The City Council of the City of Azusa met in adjourned session
at the abae time and place.

The City Attorney stated that he would communicate with the
Pacific Electric Railway Company relative to an Agreement
whereby the City would pave the areas across the tracks at
the street crossings in return for an easement along the north
side of 9th Street east of Pasadena Avenue for the erection of
power lines.

The Chamber of Commerce submitted a letter to the City Council
stating that the Junior Chamber of Commerce had requested
that they be granted prize money, if any, up to the amount
of $300.00 that would be awarded to the City of Azusa for
the booth at the State Fair, since the Junior Chamber were

Moved by Councilman Romero, seconded by Councilman Ortuno
that the Administrative Officer be instructed to direct a
letter to the Chamber of Commerce advising them that the
handling of the funds was exclusively under their jurisdic-
tion, and that the Council had no objection to granting the
request as set forth by the Junior Chamber. With no objec-
tions, motion was ordered carried.
The Chamber of Commerce submitted a Statement of Income and
Chamber of
Expenses for the quarter ending March 31, 1957. Copies are

to be forwarded to Council members for their consideration.

Statement
A request was submitted by the Chamber of Commerce requesting
Council to consider the adoption of a Resolution pequesting
all City officials, department heads, chairmen of Commissions
and Boards to encourage the preservation of our good "business
climate", in the City of Azusa, to encourage new business.

Moved by Councilman Ortuno, seconded by Councilman Fawcett,
the City Attorney draw Resolution incorporating request.
With no objections, motion ordered carried.
Request had been submitted by the Civil Defense Director
for permission to authorize a representative of the Ground
Observer Corp to attend the National Conference being held
at Monterey, California. However, it was found that no
member was able to attend and request was cancelled.
It was recommended by the City Clerk that the classification
of Junior Accountant be established, and that the Personnel
Board be instructed to hold an examination forthis position.
It was recommended that the salary range be 29.5 ($402-490).
This classification should be assigned to the City Clerk's
office to be utilized in the Accounting Department, and in
particular to work with the Light and Water Department in
the control of the cost system presently being established
in those departments.
It was moved by Councilman Romero, seconded by Councilman
Ortuno, that the recommendation of the City Clerk be accepted
and the Personnel Board be instructed to set up the classifi-
cation and schedule an examination, and Resolution No. 3597
be amended to include this classification, Motion carried
by the following vote:

Supt. Smith of the Light and Water Department requested that
an inter -departmental examination be held for a Working Foreman
in the Light Department. Since the acquisition of a new truck
this would enable crews to work on more than one project at
the same time and would increase the efficiency of the depart-
ment.
Moved by Councilman Ortuno, seconded by Councilman Fawcett,
the request of Supt. Smith be granted and the inter -depart-
mental examination be authorized for the position of Working
Foreman. Motion was carried by the following vote:

NOES: Councilmen: Johnson
ABSENT: Councilmen: None
It was requested by Supt. Smith that a Journeyman -Lineman be
employed to fill the vacancy which would be created upon the
filling of the Working Foreman's position. It was the
opinion of the Council that this could be taken care of
at a later date.
Supt. Smith requested that the No. 1 man on the Civil Service
List for Estimator be employed by the Light and Water Depart-
ment.
It was moved by Councilman Romero, seconded by Councilman
Ortuno this matter be tabled until the next meeting of Council.
Motion carried unanimously.
It was requested by Supt. Smith that an examination be held
for position of Consumer's Serviceman, due to the transfer
of the man presently holding this position to Humane Officer.
It was moved by Councilman Ortuno, seconded by Romero, that
request be granted and the examination for Consumer's Service-
man be authorized. Motion carried unanimously.
It was recommended by the Personnel Board, as requested by the
Chief of Police, that the following persons be raised in
step:
Charles Neer, Motor Patrolman, to Step 4 at $467 per mo.,
effective 6/1/57
Don Ryle, Patrolman, to Step 4 at $444 per mo., eff. 6/1/57.
Moved by Councilman Romero, seconded by Councilman Ortuno and
unanimously carried, the recommendation of the Personnel Board
and the Chief of Police be accepted, and the above mentioned
men be promoted as set forth.

Communication was received from the League of California
Cities in answer to a request for a list of names of attorneys
that might be available fir a full time position of City
Atty, with the City of Azusa. The League of California

Squire Realty Company submitted a letter stating that the
owner of the property described as the West 135 ft, of the

advised him that the State Division of Highways is presently
appraising and acquiring property in this area for the ex-

It was moved by Councilman Fawcett, seconded by Councilman
Romero, that the Administrative Officer advise Squire Realty
of the action by the State relative to the acquisition of
property for the extension of Twelfth Street. Motion carried
unanimously.

The Administrative Officer stated that he had been informed
that the Junior Chamber of Commerce and the Chamber of Com-
merce was set up to distribute Litter -Bags if the Council
wished to purchase the same. It was pointed out that, for
approximately $325.00 the City could purchase 2500 holders,
5000 bags and 200 decals.
It was moved by Councilman Fawcett, seconded by:Councilman
Ortuno, the Administrative Officer be authorized to purchase
the above quantities and that they be turned over to the
Jr., Chamber of Commerce and the Chamber of Commerce for
distribution. Motion was unanimously carried.

The City Clerk requested authorization to attend the National
Institute of Municipal Clerks Conference being held in Long
Beach May 19 -through 23, 1957, and that actual expenses be
paid.
It was moved by Councilman Fawcett, seconded by Councilman
Ortuno, the City Clerk be authorized to attend the Conference
with actual necessary expenses to be allowed. This motion
carried unanimously.

Conference
Communication was received from the Citrus High School District
requesting the cooperation of the City Council in a school Request by
bond election to be held May 17th, for the purpose of passing Citrus High
a bond issue for the construction of Glendora High School. School Dist.
The City Clerk pointed -.out the necessity for a Resolution
being adopted by the City Council authorizing a certain person
and title to file the Annual Street Report yearly with the
State Controller and recommended that the City Clerk be
authorized to sign this report.

A copy of Application for On -Sale Beer License for the premises
at 302 Irwindale Avenue was received from the Board of Equali-
zation. No action was taken by the Council, and the applica-
tion was ordered filed.
The Administrative Officer stated that the Los Angeles County
had recently adopted an Ordinance requiring swimming pools Swimming
to be fenced or enclosed and asked if the Council wished Pools to be
similar protection offered the City of Azusa, fenced
It was moved by Councilman Ortuno, seconded by Councilman
Romero, the City Attorney be instructed to prepare an Ordinance
for the City of Azusa relating to the protection of swimming
pools by fences. With no objections, motion was ordered
carried.
It was moved by Councilman Johnson, seconded by Councilman Letter of
Romero, that the letter of commendation received from the commendation
City of Glendora for services rendered by the Azusa Fire to Fire and
Department and Police Department, at their recent fire, be Police Depts
filed, with copies being forwarded to the Fire and Police
Departments, With no objections, motion was ordered carried.
The City Attorney stated that a mutual aid agreement for fire
fighting was being developed in the City of West Covina to
include the cities of Azusa, Glendora, Covina and asked if
the City of Azusa would be interested in such a mutual agree-

Fawcett, the City Attorney be instructed to prepare a mutual approved
aid agreement as stated. With no objections, motion ordered

Ortuno, that the report of the meeting of the Los Angeles
Watershed Commission meeting held on May 3, 1957 be filed.
With no objections, motion ordered carried.

The Administrative Officer stated that the property adjacent
to the Vosburg Clinic on Azusa Avenue was owned by.the County
Health Department and that a further investigation would be
made on the ability to have this area paved for off-street
parking.
