The City Council of the City of Azusa does ordain as follows : SECTION 1. The Azusa Municipal Code is hereby amended by adding to Part 3 of Chapter 2, a new Section 4224 reading as follows : "SECTION 4224. LONELY HEARTS CLUBS AND BUSINESSES OF LIKE NATURE PROHIBITED. No person shall operate a lonely hearts club, personal introduction service, marriage bureau, escort service or other business of a like nature in the City." SECTION 2. This ordinance hereby is declared to be urgently needed for the immediate preservation of the public peace, health and safety, and a statement of facts constituting its urgency is as follows : Certain persons seek to operate a lonely hearts club within the City. The City Council, having been advised that a business license for such activity must be issued since there is no prohibition of same at present, and having been further advised that clubs and services of a similar nature have been and are used as a method to further prostitution, immoral conduct and as a device to defraud and blackmail innocent persons, is of the 'opinion that prohibition of such clubs and similar activities and businesses is necessary to protect the City and its citizens. The City Council further believes that in the event this ordinance is not adopted immediately, there will be established and maintained in the City at least one and possibly more lonely hearts clubs to the detriment of the City and its citizens. It therefore is required that the immediate preservation of public peace, health and safety require that the foregoing section be added to the Azusa Municipal Code immediately. SECTION 3. The City Clerk shall certify to the adoption of this ordinance and cause the same to be published in the manner required by law and the same shall become effective upon its adop- tion.
