TO SUBDIVIDE ONE LEGAL PARCEL INTO TWO LOTS FOR THE
PROPERTY LOCATED AT 1100 NORTH TODD AVENUE, AND;
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DENYING DESIGN REVIEW NO. DR-2017-20, A REQUEST TO
DEVELOP A 253-UNIT SENIOR VILLAGE & DESIGN REVIEW NO.
DR-2018-04, A REQUEST TO RECONFIGURE A PORTION OF THE AZUSA
GREENS GOLF COURSE FOR THE PROPERTY LOCATED AT 1100
NORTH TODD AVENUE
SUMMARY & DISCUSSION:
The Grand California Village Project was proposed as a 253 unit Senior Village located at 1100 North
Todd Avenue. The development application package included the following requests:
1.General Plan Amendment (GPA-2017-01) to change the land use category from Open Space to
Specific Plan;
2.Zone Change (Z-2017-01) to change the zoning district from Recreation to Specific Plan;
3. Adoption of California Grand Village Azusa Greens Specific Plan (SP-2017-02);
4. Tentative Tract Map No. 81336 to subdivide one legal parcel into two lots; and
5.Design Review (DR-2017-20) to develop a 4.48 acre parcel with a 235-unit Senior Village, and
Design Review (DR-2018-04) to reconfigure a portion of the Azusa Greens Golf Course.
On March 4, 2019 and April 15, 2019, the City Council conducted duly a noticed public hearing on the
project. On April 15, 2019, a majority of the City Council exercised its legislative discretion to deny the
Resolutions - Tentative Tract Map No. 81336, Design Review (DR-2017-20), and Design Review (DR-

proposed GPA, Zone Change, and Specific Plan on the basis that conversion of the land use designation
and zoning would be inconsistent with the City’s General Plan.
Since the GPA, Zone Change and Specific Plan were not approved and the two related Design Review
requests and Tentative Tract Map were dependent on their approval, they similarly cannot be approved.
The attached Resolutions for denial of the project’s Design Review and Tentative Tract Map
components confirm these actions and provide the City’s final administrative action on these elements of
the Project.
RECOMMENDATION:
Staff recommends the City Council take the following action:
1) Adopt the following resolutions:
Resolution No. 2019-C12 - A Resolution of the City Council of the City of Azusa, California,
denying Tentative Tract Map No. 81336, a request to subdivide one legal parcel into two lots for
the property located at 1100 North Todd Avenue, and;
Resolution No. 2019-C13 - A Resolution of the City Council of the City of Azusa, California,
denying Design Review No. DR-2017-20, a request to develop a 253-unit senior village & Design
Review No. DR-2018-04, a request to reconfigure a portion of the Azusa Greens golf course for
the property located at 1100 North Todd Avenue
FISCAL IMPACT:
There is no anticipated fiscal impact to the City related to this matter, as it does not include any requests
for funds.

RESOLUTION NO. 2019-C12
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DENYING TENTATIVE TRACT MAP NO. 81336, A
REQUEST TO SUBDIVIDE ONE LEGAL PARCEL INTO TWO LOTS
FOR THE PROPERTY LOCATED AT 1100 NORTH TODD AVENUE.
WHEREAS, California Grand Villages Azusa, LLC, the “applicant,” submitted
proposed Tentative Tract Map No. 81336 to subdivide one legal parcel into two lots for the
development of a Senior Village community and to allow reconfiguration of four holes of an 18-
hole golf course, as one part of a development application package that included: General Plan
Amendment (GPA-2017-01) to change the land use category from Open Space to Specific Plan;
Zone Change (Z-2017-01) to change the zoning district from Recreation to Specific Plan;
adoption of California Grand Village Azusa Greens Specific Plan (SP-2017-02); Design Review
(DR-2017-20) for the site design and building architecture of a Senior Village; and Design
Review (DR-2018-04) for the site design of the proposed golf course reconfiguration for the
property located at 1100 North Todd Avenue, collectively the “project;” and
WHEREAS, the City determined that the project required the preparation of an
Environmental Impact Report, “EIR,” as necessary to evaluate the environmental effects of the
project pursuant to the California Environmental Quality Act, “CEQA,” and the State CEQA
Guidelines (Cal. Code Regs., § 15000 et seq); and
WHEREAS, the Notice of Availability, “NOA,” of the DEIR was published in the San
Gabriel Valley Tribune and the DEIR was made available for a 60-day public comment period
beginning on November 28, 2018 and ending on January 28, 2019; and
WHEREAS, on January 16, 2019, the Planning Commission of the City of Azusa, the
“Planning Commission,” conducted a duly noticed public hearing on the project, including
consideration of Tentative Tract Map No. 81336, which would subdivide one parcel into two
lots; and
WHEREAS, the Planning Commission adopted Resolution No. 2019-PC03,
recommending the City Council of the City of Azusa, the “City Council,” approve Tentative
Tract Map No. 81336; and
WHEREAS, on March 4, 2019 and April 15, 2019, the City Council conducted a duly
noticed public hearing on the project, including consideration of Tentative Tract Map No. 81336,
which would subdivide one parcel into two lots; and

