BACKGROUND: A General Municipal Election will be held in the City of Azusa on March 6, 2007 for the election of one Mayor, and two City Council Members. State Law requires that General Law Cities adopt resolution calling and giving notice of such election and also adopt a resolution requesting certain services from Los Angeles County. RESOLUTION NO. 06-C97 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO RENDER SPECIFIED SERVICES TO THE CITY RELATING TO THE CONDUCT OF A GENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, MARCH 6, 2007. WHEREAS, a General Municipal Election is to be held in the City of Azusa, California, on March 6, 2007; and WHEREAS, in the course of conduct of the election it is necessary for the City to request services of the County; and WHEREAS, all necessary expenses in performing these services shall be paid by the City of Azusa; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That pursuant to the provisions of § 10002 of the Elections Code of the State of California, this City Council requests the Board of Supervisors of the County to permit the County Election Department to prepare and furnish to the City for use in conducting the election the computer record of the names and address of all eligible registered voters in the City in order that the City may print labels to be attached to self-mailer sample ballot pamphlets; and will make available to the City additional election equipment and assistance according to state law. SECTION 2. That the City shall reimburse the County for services performed when the work is completed and upon presentation to the City of a properly approved bill. SECTION 3. That the City Clerk is directed to forward without delay to the Board of Supervisors and to the County Election Department, each a certified copy of this resolution. SECTION 4. WHEREAS, under the provisions of the laws relating to general law cities in the State of California a General Municipal Election shall be held on March 6, 2007, for the election of Municipal Officers; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That the City Clerk is authorized, instructed and directed to procure and furnish any and all official ballots, notices, printed matter and all supplies, equipment and paraphernalia that may be necessary in order to properly and lawfully conduct the election. SECTION 4. That the polls for the election shall be open at seven o'clock a.m. of the day of the election and shall remain open continuously from that time until seven o'clock p.m. of the same day when the polls shall be closed, except as provided in § 14401 of the Elections Code of the State of California. SECTION 5. That pursuant to Elections Code § 12310, a stipend for services for the persons named as precinct board members is fixed at the sum of $75.00, for each Inspector and $55.00 for each Clerk for the election. In addition, the sum of $25.00 will be given to each precinct board member to attend a training class and the sum of $25.00 to be given to each inspector to pick up the precinct supplies. The rental for each polling place, where a charge is made, shall be the sum of $40.00 for the election. When required, the compensation of the Custodian of a building shall be $55.00 for the election. 1 T SECTION 6. That in all particulars not recited in this resolution, the election shall be held and conducted as provided by law for holding municipal elections. SECTION 7. That notice of the time and place of holding the election is given and the City Clerk is authorized, instructed and directed to give further or additional notice of the election, in time, form and manner as required by law. DELACH, CITY MANAGER DATE: OCTOBER 16, 2006 SUBJECT: RESOLUTION AUTHORIZING THE SUBMITTAL OF AN APPLICATION PROPOSAL AND THE SIGNING OF A CONTRACT PROVIDING SENIOR MEALS FOR PERSONS AGE 60+ AND AUTHORIZING EXECUTION OF ALL DOCUMENTS RECOMMENDATION: It is recommended that City Council approve this resolution authorizing staff to submit an application for the senior nutrition program and the Mayor to sign contract and all necessary documents for said contract. BACKGROUND: The City of Azusa has received grant money for senior meals from the Los Angeles County Area Agency on Aging since 1978. The acceptance of the application will enable the meal program to continue basically as we have known it, i.e. the same number of meals, federal dollars and City match as is currently contracted. The application, if accepted, will be for fiscal year 2006-2007. Continued funding for the following year will be possible through an annual re-application process. FISCAL IMPACT: Staff anticipates approximately the same City match as for this current years: $72,000.00. The City Council of the City of Azusa does resolve as Follows: WHEREAS, the County of Los Angeles Department of Community and Senior Citizens Services has been awarded the funds for providing services for the elderly under the Older American Act; and WHEREAS, The City of Azusa wishes to re-apply for Older American Act funds for nutrition services, in order to administer said services; and WHEREAS, it is necessary that the City of Azusa approve the submittal of an application for Title III Funds, and WHEREAS, it is necessary that the City of Azusa designate and authorize a representative to sign the contract for Older American Act Funds on behalf of the said City Council. DELACH, CITY MANAGERlfJ DATE: OCTOBER 16, 2006 SUBJECT: RESOLUTION AUTHORIZING SUPPORT FOR PROPOSITION 84, THE STATE OF CALIFORNIA CLEAN WATER, PARKS, RIVERS AND COASTAL BOND ACT OF 2006 RECOMMENDATION: It is recommended that City Council approve a resolution authorizing support for Proposition 84, the State of California Clean Water, Parks, Rivers and Coastal Bond Act of 2006. BACKGROUND: Entitled "Clean Water, Parks, Rivers and Coastal Protection", this $5.4 billion dollar proposition is critical for the continued funding of municipal parks and recreation projects. California communities have benefited in the past from Propositions 12 and 40. Proposition 84 would be no exception. This bond act would fund many projects, including, but not limited to, the Emerald Necklace and provide critically needed funding to ensure the availability of safe drinking water, improve