CITY HALL AZUSA, CALIFORNIA MONDAY MARCH 4, 1957 7:15 P.M.
The City Council met in adjourned session at the above time and place.
Mayor Memmesheimer called the meeting to order at 7:25 P.M.
Present at Roll Call: Councilmen: Ortuno, Johnson, Memmesheimer
Absents Councilmen:.Fawcett, Romero
Also present: City Attbrney, City Engineer, City Clerk -Admin-
istrative Officer.
Discussion was continued on the proposed Zoning Ordinance,
which had been read in full. There being certain deletions
and additions requested by the City Council, it was the Zoning
opinion of the City Attorney that the Ordinance should be Ordinance to be
referred to the Planning Commission for their report* referred to Plan-
ning Commission
Councilman Romero entered the meeting and was seated at
7:40 P.M.
The City Council recommended to the Planning Commission
that the following lots be rezoned from R-3 to C-2 and so
designated on the zoning maps Certain changes
Lot 24, Block 62; Lot 12, Block 63; Lot 24, Clifton Platt's recommended
Orange Grove Tract; Lot 130 Block 67.
Discussion was also held on the size of the "P" Zone at
Orange Avenue and Lime Street extending westerly on Lime.
This "P" Zone is shown on the map to consist of Lots 4, 5,
22 and 23 of Tract 4189. It was moved by Councilman Ortuno
and seconded by Councilman Memmesheimer that the "P" Zone at
Orange Avenue and Lime Street be reduced, and that the "P"
Zone be shown for Lots 4 and 22 of Tract 4189.
Motion carried by the following vote:
Ayes: Councilmen- Ortuno, Johnson, Memmesheimer
Noes: Councilman Romero

It was moved by Councilman Ortuno, seconded by Councilman J Zoning Ordinance
Johnson and unanimously carried, that the Zonin� Ordinance approved by
be gpproved as read with deletion of Paragraph (c) Section Council
9231.23 and Paragraph 3, Section 9232.30 and that the
Ordinance be re -introduced with the said changes therewith,
and the changes made in the map attached thereto, and that
said changes in text and map be referred to the Planning
Commission for report.

Mayor Memmesheimer announced that it was now 800 osclock, the
time set for the hearing of protests on Northerly Annexation
District No. 20.
Councilman Johnson questioned the legality of Council holding
a hearing at this time on this Annexation District and requested
the opinion of the City Attorney. Attorney Williams stated that
Council could legally continue with the hearing, with the possi-
bility that it may be nullified by court action.
The City Clerk submitted Affidavits of Publication giving Notice
of Proposed Northerly Annexation District No. 20, showing that
publication was made in the Los Angeles Daily Journal on January
24, 319 1957 and in the Azusa Herald and Pomotropic on January
24 and 31, 1957.
The City Clerk submitted a list of property owners, to whom
written Notice of Proposed Northerly Annexation District No. 20
had been mailed.
The Clerkstated that, upon examining the records of the Los
Angeles County Registrar, he found fewer than 12 registered
voters residing within the territory proposed to be annexed.
The City Clerk stated that, upon examination of the last
equalized assessment roll, the following were found to be a
list of the property owners of the territory within the pro-
posed annexation, and the assessed valuation of each of their

prior to the hour set for the hearing, with each assessed valuation

Valuation figures submitted by Duarte Mutual Water Company and Duarte
Domestic Water Company in their protests totaled 49516072.
There were no oral protests from those present in the audience.
The City Clerk reported that based on the assessed valuations
of the properties. within the proposed annexation,as set forth,
the assessed valuations of the protests were less than 50% of
the totgl..
Moved by Councilman Romero, seconded by Councilman Ortuno, report
be accepted, as submitted, there being evidence there is not a
51% of protests of property owners of the territory proposed to
be annexed.

City Council finds that a majority protest has not been presented

The City Attorney read an Ordinance entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, IAS
ANGLES COUNTY, CALIFORNIA, APPROVING THE AN NEXATION OF
CERTAIN UNINHABITED TERRITORY DESIGNATED "NORTHERLY ANNEXA-
TION DISTRICT N0, 20" TO THE CITY OF AZUSA.
Councilman Ortuno offered the Ordinance Yoi^it,fs first reading-

Moved by Councilman Ortuno, seconded by Councilman Romero,
and so ordered, that further reading of the Ordinance be
waived.
Report was given by the Superintendent of the Light and 'later
Department in which he stated that the water line on Todd
Avenue, from Foothill Blvd. to the north end of Todd Avenue,
and between Todd Avenue and Loren Avenue, including all fire
hydrants and appurtenances has been completed by City forces.
The cost of this project totaled ;5115.15, which was consid-
erably under the lowest bid sumitted in the amount of 0>5895.05.
The work done by the City was extensively more than that orig-
inally stated in the plans and specifications.

