SUBJECT: ADOPT A RESOLUTION IDENTIFYING THE PROJECTS THE CITY PROPOSES
TO FUND WITH ITS APPORTIONMENT OF 2019-20 ROAD MAINTENANCE AND
REHABILIATION ACCOUNT FUNDS
SUMMARY:
On April 28, 2017, the Governor signed Senate Bill (SB) 1, which is known as the Road Repair and
Accountability Act of 2017, to address basic road maintenance, rehabilitation, and critical safety needs
on both the state highway and local streets systems. The State Controller deposits various portions of
this new funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). A
percentage of this new RMRA funding is apportioned by formula to eligible cities and counties. Prior to
receiving an apportionment of RMRA funds from the State Controller in a fiscal year, cities and
counties must submit to the California Transportation Commission a list of projects proposed to be
funded with RMRA funds. The proposed action adopts Resolution No. 2019-C11 identifying the
projects the City will fund with its apportionment of 2019-2020 RMRA funds.
RECOMMENDATION:
Staff recommends the City Council take the following action:
1)Adopt Resolution No. 2019-C11 identifying the projects the City will fund with its
apportionment of 2019-2020 RMRA funds.
DISCUSSION:
The Road Repair and Accountability Act of 2017 was created by Senate Bill 1, approved by a two-thirds
majority of the Legislature, and signed by Governor Edmund G. Brown Jr. on April 28, 2017. The new
law provides a new and much needed infusion of money to maintain and rehabilitate the state highway
and local streets system. It is projected to raise a total of $54 billion over the next ten years, divided
between state and local governments. Caltrans and other state agencies are due to receive roughly half of
that amount, $26 billion. The other half will go to local roads, transit agencies, and an expansion of the
state’s growing network of pedestrian and cycle routes. The funds will be generated by a combination of

higher gas and diesel taxes at the pump, new road improvements fess assessed on vehicles at the time of
registration, and a special fee on zero-emission vehicles.
The State Controller deposits various portions of this new funding into the newly created Road
Maintenance and Rehabilitation Account. A percentage of the funding is apportioned by formula to
eligible cities and counties pursuant to the Streets and Highways Code. The City is projected to receive
$826,820 in Fiscal Year 2019-2020. Prior to receiving an apportionment of RMRA funds from the State
Controller in a fiscal year, cities and counties must submit to the California Transportation Commission
a list of projects proposed to be funded with RMRA funds. Staff proposes to fund the following projects
with its Fiscal Year 2019-2020 apportionment of RMRA funds:
• Industrial Roads Pavement Rehabilitation Project
o This project will rehabilitate the pavement on several industrial streets including Loren
Avenue from Foothill Blvd to the end of the cul-de-sac, Coney Avenue from Foothill
Blvd to 8th Street, Miller Ave from Foothill Blvd, to Industrial St, Georgia Ave from
Foothill Blvd, 8th Street, and Industrial Street from Coney Ave to Vernon Ave.
• Alley Pavement Rehabilitation Project
o This project will rehabilitate the pavement on several alleys bounded by 11th Street to the
north, Crescent Dr to the south, Orange Ave to the west, and Angeleno Ave to the east.
These road segments were specifically selected since they are identified in the City’s Pavement
Management System Report with a low Pavement Condition Index, meaning the proposed segments
have reached their useful life and are in need of repair.
FISCAL IMPACT:
There is no fiscal impact associated with the recommended action. The City is projected to receive
$826,820 in Fiscal Year 2019-2020 from the Road Repair and Accountability Act of 2017.

RESOLUTION NO. 2019-C11
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, IDENTIFYING THE PROJECTS TO BE FUNDED WITH
ROAD MAINTENANCE AND REHABILITATION ACCOUNT FUNDS
WHEREAS, the City of Azusa is eligible to receive Road Maintenance and
Rehabilitation Account (RMRA) Funds, through the California State Controller; and,
WHEREAS, prior to receiving an apportionment of RMRA funds from the State
Controller in a fiscal year, the City must submit to the California Transportation
Commission a list of projects proposed to be funded with RMRA funds; and,
WHEREAS, all projects proposed to receive RMRA funding must be included in
a city budget that is adopted by the applicable city council at a regular public meeting;
and,
WHEREAS, the following project is proposed to be funded with the Fiscal Year
2019-2020 apportionment of RMRA Funds:
Title: Industrial Roads Pavement Rehabilitation Project
Description: This project will rehabilitate the pavement on several industrial streets
including Loren Avenue from Foothill Blvd to the end of the cul-de-sac, Coney Avenue
from Foothill Blvd to 8th Street, Miller Ave from Foothill Blvd, to Industrial St, Georgia

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Approves programming the Industrial Roads Pavement
Rehabilitation Project and Alley Pavement Rehabilitation Project in the 2019-20 Fiscal
Year budget.
SECTION 2. The City Clerk shall certify the adoption of this resolution.
