Present at Roll Call: Councilmen:. Fawcett, Johnson, Romero, Mennesheimer Absent: Councilman Ortuno Also present: City Engineer, City Clerk - Administrative Officer Deliberation was held by the Council on the matter of the location of the proposed library. Mr. Manuel Ruelas appeared before the Council and protested against acquisition of property on the east side of Dalton Avenue, by the City, for the purpose of erecting a library at this location. A letter was submitted by Mrs. Rivera, of 716 North Dalton Avenue, stating her willingness to negotiate further for the sale of her property to the City. 1957 Ms. Robert Manning, Chairman of the Library Board, stated his desire to see the library built in the near future, but that the Library Board felt the property in back of the present location was the second choice of the Board, since the City was not going ahead with the acquisition of the entire block to the east so that the library could be located on Foothill Blvd. It was moved by Councilman Romero, seconded by Councilman Memmesheimer, that Mr. Parker, Archi- tect, be requested to prepare pencil sketches of a library building located to the north of the present City buildings, and show possible parking for the buildings in the area, and that a permanent location for the Public Works Department in aasec- tion of the building be shown, if possible. Motion carried unanimously. Absent: Councilman Ortuno Councilman Romero offered the following resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA MEMORIALIZING MR. FLOYD HAYDEN AS AN OUT- STANDING CITIZEN AND CIVIC LEADER. Moved by Councilman Romero, seconded by Councilman FaWcett, further reading of this resolution be waived. With no objections, motion ordered carried. Councilman Romero moved the adoption of the resolu- tion, secohded,by C6uncilman Fawcett. This resolu- was then passed and adopted by the following vote: Ayes: Councilmen: Fawcett, Johnson, Romero, Memmesheimer Noes: None ' Absent: Councilman Ortuno and numbered Resolution No. 3621. Councilman Fawcett introduced, for the first reading, an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA, APPROVING THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY DESIGNATED SOUTHERLY ANNEXATION DISTRICT NO. 23 TO THE CITY OF AZUSA.. Moved by Councilman Fawcett, seconded by Councilmna Romero, and unanimously carried, that further reading of this ordinance be waived. It was brought to the attention of the City Council 7:30 P.M. Roll Call Discussion on library site Resolution No. 3621 - Floyd Hayden 897 CITY HALL AZUSA, CALIFORNIA TUESDAY JUNE 18, 1957 Page 2 that the owner of Industrial Tract No. 23099 located south of Gladstone Street and east of Vincent Avenue, was willing to have this industrial tract annexed to the City of Azusa. It was moved by Councilman Fawcett, seconded by Councilman Romero, the Map of Tract No. 23099 be Industrial referred to the Planning Commission for their recom- Tract 23099 mendation. Motion was carried unanimously. Halter -man It was moved by Councilman Fawcett, seconded by Councilman Romero, the legal description of Tract Forward Map - 23099 be forwarded to the Boundary Commission for Tract 23099 their approval as to definiteness of boundaries. Commission An invitation was received from the American Savings and Loan Association for the Council membersto attend a ribbon cutting ceremonies at their new office building on Wednesday,i. and free American luncheon on Thursday noon. Savings & Loan opening The Administrative Officer announced that Civil Defense exercises would be held in this City during the month of July, and that various City employees and department heads would be asked to participate. It is requested that the City Council establish a policy as to whether or not they would receive City salary while engaged in Civil Defense exercises. It was moved by Councilman Fawcett, seconded by Councilman Romero and'unanimously-carried, that thb CitylAttor-ney be instructed torepare the necessary resolution.setting:forth the policy Civil Defense whereby City employees participating in Civil Exercises in Defense exercises would do so without pay. City The Administrative Officer announced that the Board of Supervisors had forwarded to the City a proposed amendment to their contract relative to building inspection services with a change in the rates to be charged for various types of services, and suggested that this be referred to the Engineer and the City Attorney for their study and report. Moved by Councilman Fawcett, seconded by Councilman Johnson, that the proposed agreement submitted by Bldg. Inspec- the County, relative to the building code rates be tion rates referred to the City Attorney and the City Engineer to be increased for study and report. With no objections, motion by County ordered carried. The City Council, at this time began a study session on a proposed budget for the fiscal year 1957 -1958 - Councilman Fawcett was excused from the meeting at 8:47 P.M. The City Council proposed to meet for additional budget study on June 25, 1957 at 7:30 P.M. On motion to be ordered, this meeting adjourned. Time of adjournment 10:24 P.M.
