seconded by Councilsmsn Fawcett and unani-
mously carried, the title• of t$iis. resolution be amended.
Attorney Decker stated that Mr. Heyden, upon conferring with his
engineers, was agreeable to the underground installation of all 3Sy
rock crushing operations on the No. 2 site and the incorporation of
this requirement in the resolution granting a special use permit. Resolution No.

Discussion' was held on the Capital Improvement program of financial
costs and revenues as outlined relative to'the known requirements -Capital Imp.

Relative to the recommendation made regarding land for a library
site, it was moved.by Lounci-man Fawcett that the City Attorney,
City Administrator and City Engineer take the necessary steps for
the acquisition of land consisting of a 150 ft. strip adjacent to
Dalton Avenue, beginning with the northerly boundary of the Rich-
field station property to 8th Street plus the vacation of Dalton
Avenue from 8th Street south to the northerly boundary of the
Richfield station property. tdotion died for lack of a second.
Moved by Councilman Romero, seconded by Councilman Fawcett and so
ordered, joint meetings be held by the Capital Improvement Committee
with ddpartment heads and commissions to determine the priority of
their needs and a report to be made to Council by the Capital Im-
provement Committee setting forth their recommendations.

so ordered, meeting adjourn. Time 10:10 P.M.
