AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
AZUSA AMENDING THE AZUSA MUNICIPAL CODE TO ADOPT
THE "COUNTY OF LOS ANGELES UNIFORM BUILDING LAWS,
1968 EDITION" CONSISTING OF THE "COUNTY OF LOS
ANGELES BUILDING CODE", THE SAME BEING ORDINANCE
NO. 2225 AS AMENDED THROUGH AND INCLUDING MARCH
12, 1968; AND THE "PLUMBING CODE OF THE COUNTY OF
LOS ANGELES", THE SAME BEING ORDINANCE NO. 2269
AS AMENDED THROUGH AND INCLUDING, MARCH 12, 1968;
AND THE "MECHANICAL CODE OF THE COUNTY OF LOS
ANGELES", THE SAME BEING ORDINANCE NO. 9544 AS
AMENDED THROUGH AND INCLUDING, MARCH 12, 1968;
AND THE "ELECTRICAL CODE OF THE COUNTY OF LOS
ANGELES", THE SAME BEING ORDINANCE NO. 2252 AS
AMENDED THROUGH AND INCLUDING, MARCH 12, 1968
WHICH IN TURN ADOPTS AS SECONDARY CODES THE ELEC-
TRICAL SAFETY ORDERS, 1963 EDITION, ISSUED BY THE
DIVISION OF INDUSTRIAL SAFETY OF THE STATE OF CAL-
IFORNIA, AND THE NATIONAL ELECTRICAL CODE, 1965
EDITION, AS APPROVED BY THE UNITED STATES OF
AMERICA STANDARDS INSTITUTE; AND TO MAKE CERTAIN
CHANGES THEREIN.
The City Council of the City of Azusa does ordain as
follows:
SECTION 1. Section 8100 of the Azusa Municipal Code is
hereby amended to read as follows:
"CHAPTER 1 - BUILDING, PLUMBING, MECHANICAL AND ELECTRICAL
CODES.
SECTION 8100. ADOPTING CODES.
Subject to the changes and amendments hereinafter set
forth in this Chapter, that certain code entitled 'County
of Los Angeles Uniform Building Laws, 1968 Edition' , con-
sisting of a published compilation of rules, regulations
and standards adopted by said County, an agency of the
State, set forth therein in four parts, to wit, the
"County of Los Angeles Building Code" , the same being
Ordinance No. 2225, as amended through and including,
March 12, 1968; and the "Plumbing Code of the County of
Los Angeles", the same being Ordinance No. 2269, as
amended through and including, March 12, 1968; and the
"Mechanical Code of the County of Los Angeles", the same
being Ordinance No. 9544, as amended through and includ-
ing, March 12, 1968; and the "Electrical Code of the
County of Los Angeles", the same being Ordinance No.
2252 as amended through and including, March 12, 1968,
three full printed copies of which, printed as a code in
book form, were by the City Council ordered filed and
which have been actually filed in the office of the City
Clerk, and which as so on file are hereby referred to and
by this reference expressly incorporated herein and made
a part hereof as fully and for all intents and purposes
as though set forth herein at length, shall be and the
same is hereby adopted and established as the rules, regu-
lations, standards, provisions and conditions to be

observed and followed in the construction, erection,
enlargement, razing, alteration, repairing, demolition,
conversion, occupancy, removal, maintenance, moving, use,
area and height of buildings and structures and certain
equipment therein, in the installation,
arrangement, alteration, repair, use and operation of
electric wiring, connections, fixtures and other electri-
cal appliances, in the erection, installation, alteration,
repair, relocation, replacement, addition to, use, or
maintenance of any heating, ventilating, comfort cooling,
refrigeration systems, incinerators, or other miscellaneous
heat-producing appliances, and in the regulation of sani-
tary plumbing and drainage systems, house sewers and pri-
vate sewage disposal systems within the City, and the
various parts of said Code shall constitute the Building
Code, Electrical Code, Mechanical Code and Plumbing Code,
respectively, of and for the City. Whenever any provi-
sion of said Codes conflicts with other provisions of the
Azusa Municipal Code, such other provisions shall apply. "
SECTION 2. Section 8101 of the Azusa Municipal Code is
hereby amended to read as follows:
"SECTION 8101. CITY REFERENCES IN THE COUNTY BUILDING LAWS.
Wherever in said County of Los Angeles Uniform Building
Laws, reference is made to the unincorporated territory of
the County of Los Angeles, or similar phrases referring to
said unincorporated territory, these phrases shall be con-
strued to refer to the incorporated territory of the City
of Azusa.
Whenever in said County of Los Angeles Uniform Building
Laws, reference is made to the Division of Building and
Safety or the Bureau of Public Safety, the same shall be
deemed and construed to refer to the Building Department
of the City of Azusa.
Whenever reference is made in said County of Los Angeles
Uniform Building Laws to the County Engineer or to the Chief
Electrical Inspector or to the Chief Plumbing Inspector, the
same shall be deemed to refer to the person employed by or
under contract with the City of Azusa to act as the Building
Inspector of theCity or as the head of the Building Department
of the City. "
SECTION 3. Section 8103.3 of the Azusa Municipal Code is
hereby amended to read as follows:
"SECTION 8103.3 SAME. UNSAFE BUILDINGS. ABATEMENT.
Subsection (b) of Section 203 of said Building Code is
hereby amended to read as follows:
(b) Notice to owner. The Building Official shall
examine or cause to be examined every building or structure
or portion thereof reported as dangerous or damaged and, if
such is found to be an unsafe building as defined in this
Section, the Building Official shall give to the owner of
such building or structure written notice stating the defects
thereof and giving notice that a public hearing will be held

