Mayor Memmesheimer led in the Salute to the Flag. Invocation was given by Councilman Fawcett. Present at Roll Call: Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmesheimer Also present: City Clerk -Administrative Officer, City Engineer, City Attorney Mayor Memmesheimer asked if there were any corrections or omissions to the minutes of the regular meeting of April 1, 1957. Councilman Johnson pointed out on page 5, the marginal item should be corrected to "M.Lopez-Maintenance Man I - 1st Step". Page 9, second paragraph, line 4, should read "as recommended by the City Treasurer". Page 9, paragraph o, line 2 should read "notice and report be filed". Councilman Johnson pointed out the vote had been omitted to the motion made in paragraph 7 relative to the Contract Water Company and should have read "Motion carried by the following vote: AYES: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer NOES: Councilman: Johnson". There being no further corrections or omissions, minutes were ordered approved as corrected. M, 7:30 P.M. Flag Salute Invocation Roll Call April 1st Minutes -- Corrections Minutes approved Step raises, recommended by the Personnel Board, have been requested by the Department Heads for the following employees: George Flynn, Lineman Helper, to Step 3, effective 4/16/57 Step raises: Douglas Ogden, Accountant, to Step 3, effective 5/1/57 Geo. Flynn It was moved by Councilman Fawcett, seconded by Councilman Doug. Ogden Ortuno, the step raises be granted as requested. Motion carried by the following vote: AYES: Councilman: Fawcett, Ortuno, Johnson, Romero, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: None Eligibility lists have been established by the Personnel Board in the following classifications: Eligibility Maintenance Man I: Lists - Martin Lopez - 1st Mainten. Arthur Lucero - 2nd (tied) Man I, Victor Vasquez - 2nd (tied) Journeyman - Journeyman Lineman - John Peterson Lineman Request was made by the Personnel Board for permission to attend the Personnel Association's Conference in San Diego Personnel June 2-5, 1957, by one member of the Board and the Personnel Association Clerk. Conference It was moved by Councilman Fawcett, seconded by Councilman request for Ortuno, request be granted and a member of the Personnel Board attendance and the Personnel Clerk be authorized to attend the Personnel Association's Conference in San Diego with an advance expense allowance of $150.00. Motion carried unanimously. The following employees will have completed their probationary periods of employment, as follows: Claude Tays, Journeyman Lineman, effective 5/26/57 Probationary Robert Grant, Journeyman Lineman, effective 5/19/57 periods Francis Coe, Park Foreman, effective 5/16/57 William Kirkgaard, City Engineer, effective 5/26/57 296 CITY HALL AZUSA, CALIF. MONDAY, APRIL 15, 1957 Request was submitted by Police Chief Kendrick to attend the Police Officer's Association of the State of California Annual Conference at San Francisco, May 27th through May 29th. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried, the request be granted and Chief Kendrick permitted to attend the Conference with an advance expense allowance of $175.00. The Park and Recreation Commission recommended that additional park sites be acquired and consideration be given to that area between Pasadena and Cerritos Avenue, north of Gladstone St. Moved by Councilman Romero, seconded by Councilman Ortuno, the Administrative Officer be authorized to enter into negotia- tion with the property owner, and to contact a realtor to establish a fair price for this land at the earliest possible date. Motion carried by unanimous vote. The Park and Recreation Commission recommended improvements be made to the bath house at Slauson Park at an approximate cost of $3,000.00, if work is done by City forces. However, due to the amount involved, it is necessary that bids be accepted for this work. Moved by Councilman Fawcett, seconded by Councilman Romero, the City Engineer draw plans and specifications for these alterations to be submitted at the next meeting, giving esti- mated cost. Motion carried unanimously. A letter was received from Murray S. Vosburg, stating that, in the event of sale by the City of any part of the five acre piece of land, located on 12th Street, and deeded to the City by the Vosburgs for park or water bearing use, a lot of approxi- mately one-half acre is expected to be assigned to the Vosburgs, or assignee, as a homesite. It was moved by Councilman Ortuno, seconded by Councilman Johnson, request be referred to the City Attorney for recom- mendation to Council. Motion carried unanimously. The question of the alley along the east boundary line of North Side Park was discussed. The City Attorney was of the opinion that right of ingress and egress by abutting property owners possibly had been established. Dr. Hankins, an abutting property owner, stated that some of the owners had bought land in good faith from the City at the time it was offered for sale, with the understanding that an alley along the rear of their properties would be maintained by the City. Several solutions were offered and discussed. It was moved by Councilman Romero, seconded by Councilman Ortuno, the Park and Recreation Commission meet with the City Engineer and interested property owners and endeavor to find a solution whereby the right of access to the rear of these properties be retained although not necessarily by a public road. Motion carried unanimously. Request was made by Councilman Romero that Council authorize Resolution to be drawn commending Bill Kilmer as an outstand- ing athlete and citizen of the community. Moved by Councilman Romero, seconded by Councilman Ortuno, the City Attorney be authorized to draw Resolution of commenda- tion for Bill Kilmer as recommended. Motion carried unanimously. The City Engineer's report was discussed relating to the various problems still to be resolved in Tract No. 20971. These involve drainage, lights, sewer line and extension of Bancroft Street..' Moved by Councilman Romero, seconded by Councilman Ortuno, that the City Engineer, together with John Williamson, meet with the interested parties for the purpose of working out an equitable solution of the existing problems. Conference Additional park site considered Slauson Park Bath house improvements Request for park site land - Vosburg Alley adja- cent to Northside Park Bill Kilmer to be honored Tract No. 20971 Drainage, etc. CITY HALL AZUSA, CALIF. MON., APRIL 15, 1957 It was brought to the Council's attention that the time for the Annual Weed Abatement Program was at hand. Moved by Councilman Fawcett, seconded by Councilman Romero that the City Attorney be authorized to prepare the necessary Resolution on the bleed Abatement Program. Motion carried unanimously. Request was submitted by the Superintendent of Public Works that Mr. John Luna be promoted to Utility Man I on a proba- tionary period. Mr. Luna is first on the eligibility list and would replace an employee on sick leave. Moved by Councilman Fawcett, seconded by Councilman Romero request be granted and John Luna be placed on probationary period as Utility Man I. Motion carried unanimously. e . 7:30 P.M. Weed Abate- ment Program approved Utility Man I -- John Luna The Public Works Superintendent requested that a promotional examination be given for the classification of "Leadman" which is needed at this time. Examination Moved by Councilman Fawcett, seconded by Councilman Ortuno for Leadman request be granted and examination authorized for the classifi- authorized cation of "Leadman" in the Public Works Department. Motion carried by the following vote: AYES: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer NOES: Councilmen: Johnson ABSENT: Councilmen: None Fire Hydrants and street lights have been installed in the Street vicinity of Alameda and Second Street, and street lights lights and have been put in operation between Angeleno Avenue and Orange Fire Hydrant Avenue, from Paramount Street to Gladstone Street in conjunction installed with the street lighting program, as announced by Supt. Smith. Permission was requested from the Sociedad Progresista Mexicana of San Dimas to hold installation of Officers and dance at Sociedad the Parish Hall on April 21, 1957. Progresista Moved by Councilman Romero, seconded by Councilman Ortuno Mexicana request be referred to the Police Department with power to Dance act. Motion carried unanimously. approved. It was recommended by the Planning Commission that proceedings be instituted on Southerly Annexation District No. 24 which includes the area south of Gladstone Street, extending westerly from Donna Beth Avenue, with the northerly portion bdyond Lark Southerly Ellen extending westerly to the proposed boundary of the City Annexation of Irwindale, except that area comprising Valleydale Park. District 24 Petitions opposing the annexation of this district to the City were presented by Mr. James V. Hollison, Jr., of 5537 Aspen Ave. Moved by Councilman Fawcett, seconded by Councilman Ortuno, the Administrative Officer advise the proponents of the annexation of this District of the protests filed at this time. Motion carried unanimously. Easterly Annexation District No. 21 was considered at this time. No.21 -- Motion carried by unanimous vote. tabled The Zoning Ordinance was submitted with the recommended changes approved by the Planning Commission except that in Section Change in 9233.30 a, the last line of this Section which had been de- proposed leted by the Council, should be changed and the following Zoning Ord. sentence be added in place of that deleted: "Further:;,no excavation for a building shall be started before a building permit has been obtained." Councilman Romero offered the following Ordinance for first reading: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, COUNTY OF IAS ANGELES, STATE OF CALIFORNIA, ESTABLISHING CITY HALL AZUSA, CALIF. A Receipt and Release had been executed by the President of the Company. Moved by Councilman Johnson, seconded by Councilman Romero, Receipt and Release from Chorak Construction Company be accepted. There being no objections, motion so ordered. Chorak Co. claim settled. 302 CITY HALL AZUSA, CALIF. MON., APRIL 15,1957 7:30 P.M. Councilman Romero offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPOINT- ING HARRY C. WILLIAMS AS CITY ATTORNEY, FIXING HIS SALARY, AND PROVIDING FOR COMPENSATION FOR EXTRA EMPLOYMENT. Moved by Councilman Romero, this Resolution be adopted. by the following vote: AYES: Councilmen: Fawcett, NOES: Councilmen: None ABSENT: Councilmen: None and numbered Resolution No seconded by Councilman Fawcett This Resolution was then adopted Ortuno, Johnson, Romero, Memmesheimer 3599 Councilman Fawcett offered the following Ordinance to be placed upon its first reading: AN ORDINANCE OF THE CITY OF AZUSA GRANTING TO PACIFIC ELECTRIC RAILWAY COMPANY, A CORPORATION, ITS SUCCESSORS AND ASSIGNS, THE RIGHT TO MAINTAIN, RENEW, AND OPERATE STANDARD GAUGE RAILROAD TRACKS ALONG AND UPON NINTH STREET IN THE CITY OF AZUSA. Moved by Councilman Romero, seconded by Councilman Ortuno further reading of this Ordinance be waived. The motion was carried by unanimous vote. Request was submitted by the Police Department for authoriza- tion to detail Police Officers and Motorcycle Units to assist during Loyalty Day Parade at Glendora. Moved by Councilman Romero, seconded by Councilman Ortuno request be granted and officers detailed. There being no objections, motion so ordered. Councilman Johnson offered the following Resolution entitled: 303 Resolution No. 3599 - Appointing City Atty., H. Williams Ordinance or. Right to Operate Railroad- Pac. Elec. Railway on 9th St. Loyalty Day Parade A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF Resolution WHICH THE SAME ARE TO BE PAID. No. 3600 - Claims and Moved by Councilman Johnson, seconded by Councilman Romero, Demands this Resolution be adopted. This Resolution was then adopted by the following vote: AYES: Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: None and numbered Resolution No. 3600. It was requested the Mayor be authorized to issue a Proclamation for Burglary Prevention Week to be held May 5th through May 11th, 1957. Burglary Moved by Councilman Romero, seconded by Councilman Johnson, the Prevention Mayor proclaim the week of May 5 through 11 as Burglary Pre- Week - vention Week and proclamation issued accordingly. There being Proclamatioz no objections, motion so ordered. Announcement was made of the regular Meeting of Los Angeles Division, League of California Cities at South Pasadena on April 18th, 1957. As previously requested by Council, the firm of James M. Mont- gomery submitted a proposal for furnishing engineering services in connection with the making of an appraisal for the City of Azusa of the properties and stock of the Azusa Agricultural Water Company and the Contract Water Company. Moved by Councilman Johnson, seconded by Councilman Romero the proposal of James M. Montgomery Company be accepted.
