HomeMy WebLinkAboutE-09 Staff Report - Authorization to Solicit Bids for Traffic Management System ProjectCONSENT ITEM E-9 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: APRIL 1, 2019 SUBJECT: APPROVE THE PLANS AND SPECIFICATIONS AND AUTHORIZE STAFF TO SOLICIT BIDS FOR THE TRAFFIC MANAGEMENT SYSTEM PROJECT BACKGROUND: The City received a grant from the Los Angeles County Metropolitan Transportation Authority for the Traffic Management System Project. This project will alleviate traffic congestion, improve traffic and pedestrian safety, and reduce travel times, allowing vehicles to operate more efficiently with less impact to the environment. The recommended actions will approve the project plans and specifications and authorize Staff to solicit bids from qualified contractors. RECOMMENDATION: Staff recommends the City Council take the following actions: 1) Approve the project plans and specifications; and 2) Authorize Staff to solicit a Notice of Inviting Bids for the Traffic Management System Project. ANALYSIS: In April 2016, the City was awarded a $3,507,490 Proposition C grant from Metro for the City of Azusa Traffic Management System. The project will modernize various signalized intersections along major corridors in the City to improve local and regional traffic flow. The project improvements include new traffic controllers, wiring, radios, conduits, fiber optics and wireless connections, traffic signal poles, vehicle heads, pedestrian heads, video detection cameras, and a centralized traffic control and monitoring system. These improvements will promote coordinated traffic operations with neighboring cities and multi-jurisdictional collaboration with the ultimate goal of improving mobility and alleviating congestion by remotely controlling the synchronization and timing of the intersections. APPROVED CITY COUNCIL 4/1/2019 Traffic Management System Project April 1, 2019 Page 2 If approved by the City Council, Staff will solicit bids from qualified contractors. Staff will review submitted bids and request approval from the City Council to award a contract at a future meeting. Construction is anticipated to commence July/August 2019. FISCAL IMPACT: There is no fiscal impact associated with the recommendation actions.
