The City Council of the City of Azusa met in adjourned session
at the above time and place.
Roll Calls Councilmen: Fawcett, Ortuno, Johnson,.Romero,
Memmesheimer

A certified copy of the resolution adopted by the County Board
of Supervisors was submitted whereby a portion of Citrus Avenue
was declared part of the County System of Highways, and re-
questing the consent of the City of Azusa to its improvement. Portion of Citrus

that the City of Azusa consent to the improvement of the west improved,

The. Administrative officer reported that he had met with Mr.

that County funds could be spent for leadership and expendable
materials as set forth in the County policy.
Mayor Memmesheimer stated that the Board of Directors Los Angeles
Division of the League was forwarding a resolution to the Board
of Supervisors requesting them to maintain the same policy for
the fiscal year 1957-1958 Shat had prevailed previously due to
the hardships brought upon cities becaus# of the short notice
of change in policy.
City Engineer reported on the progress being made relative to

The following communications were ordered filed:
Announcement of Conference for planned Industrial Development
of Los Angeles County, !larch 13th at the Ambassador Hotel.
Franchise payment for year 19569 Southern Counties Gas Company
In the amount of $5,997.50.
Announcement of the meeting of Los Angeles County Division,
League of California Cities in 4rest Covina on March 21,1957.
The application for an Ordinance granting the renewal of
Pacific Electric operating rights over 9th Street for a 50 -
year period was referred to the Attorney by the Administrative
Officer. Further information to be submitted by the Attorney P.E. rights over
at the next regular meeting. 9th St. referred
Request had been submitted by the County of Los Ankeles
Health Department that the City adopt an "Rabies Vaccination
for Dogs" Ordinance.
A letter from the Azusa Junior Woman's Club approving the
adoption of such an ordinance was received.
Moved by Councilman Fawcett, seconded by Councilman Ortuno
the City Attorney be instructed to prepare an Ordinance on
"Rabies Vaccination for Dogs". There being no objections,
motion ordered carried.
Resignation was submitted by Roland Carpenter, as a Volunteer
Fireman from the Azusa Fire Department.
Moved by Councilman Johnson, seconded by Councilman Ortuno
and ordered carried, the resignation be accepted.

Announcement was made of an important meeting of the Civil
Defense and Disaster Council, Area D. on Monday, March 18th Civil Defense
at Monrovia, California. Meeting

Announcement of the Fourteenth Annual Southern California
Junior College Baseball Tournament, scheduled for April
11, 12 and 13, 1957 was submitted by the Civitan Club
of Azusa and requesting the support of the City Council.
Moved by Councilman Johnson, seconded.by Councilman Baseball
Romero that this matter be referred to the Chamber of Tournament
Commerce with the request they give this tournament
the same support as in past years and that authoriza-
tion be given City departments to render assistance as
needed. Motion so ordered, there being no objections.
The further request for installation of banners to be
referred to the Light and Water Department.
It was requested by Police Chief Kendrick that confirma-
tion be given to the appointment of John A. Sweeney, No. 1
man on the current eligible Civil Service List, to the
position of patrolman in the Police Department. App't, of
Moved by Councilman Romero, seconded by Councilman J. Sweeney
Ortuno and so ordered, the appointment be confirmed of Patrolman
John A. Sweeney, as probationary patrolman, effective
March 16, 1957.
The Administrative Officer reported that the Personnel
Board at their meeting on March 6th had not acted on the
recommendations submitted to .them by the City Council for
changes in the salary range and classification schedule,
but was returning to the Council the schedule previously
recommended by that Board. Salary
The Administrative Officer stated that a study had been survey and
made of the schedules as submitted by Kroegers, the recommends -
Personnel Board and the recommended changes by the Council, tions.
and that a suggested schedule had been prepared for
Council's consideration. The basic change in the schedule
was the creating of 1/2 ranges. It was further recommended
that overtime pay be allowed to Foremen only on emergency
conditions or when approved by the Department Head and
Administrative Officer.
It was further suggested that consideration be given to the
following salary adjustments:
Salary of Fire Chief to be increased to $350 per month
Salary of Asst. Fire Chief I nergased to $225 per month
Volunteer Captain increased to $7.50 per fire call.
Call Men increased to $6.00 er call.
Reserve Police increased to 1.75 per hour.
Moved by Councilman Romero, seconded by Councilman Ortuno
that the salary range schedule as submitted by the
Administrative Officer be accepted with the range of
City Engineer be placed at 42.5 and the City Attorney
to prepare the necessary resolution. Motion carried by
the following vote:
AYES: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer
NOES- Councilmen: Johnson
ABSENT: Councilmen: None
Moved by Councilmen Ortuno, seconded by Councilman Fawcett
overtime pay for Foremen to be allowed for emergency only,
and approved by department head and Administrative Officer
in cases other than emergency. Motion carried unanimously.
Moved by Councilman Fawcett, seconded by Councilman
Romero the suggested salary adjustments for Fire Chief,
Asst. Fire Chief, Volunteer Firemen and Reserve Police,
be accepted and Attorney instructed to prepare necessary
resolution. Motion carried by the following vote:
AYES: Councilmen: Fawcett; Ortuno, Romero, Memmesheimer
NOESi Councilmen: Johnson

to write the.p'ersonnel Board relative to th6 classification
of Personnel Assistant not being allowed, and presenting
the salary range plan as prepared.by the Administrative
Officer and adviaing the Personnel Board to set the plan
up as adopted,
Moved by Councilman Johnson, seconded by Councilman
Ortuno and carried, the meeting adjourn. Time of
