ANALYSIS: The GSA is a contract between the City of Azusa and the County of Los Angeles that provides the authority for the County to render services requested by the City on an as-needed basis. Services provided include prosecution of city ordinances, direct assessment collection, plan checking, and a variety of public works activities. The existing GSA is set to expire on June 30, 2019. In order to ensure continuation of services that the City receives from the County of Los Angeles through the GSA, staff is recommending that the City Council renew the agreement for a five-year period, commencing July 1, 2019 through June 30, 2024. The County sets rates annually much the same manner that the City of Azusa sets charges for the services it provides.
