HomeMy WebLinkAboutE-12 Staff Report - Voulunteer Center of SGV MOUCONSENT ITEM E-12 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: MIKI CARPENTER, DIRECTOR, RECREATION AND FAMILY SERVICES DATE: APRIL 1, 2019 SUBJECT: APPROVE A MEMORANDUM OF UNDERSTANDING WITH VOLUNTEER CENTER OF SAN GABRIEL VALLEY BACKGROUND: The Recreation and Family Services Department has participated for over 15 years in the Volunteer Center of San Gabriel Valley's, Court Referred Community Service Program. Volunteers are referred to the City through this program only if they are required to do community service due to non-violent misdemeanors. All volunteers are supervised by Parks Division staff. This program has strict requirements of the volunteers’ behavior, language, dress, and work ethic, and must meet the minimum qualifications for participation. RECOMMENDATION: Staff recommends that the City Council take the following actions: 1) Authorize the City Manager to execute the agreement, in a form acceptable to the City Attorney, on behalf of the City. ANALYSIS: The Volunteer Center of San Gabriel Valley's Court Referred Community Service Program provides over 1,500 hours of volunteer time, equating to over $16,000 in services to the city, primarily in litter control at park sites. The volunteers that are referred are only those individuals that are required to do community service as a result of committing non-violent misdemeanors. All volunteers are supervised by Parks Division staff and most provide an average of 20 hours of service. APPROVEDCITY COUNCIL 4/1/2019 April 1, 2019 Page 2 FISCAL IMPACT The Volunteer Center of San Gabriel Valley, Court-Referred Community Services Program provides volunteers to provide park clean up at no cost to the Cit y, resulting in no impact to the General Fund.
