HomeMy WebLinkAboutOrdinance No. 962 ORDINANCE NO. 962 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE AZUSA MUNICIPAL CODE TO ADOPT ' THE "PUBLIC HEALTH CODE OF THE COUNTY OF LOS ANGELES", THE SAME BEING ORDINANCE NO. 7583, OF SAID COUNTY, AS AMENDED TO DECEMBER 31, 1967. The City Council of the City of Azusa does ordain as follows: SECTION 1. The Azusa Municipal Code is hereby amended by the addition thereto of a new Chapter 1 of Article V thereof consisting of Sections 5100 through 5100. 5 , inclusive, as follows: "CHAPTER 1 - PUBLIC HEALTH CODE SECTION 5100. ADOPTION OF 'PUBLIC HEALTH CODE OF THE COUNTY OF LOS ANGELES' . The 'Public Health Code of the County of Los Angeles' , the same being Ordinance No. 7583, of said County, as amended to December 31, 1967, is hereby adopted as the public health code for the City of Azusa (hereafter referred to as 'Health Code' ) . Three copies of the said Health Code are on file in the office of the City Clerk of the City. SECTION 5100.1 DEFINITIONS. Wherever said Health Code uses the following words or phrases, they, respectively, shall mean: (a) 'County' or 'County of Los Angeles' , the City of Azusa; and (b) 'Health Officer' or 'County Health Officer' , the Health Officer of the City of Azusa; and (c) 'Person' as defined in Section 1314 of this Code. SECTION 5100.2 PENALTY. Violation of any provisions of this Chapter or of the Health Code adopted by reference herein shall be punishable by a fine of not more than $500.00, or by imprisonment in the County Jail for not more than six months, or both. Each day during any portion of which any violation of any provision of the said Health Code is committed or permitted, shall be deemed to be a separate offense. SECTION 5100.3 GARBAGE. Section 601 of said Health Code is hereby amended to read as follows: Garbages and putrescible matter shall be kept in vessels or receptacles constructed of metal, plastic, rubber, or any combination thereof. Such vessels or receptacles shall be thoroughly cleaned each time their contents are removed. Such vessels or receptacles shall be water-tight and shall be constructed so as to contain not less than three, nor more than ten gallons and shall be provided with a handle or handles on the outside thereof, and with a tight fitting cover. Such garbage or putrescible material shall not be kept for more than seven (7) days. SECTION 5100.4 UNLAWFUL TO DISCARD BOTTLES, SYRINGES, NEEDLES AND OTHER CONTAINERS USED FOR DISPENSING MEDICINE, DRUGS, OR POISONS EXCEPT UNDER CERTAIN CIRCUMSTANCES. No person shall dispose of, leave, or discard out- side the exterior walls of the building wherein used, any container, bottle, syringe, hypodermic needle or hypodermic syringe, or needles, designed for or used in dispensing, giving or injecting medicines, drugs or poisons, or any bandage, dressing or gauze that has been used in treating or caring for an infectious or contagious disease, except as follows: (a) By placing the foregoing in metal trash containers which have overlapping, fly-tight lids. The lids shall be secured in place at all times while the container is not being filled or emptied. The containers, except while being filled or emptied under supervision of the foregoing persons shall be sealed by a lid securely fastened with a padlock or similar locking device under the control of such persons. (b) Or by incineration in an incinerator approved by the Air Pollution Control District. Notwithstanding the foregoing, bandages, dressings or gauze that have been used in treating or caring for an infectious or contagious disease shall either be incinerated or placed in said containers securely wrapped in heavy paper or plastic bags, the open ends of which have been tied or stapled so as to securely contain the infectious material therein. SECTION 5100.5 DELETIONS. Said Health Code as adopted by reference herein is hereby amended by deleting therefrom Sections 500, 500.1, and 608. " SECTION 2. The City Clerk shall certify to the passage of this ordinance and shall publish the same as required by law. Passed and approved this 3rd day of February , 1969 .