before the City Council at a date, hour and place specified
in said notice at which time and place the City Council will
hear the owner and any other person interested and will deter-
mine whether or not said building or structure is an unsafe
building as defined by this Section and whether the same shall
be abated by repair, rehabilitation, demolition or removal in
accordance with the procedure prescribed in this Section.
Such notice shall be served in the manner hereinafter speci-
fied and shall also be published once in the official news-
paper of the City, and such service and publication shall be
completed at least ten days before the hearing. The City
Council shall conduct a public hearing at the time and place
specified at which it shall afford the owner and all persons
interested in such building or structure an opportunity to
be heard, and shall determine from the evidence and declare
by resolution whether or not said building or structure is
an unsafe building as herein defined and whether the same
shall be abated by repair, rehabilitation, demolition or
removal in accordance with the procedure prescribed in this
Section.
If the City Council determines and declares by resolution
that the building or structure is an unsafe building as herein
defined, the Building Official shall serve upon the owner of
such building or structure written notice of such determina-
tion by the City Council which notice shall require the owner
or person in charge of the building or premises, within 48
hours, to commence either the required repairs or improvements
or demolition or removal of the building or structure or por-
tions thereof, and all such work shall be completed within 90
days from date of notice, unless otherwise stipulated by the
Building Official. If necessary, such notice shall also
require the building, structure, or portion thereof to be
vacated forthwith and not reoccupied until the required repairs
and improvements are completed, inspected, and approved by the
Building Official.
Proper service of the notice required by this subsection
shall be by personal service upon the owner of record, if he
shall be found within the city limits. If he is not found
within the city limits such service may be made upon said
owner by registered or certified mail; provided, that if such
notice is by registered or certified mail, the designated
period within which said owner of person in charge is required
to comply with the order of the Building Official shall begin
as of the date he receives such notice. "
SECTION 4. Section 8103.4 of the Azusa Municipal Code is
hereby amended to read as follows:
"SECTION 8103.4 SAME. DELETIONS.
Said Building Code so adopted is hereby amended by deleting
therefrom Sections 204, 205, 206, 208, 209 and 307, and Chap-
ters 70 and 99. "
SECTION 5. Section 8104 of the Azusa Municipal Code is
hereby amended to read as follows:
"SECTION 8104. PENALTY PROVISIONS.
No person, firm or corporation shall violate or fail to

comply with any of the provisions of this Chapter or of
the County of Los Angeles Uniform Building Laws adopted
by reference herein. Any person violating any of the
provisions of this Chapter or of the codes adopted hereby
shall be deemed guilty of a misdemeanor and upon conviction
thereof, shall be punishable by a fine of not more than
$500 or by imprisonment in the City Jail or in the County
Jail for not more than six months or by both such fine and
imprisonment in the City Jail or in the County Jail for
not more than six months or by both such fine and imprison-
ment. Each person shall be deemed guilty of a separate
offense for each and every day or portion thereof during
which any such violation is committed, continued or per-
mitted."
SECTION 6. The City Clerk shall certify to the passage
of this ordinance and shall publish the same as required by law.

of the City Council on the 5th day of August , 1968. That
thereafter, said ordinance was duly ado ed an passe at a regular
meeting of the City Council on the 3rd day of September , 1968,
by the following vote, to wit:
