RE: PROPOSED RESOLUTIONS ADOPTING AND IMPLEMENTING THE
CALIFORNIA UNIFORM PUBLIC CONSTRUCTION COST ACCOUNTING
ACT AND PROPOSED ORDINANCE ADOPTING NEW PURCHASING,
BIDDING AND CONTRACTING RULES FOR PUBLIC PROJECTS,
SERVICES, EQUIPMENT AND SUPPLIES
Recommendation:
1. Introduce and adopt the following resolutions: (1)Resolution electing to become subject to the
California Uniform Public Construction Cost Accounting Act and (2)Resolution adopting informal
bidding procedures under the California Uniform Public Construction Cost Accounting Act.
2. Introduce and waive further reading of an ordinance restating Article VII of Chapter 2 of the
Azusa Municipal Code regarding bidding, contracting and other purchases of supplies, services and
equipment.
Background:
Introduction:
As a general law city, the City is subject to the bidding requirements of the California Public
Contracts Code for"public works projects." Under Contracts Code Section 20162, the City must
seek bids on all such projects and certain related supplies having a value of$5,000 or more. As for
"non-public works projects" such as the purchasing of supplies and equipment, the City must
adopt an ordinance, pursuant to Government Code Section 54201, setting forth procedures to
acquire supplies and equipment.
