Roll Call: Present: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer Absent: Councilmen: Johnson Also Present: City Attorney, City E,zgineer, City Clerk - Administrative Officer A City Plan and Manual of Operations for use by Civil Defense and Disaster was submitted by the Civil Defense Director Thomson, who explained the necessity for adopting a plan. Moved by Councilman Ortuno, seconded by Councilman Fawcett, the City Plan and Manual of Operations, as prepared and submitted, be accepted. There being no objections, motion so ordered. It was reported by the Civil Defense and Disaster Director that, in order to acquire surplus Federal property, a person should be authorized to sign for and accept such selected property. It was the opinion of the Council that the Administrative Officer should be authorized by Council to accept and sign for certain Federal surplus property, upon prior approval by Council of the need of said property. Councilman Fawcett offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, IAS ANGELES COUNTY, CALIFORNIA, DECLARING JAMES MILLER, ADMINISTRA- TIVE OFFICER OF THE CITY OF AZUSA, AS THE REPRESENTATIVE OF SAID CITY TO SIGN FOR AND ACCEPT SURPLUS FEDERAL PROPERTY. Moved by Councilman Fawcett, seconded by Councilman Ortuno this Resolution be passed and adopted. Resolution was then passed and adopted by the following vote: AYES: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer NOES: Councilman: None ABSENT: Councilman: Johnson and numbered Resolution No. 3601 306 7:30 P.M. City Plan and Manual of Operations approved Adm. Officer authorized to sign for Federal surpL property Resolution No. 3601 - Appointing J. Miller to accept Fed. Surplus Prpty Recommendation was made by the Civil Defense Director that the following names be added to Civil Defense and Disaster structure: Fred G. Becker, Personnel Names added t Nancy Crowell, Information and Education Civil Defense It was the general feeling of Council that personnel, with the personnel exception of City Department Heads, be added at the discretion of the Director. Mr. A'. Cornwell, chairman of the Community Redevelopment Agency, requested that the various City Departments be in- structed to fill out.auestionnaires submitted in order that a brochure could be compiled, as required by State and Federal Governments, mapping out the course of action for the Agency. Moved by Councilman Ortuno, seconded by Councilman Romero, request be referred to the Administrative Officer and the City Attorney for report. Motion carried unanimously. Mr. Leo Ashkenas of the V.F.W. Post requested permission for the Post and Auxiliary to sell fireworks during the 4th of July period. Discussion was held on the -possibility of the County Fire Ordinance being amended to allow the sale of and discharge of fireworks within the City. Moved by Councilman Romero, seconded by Councilman Ortuno and unanimously carried that the City Attorney prepare an amendment to the County Ordinance, which would allow the sale and discharge of approved types of fireworks within the City. Request for information by Comm. Redevelop. Agency Request for sale of fire- works 806 CITY HALL AZUSA, CALIF. TUES., APRIL 23, 1957 It was moved by Councilman Fawcett, seconded by Councilman Romero, that upon the amendment to the Fire Ordinance being adopted, permits for the sale of fireworks be issued by the Fire Chief to religious, fraternal, patriotic or service organizations and/or their auxiliaries, subject to regulations of the Fire Chief. Motion carried unanimously. Announcement was made of the Board of Directors Meeting, Los Angeles Division, League of California Cities at Pasadena, May 2, 1957. Letter was received from the Tau Epsilon Chapter of Beta Sigma Phi protesting the proposed site of the library and requesting Council give consideration to a site right behind the present library. There being no objections, motion was ordered carried, that the letter be referred to the Library Board. 307 7:30 P.M. Permits to be issued re: sale of fire- works. League of Cal. Cities,Meetin@ Library site protest - Tau Epsilon Chap. Discussion was held on the possibility of more rapidly acquir- ing the land needed for library buildings. Library.site It was moved by Councilman Fawcett, seconded by Councilman property Romero and unanimously carried, the City Attorney be authorized acquisition to commence condemnation proceedings for the acquisition of property on the east side of Dalton Avenue between 8th Street and the northerly boundary of the Richfield gas station. Motion carried unanimously. It was moved by Councilman Fawcett, seconded by Councilman Burke, William: Romero that previous action be clarified and that it be set & Sorenson, forth that the firm of Burke, Williams and Sorenson be retained Attys. ;o handle the condemnation action relative to Dalton Street property. retained by Motion carried unanimously. City tZ The Administrative Officer requested Council set policy relative to the rental properties being acquired by the City for the purpose of Civic Center Buildings, and recommended that a realtor be retained to handle rental payments to the City. It was moved by Councilman Fawcett, seconded :by Councilman Ortuno, the recommendation be accepted and Squire Realty be authorized to handle the rental collections in behalf of the City. Motion carried unanimously. It was requested by School Supt. Dawe that the Mayor proclaim the weeg of April 29th to May 3rd as Public Schools Week in Azusa. It was moved by Councilman Ortuno, seconded by Councilman Romero the Mayor be authorized to sign the proclamation that the week of April 29th through May 3rd, 1957 be known as PUBLIC SCHOOLS WEEK. Motion carried unanimously. Request was made by the Sister Elizabeth Kenny Foundation for..approval of the 1957 annual campaign to be held during the month of May. Fund campaigr Moved by Councilman Fawcett, seconded by Councilman Ortuno, Sister Kenny this request be granted and the necessary registration and Foundation identification requirements be submitted to the Police Depart- ment before solicitations are started. There being