Moved by Councilman Romero, seconded by Councilman Ortuno,
that further reading of the resolution be waived. There
being no objections, motion ordered carried.
It was moved by Councilman Romero, seconded by Councilman
Ortuno, resolution be passed and adopted. The resolution was
then passed and adopted by the following vote:

Request was made by Southern California Edison Company for
permission to serve electrical energy at 100 S. Irwindale
Avenue, Lots 1 and 2. Block 8, Tract 8507.
It was moved by Councilman Johnson, seconded by Councilman
Ortuno, the Mayor be authorized to sign letter authorizing
service by the Edison Company to the property at 100 South
Irwindale Avenue. There being no objections, motion ordered
carried.
Administrative Officer reported that Inventory Record haps
and Pole Inventory Cards of the electrical distribution
system of the Light and Water Department were completed
and delivered to Supt. Smith. These items were in conjunction
with the electrical survey being made by Wayne N. Johnson,
consulting electrical engineer, and included in a report sub-
mitted by him.
It was moved by Councilman Romero, seconded by Councilman
Ortuno and so ordered, this report be filed.
Absent: Councilman Fawcett.
Administrative Officer reported a letter had been received
from Southern California Edison Company in reply to the
request made by the City to the Company, that they relinquish
their authority to serve electric energy to the Citrus Avenue
School. It was the opinion of the company that the original
contract between the City and the company should remain in
effect and the Edison Company allowed to service the school.
Moved by Councilman Ortuno, seconded by Councilman Jognson
that the matter of electrical service to the school,being
furnished by the City, be dropped. Motion carried unanimously.

Written request, with signatures of six additional property
owners, was submitted by Mr. Kenneth Van Vliet, for the
extension of the sewer line serving the residences, north
of 12th Street, on Azusa (venue.
Moved by Councilman Ortuno, seconded by Councilman Romero
and so ordered, that this request be referred to the Admin-
istrative Officer and City Engineer for report.

David Miranda, formerly employed by the City on a part-time
basis, requested Council consider his re-employment, in the
Park Department.
Moved by Councilman Ortuno, seconded by Councilman Romero
and so ordered, request be referred to Administrative Officer
and Supt. of Public Works for recommendation.

Recammendation was submitted by the Planning Commission that
the members and secretary be authorized to attend the National
Planning Conference of the American Society of Planning Officials,
to be held March 17-21, in San Francisco, with an allowance of
$200.00 per member, for expenses.
Upon discussing this request it was recommended that the secre-
tary and three members, those highest in seniority of service,
be authorized to attend.
Moved by Councilman Ortuno, seconded by Councilman Romero, the NATIONAL PLANNING
secretary and three members of the Commiasion, with an account- CONFERENCE OF
able expense allowance of $200.00 be authorized to attend. PLANNING OFFICIALS
The Administrative Officer to inform the Commission of the
seniority list of the members, and in the event that one may
not be able to attend, another member may be authorized to
attend in his place.

Communication from Police Chief Kendrick was submitted in which
he informed Council of the appointment of Gerald L. Calhoun as
patrolman in the Police Department, effective date March 1, 1957,
at the first step of the pay scalee
hmoved by Councilmen Romero, seconded by Councilman Ortuno, that APP'T OF GERALD
the appointment be confirmed as requested. There being no CALHOUN-PATROLMAN
objections, motion ordered carried.
Request was mdde by Sgt. Edborg of the Police Department to
the Police Chief for a six months leave of absence, due to
illness. It was also requested that he be reduced in rank
to patrolman in order that his leave would not impair the
proper functions of the Police Department relative to the
authorized complement of sergeants.
Moved by Councilman Johnson, seconded by Councilman Romero,
request be granted and leave of absence become effective

Moved by Councilman Johnson, seconded by Councilman Ortuno
request for demotion to patrolman be granted, Motion carried,
there being no objections.
Police Chief Kendrick requested authorization to appoint a
patrolman from the current Civil.Serviee Eligible List as�

Moved by Councilman Johnson, seconded by Councilman Ortuno
that Chief Kendrick be authorized to make an appointment
from the eligible list of patrolmen. There being no objections
motion ordered carried.
A School for Police Administrators will be conducted in the Los
Angeles Police Department Auditorium on March 59 6, and 7th,
Recommendation was made that the Police Chief and top adminis-
trative officers be authorized to attend.
Moved by Councilman Romero, seconded by Councilman Ortuno and
so ordered, that Chief Kendrick, Administrative Officer Miller
and such officers as may be arranged for without detriment to
the schedule of the department, be authorized to attend this
institute.

;It was requested by Mrs. Ann Clapp that the center 501, including
curbs, of Roosevelt Street, from the east line of Irwindale Avenue
to the west line of Van Ness Avenue in Tract 8507, be reinstated
-as a Public street. This street.was:vacated on May 5, 1953. REQUEST FOR
ROOSEVELT ST. TO
The City Engineer reported that, upon investigation, it was BE REINSTATED AS
found the street is in poor condition and would require PUBLIC STREET
resuffacing;also the sidewalks have been removed from both
sides for 1592 east of Irwindale.
Moved by Councilman Ortuno, seconded and Councilman Romero
and unanimously carried, that Administrative Officer and City
Engineer inform Mrs. Clapp that the street would be acceptable
to the City for a public thoroughfare, subject to resurfacing
and installation of sidewalks where necessary, by the owner.

The request submitted by Mrs. Wheatley, relative to the trimrOng
and upkeep of certain trees located in the alley at the rear of
,:her home, and which were in need of attention, was.considerecl
The Supt. of Public works reported that City forces and equip-
ment..are.not adequate for the care and trimming of privately
.planted trees in alleys, and requested the opinion of Council REQUEST FOR TREE
on the responsibility of the City in this matter. TRIMMING IN ALLEYS
Moved. by Councilman Romero, seconded by Councilmap Johnson
.that a survey and report be made by the Supts of Public Works
of trees in alleys, giving the cost of trimming, acid possible
removal of trees considered dangerous to the publik. Notion
carried by unanimous vote;