WHEREAS, at that hearing, all persons wishing to testify in connection with the
Tentative Tract Map were again heard and the project was fully studied, discussed, and
deliberated; and
WHEREAS, the City Council carefully considered all pertinent testimony and the staff
report presented during the public hearing for the project including the requested Tentative Tract
Map; and
WHEREAS, on April 15, 2019, a majority of the City Council exercised its legislative
discretion to deny the requested General Plan Amendment (GPA-2017-01), Zone Change (Z-
2017-01) and the California Grand Village Azusa Greens Specific Plan (SP-2017-02) on the
basis that the project is inconsistent with the City of Azusa General Plan, as the change in land
use category and zone, together with the Specific Plan would decrease the City’s Open Space;
that it may lead to future loss of Open Space designated properties or pressure to develop other
portions of the golf course with residential or other non-Open Space uses; that a Senior Village
type of use is incompatible with existing light industrial/commercial uses immediately
surrounding the property; that there would be a disconnect of a portion of the golf course due to
the separation between Open Space designated properties; and that the property is not the
appropriate location for the type of development as proposed under the Specific Plan.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Azusa,
California does hereby find, determine and declare as follows:
SECTION 1. Incorporation of Recitals. The above recitals are true and correct and are
incorporated herein by this reference.
SECTION 2. City Council Action. The City Council has determined that all of the
findings necessary to approve the subject project cannot be supported and hereby denies
Tentative Tract Map No. 81336 for the property located at 1100 North Todd Avenue, based upon
the following facts:
(a) That one of the land uses within the proposed subdivision is inconsistent with the City of
Azusa General Plan, specifically the General Plan Land Use Element land use category of
Open Space currently assigned to the property.
(b) That the design and improvements of the proposed subdivision are found to be
inconsistent with the General Plan, in that the physical improvements propose a Senior
Village (Residential Care Facility for the Elderly “RCFE”) development on one of two of
the parcels that would be created within the boundaries of the proposed subdivision; and
RCFE development is not considered to primarily provide passive recreation, aesthetic,
resource-management, vested mining, or similar types of improvements found in the
Open Space land use category.

consistency with the General Plan or an applicable Specific Plan cannot be made. The project’s
concurrently filed General Plan Amendment (GPA-2017-01) to change the land use category
from Open Space to Specific Plan; Zone Change (Z-2017-01) to change the zoning district from
Recreation to Specific Plan; and adoption of California Grand Village Azusa Greens Specific
Plan (SP-2017-02), that were all subject to legislative action by the City Council, have not been
approved. Approval of Design Review (DR-2017-20) and Design Review (DR-2018-04)
are reliant upon these changes to the General Plan and Zoning, and the effective implementation
of a Specific Plan document to regulate development and design standards. Therefore, the
City Council hereby denies Design Review (DR-2017-20) and Design Review (DR-2018-04).
PASSED, APPROVED AND ADOPTED this 6th day of May, 2019.