local water supply reliability,strengthen flood protection,and preserve California's natural landscape, including parks, lakes, rivers, beaches, bays, ocean and coastline. FISCAL IMPACT: At this time there is no fiscal impact associated with this recommendation, it is merely a showing of city support. RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA AUTHORIZING SUPPORT FOR PROPOSITION 84, THE STATE OF CALIFORNIA CLEAN WATER, PARKS, RIVERS AND COASTAL BOND ACT OF 2006 The City Council of the City of Azusa does resolve as Follows: WHEREAS, California is facing challenges of many fronts, including enormous population growth in the coming years, with 25 million new residents expected by 2040; and WHEREAS, Parks provide significant benefits to health and well being, air quality improvements, capturing and treating storm water, and maintaining cool, attractive city landscapes, and WHEREAS, Proposition 84, the Safe Drinking Water,Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006, contains nearly $2 billion in statewide funding, including$51 million specifically allocated to the Rivers and Mountains Conservancy, that can be used to implement park projects like the Emerald Necklace; and WHEREAS, California's investments in infrastructure, especially clean and safe drinking water, natural resources and coastal protection, are not keeping pace with our population growth; and WHEREAS, Voters have passed a series of resource bond measures since 1996 to support critical program areas including water quality and supply, flood control, state and local parks projects, pollution control projects and air pollution mitigation to fill the enormous backlog of resource infrastructure needs in California; and WHEREAS, Current bond funds will run out as early as 2006 and critical programs will go unfunded and new challenges, combined with a growing population demand, will require more investments now to stay ahead of the curve; and WHEREAS, Current funding for natural resources and environmental protection programs in critically low, making up less than 1% of the overall state budget; and WHEREAS, Proposition 84, a $5.4 billion bond measure slated for the November 2006 statewide ballot,would provide critically needed funding to ensure the availability of safe drinking water, improve local water supply reliability,strengthen flood protection, and preserve California's natural landscapes, including parks, lakes, rivers, beaches, bays, ocean and coastline; and WHEREAS, Proposition 84 is supported by a broad coalition of interests - water districts, conservation and environmental groups, local government entities, museum and park interests, elected officials and civic organizations; and WHEREAS, we must make further investments now to ensure that all Californians will have access to safe drinking water, will be better protected from floods and will continue to have opportunities to enjoy natural landscapes, including our parks, forests, rivers, lakes, streams, beaches, bays and coastline; NOW,THEREFORE BE IT RESOLVED,THAT THE City Council hereby supports Proposition 84, the Clean Water, Parks, Rivers and Coastal Protection Bond of 2006. DELACH, CITY MANAGER/114A9 DATE: OCTOBER 16, 2006 SUBJECT: ADDITION OF THE PARKS SYSTEM RESTROOM REMODELING PROJECT TO THE 2006-2007 CIP LIST AND APPROPRIATION OF $40,000 IN QUIMBY FREES TO THE PROJECT. RECOMMENDATION: It is recommended that City Council approve the addition of the park system restroom remodeling project to the 2006-2007 CIP and appropriate $40,000 in Quimby fees to the project. BACKGROUND: In accordance with the City of Azusa Park Master Plan and the Azusa Park Renaissance Program, the restrooms in the park system are in dire need of remodeling. Limited funding will only allow for new paint, tile and fixture replacement at this time and based on present dilapidated condition, the restrooms at Northside Park, Gladstone Park and Zacatecas Park will receive top priority. Plans are in place to further address future remodeling needs and full ADA compliance at a later date as funding sources are identified. This would allow us to fully complement the new restroom facilities at Memorial Park, Pioneer Park and Slauson Park respectively, completing the remodeling efforts throughout the City of Azusa park system. FISCAL IMPACT: The project would be fully funded in the 2006-2007 CIP. GARCIA, CHIEF OF POLICE VIA: F.M. DELACH, CITY MANAGER 4'tM DATE: OCTOBER 16, 2006 SUBJECT: APPROVE BUDGET AMENDMENT TO INCREASE POLICE DEPARTMENT COMPLIMENT OF PART TIME DISPATCHER STAFF BY TWO POSITIONS RECOMMENDATION It is recommended that the City Council approve the addition of two new part time (PIT) police dispatcher positions. The Department currently has two part time dispatcher positions (.500 and .300 FTE) funded at $41,839; however, these two new positions will increase the Department's compliment of part time dispatchers to four. Moreover, it is requested that each of these two new positions be funded at half time or .500 FTE respectively (i.e., 1040 hours x 2 P/T Dispatchers = 2,080 hours). BACKGROUND The Police Department is currently authorized to employ eight full time dispatchers and two part time dispatchers. However, due to vacant full time dispatcher positions (i.e. currently two), injuries, illness, and annual vacations, the Department has historically resorted to staffing uncovered dispatcher shifts on an overtime basis. Recent research revealed that in fiscal year 2005/2006, the Department used 2,887 hours in overtime to cover such shifts. The addition of two part time dispatchers will help alleviate the volume of overtime we've incurred historically and aid -in avoiding "burning out" our current staff. The 1G(../ it'd/ '/ -O Police Department is working with the Human Resource staff at filling the existing full time vacancies. However, these two part time positions allow for the Police Department to recruit from a pool of candidates that are qualified, but not interested in a full time schedule. FISCAL IMPACT Finance estimates the cost of these two new part time police dispatcher positions will be $60,748. These positions will be paid for by the General Fund, but will be offset by reducing overtime. Prepared by: Captain Sam Gonzalez 2