no objections motion ordered carried. T CITY HALL AZUSA, CALIF. TUES., APRIL 23, 1957 The American Mission Army requested permission to solicit funds in the City. It was moved by Councilman Romero, seconded by Councilman Ortuno and ordered carried, that permission be granted, subject to registration and identification with the Police Department. A request was submitted by the property owners of the 500 block of Crescent Drive, for the removal of hazardous pepper trees on the north side of Crescent Drive. It was moved by Councilman Fawcett, seconded by Councilman Ortuno this request be referred to the Park and Recreation Commission. There being no objections, motionsor ordered. M! 7:30 P.M. Fund raising American Mission Army Request for removal of pepper trees - Crescent Drivf Letter was received from the Contract Water Company setting forth the probable sale price of shares covering water rights, stock and other interests in the company. Administrative Contract Wates Officer stated this would be turned over to the James M. Co. shares Montgomery Company for the survey presently being made. A Financial Statement for the month of March 1957 was sub- mitted by the City Treasurer iving balances as follows: Bank Balance (Feb. 28, 1957 $471,641.73 Financial Receipts for March 151,146.59 Statement Disbursements for March 155,803.65 March, 1957 Bank Balance, Active Acct. March 31,1957 466,984.67 Investment Account: Treasury Bills $250,000.00 Bank Balance interest (earnings to date) 15,059.25 265,059.25 Total 732,043.92 Total amount of Treasury Bills (this date) 300,000.00 It was commented by the Treasurer that the balance of the Active Bank Account, as of April 15, 1957 exclusive of one day's Light and !later receipts, not yet available to the Accounting Department, was $369,972.62. It is presumed this balance will continue to decrease until receipt of the property tax check from the County. It was moved by Councilman Ortuno, seconded by Councilman Romero, statement be filed. There being no objections, motion so ordered. It was commented by the Treasurer that the balance of the Active Bank Account, as of April 15, 1957 exclusive of one day's Light and Water receipts, not yet available to the Accounting Department, was $369,972.62. Councilman Fawcett offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, DECLARING WEEDS, RUBBISH AND Resolution DIRT UPON PAR1,24AYS, SIDEWALKS OR PRIVATE PROPERTY IN THE No. 3602 - CITY OF AZUSA TO BE A PUBLIC NUISANCE, PURSUANT TO TITLE 4, Weed DIVISION 3, PART 2, CHAPTER 13, ARTICLE 3, (SECTION 39560 Abatement to 39587 INCLUSIVE OF THE GOVERNMENT CODE OF THE STATE OF CALIFORNIA. It was moved by Councilman Fawcett, seconded by Councilman Ortuno, further reading of this Resolution be waived. There being no objections, motion so ordered. 310 CITY HALL AZUSA, CALIF. TUESDAY, APRIL 23, 1957 Moved by Councilman Ortuno, seconded by Councilman Romero, this Resolution be passed and adopted. This Resolution was then passed and adopted by the following vote: AYES: Councilmen: Fawcett, Ortuno, Romero, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: Johnson and numbered Resolution No. 3502 Discussion was held relative to the weed problem on islands on Gladstone Street with consideration given to the possibi- lity of blacktopping these areas. Moved by Councilman Fawcett, seconded by Councilman Romero, the City Engineer reported on cost of blacktopping this area, and recommendation to be submitted. There being no objections, motion so ordered. 811 7:30 P.M. Possible blacktopping- islands on Gladstone St. Notice of the regular meeting of the Los Angeles County Water- shed -Commission, to be held on May 3, 1957 at 1:30 P.M. in Watershed the Board of Supervisor's hearing room, Hall of Records, Los Commission Angeles. Meeting Councilman Fawcett will attend as representative of the City. Request was made by the Edison Company for permission to serve electrical energy to the properties at 302 S. Irwindale and 401 S. Irwindale Avenue. It was moved by Councilman Ortuno, seconded by Councilman Romero, Mayor be authorized to sign agreement for electrical energy to be serviced by the Edison Company to the properties at 302 and 401 S. Irwindale Avenue. There being no objections motion so ordered. The Rabies Ordinance was presented. However, City Attorney Williams pointed out that certain recommendations made by the Police Department, would need to be incorporated into the Ordinance together with a change in the definition of a "dangerous dog." These changes will be made in the Ordinance which will then be presented to Council at the next meeting. Easterly Annexation No. 21 was discussed and it was decided to have the Administrative Officer and City Engineer make a study of the possibility of excluding the permissable 5% of the area in order to continue with the annexation of this district. This study to be made by the Administrative Officer and the City Engineer with recommendation to be made. The City Attorney stated the Hearing scheduled for this week before the Attorney -General in San Francisco has been con- tinued until May 10, 1957. The City Engineer reported the progress made relative to the heliport site, and submitted a sketch showing a proposed service road running north and south and through that property presently under lease to Gilfillan Company. The need for a definite commitment from the Los Angeles Airways Company was discussed. It was moved by Councilman Romero, seconded by Councilman Ortuno that the Administrative Officer and Attorney Decker obtain a definite commitment from Los Angeles Airways Co. and contact Gilfillan Company relative to the necessary change in the rental agreement with the City. There being no objections, motion so ordered. Councilman Ortuno requested information regarding the owner of property adjacent to the Vosburg Clinic on Azusa Avenue with a view to possible having a parking lot at that location It was moved by Councilman Ortuno, seconded by Councilman Fawcett, the Administrative Officer to determine the owner- ship and report on this matter. There being no objections, motion so ordered.
