AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
AZUSA SUSPENDING FOR A PERIOD OF 90 DAYS THE
APPROVAL OF ANY PRECISE PLAN OR ISSUANCE OF ANY
BUILDING PERMIT PURSUANT TO SECTION 9209.10 et seq.
AND SECTION 9210.10 et seq. OF THE AZUSA MUNICIPAL
CODE, DECLARING THE SAME TO BE AN URGENCY MEASURE
AND RECITING THE FACTS CONSTITUTING SUCH URGENCY.
The City Council of the City of Azusa does ordain as
follows :
SECTION 1. For and during a period of 90 consecutive
calendar days commencing with the date of the adoption of this ordinance,
no precise plan of design shall be approved and no building permit shall
be issued for an additional single-family dwelling or additional single-
family dwellings on any lot in the R-2 and R-3 zones, pursuant to the
authority contained in Section 9209.10 et seq. and Section 9210.10 et seq.
of the Azusa Municipal Code.
SECTION 2 . This ordinance is urgently needed for the
immediate preservation of the public peace, health and safety, and shall
take effect immediately upon its adoption. The facts constituting such
urgency are as follows : experience has indicated that the provisions of
said Sections 9209.10 et seq. and 9210.10 et seq. are too lax in their
square footage requirements for single-family residential structures
upon single-family lots, causing grave concern related to open space,
light and air, sustained values,and to secure the peace, health and com-
fort of the persons who shall be living upon such lots . Proceedings have
been initiated to amend these provisions, and a moratorium on further
construction is needed until such proceedings can be completed and an
amendment can take effect.
SECTION 3. The City Clerk shall certify to the adoption
of this ordinance and cause the same to be published as required by law.

introduced and placed upon its first reading at a special meeting of the
City Council on the 25th day of August, 1969. That, thereafter, said
ordinance was duly adopted and passed at a special meeting of the City
Council on the 25th day of August, 1969, by the following vote, to-wit :

NOES : Councilmen: None

I do further certify that I caused said Ordinance to be
published prior to the expiration of the fifteen days from the passage
thereof in the Azusa Herald, a newspaper of general circulation, printed,
