E-11
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
VIA: SERGIO GONZALEZ, CITY MANAGER
FROM: MIKI CARPENTER, DIRECTOR OF RECREATION AND FAMILY SERVICES
DATE: APRIL 1, 2019
SUBJECT: AWARD OF CONTRACT FOR THE RE-PLASTERING OF CHILD AND SLIDE
POOLS AT SLAUSON PARK AQUATICS CENTER
BACKGROUND:
The Slauson Park Aquatics Center, constructed in 1994, was and still remains a premier aquatics
complex in the region. The Center has hosted summer activities, classes, and events for the last 26 years
for youth, families and seniors. The Center is used year-round, with Azusa Pacific University also
renting the pool during non-summer months. The large pool was re-plastered December 2014, and the
two smaller pools were re-plastered approximately twelve years ago and are again due for this
renovation.
The completed bid process commenced on February 22, 2019 and a bid opening was conducted on
March 13, 2019 with Condor, Inc, proposing the lowest, responsible bid at $189,000. See attached Bid
Results. This procurement included the usual outreach strategies to potential vendors, but only two bids
were received, possibly due to the time constraints of the project. The bids received were as follows:
1.Condor, Inc, $189,000
2. CA Commercial Pools, Inc, $199,000
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1)Award contract to Condor, Inc, in the amount of $207,900, which includes a 10% contingency
for potential change orders as needed, and
2)Authorize the City Manager to execute a contract, in a form acceptable to the City Attorney, on
behalf of the City.

ANALYSIS:
The child and slide pools at the Slauson Park Aquatics Center are in need of re-plastering and this
proposed project will greatly improve the condition of the pools for residents. The summer programs
are schedule to begin on June 8, 2019 and the plastering of these must take place in the off season, prior
to this date. Timing of work with this contractor will maximize the use of the pool and minimize any
disruption in existing programming, as per the agreement.
FISCAL IMPACT
There is no general fund fiscal impact as a grant has been received from the Los Angeles County
Regional Park and Open Space District. These funds, $189,000 and a 10% contingency, totaling
$207,900, are held in in account# 28-25-410-101-6493.
