CITY HALL AZUSA, CALIFORNIA MONDAY JULY 15, 1957 7:30 P.M.
The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Memmesheimer led in the salute to the flag. Flag Salute
Invocation was given by Rev. Wayne Pendleton, of Invocation
the First Baptist Church.

With no corrections, the minutes of the adjourned
meetings of June 18th and 25th were ordered approved Minutes
as written, approved
The Administrative Officer stated that the minutes
of July 1st had misquoted the price of the booklets
to be ordered, for the Council members, at $1.00
in place of $2.00. The minutes were then ordered
approved as corrected.
It was requested by the Park and Recreation Commis-
sion that a survey of Northside Park be made in
order to correctly determine phsoperty lines. Request for

Paroulek, chairman of the Park and Recreation Com-

The Civil Service Board submitted the following list
of names certified for position of Junior Accountant:

It was requested that Mr. Ralph Byrd.be employed as
Junior Accountant at step 1 of the salary range,
effective as of July 1, 1957. R. Byrd, Jr.Acct.
Moved by Councilman Ortuno, seconded by Councilman appointed
Fawcett, request be granted and Ralph Byrd be em-
ployed as Junior Accountant effective date July 1st,
1957, on a probationary basis. Motion carried by the
following vote:

was submitted containing the following names:

The following employees were reported by the Personnel
Board to have completed their probationary period and
raised to step 2 of the salary range:

Moved by Councilman Ortuno, seconded by Councilman
Johnson and duly ordered, the lists, as submitted,
be filed.
It was reported by the Personnel Board that the
following employees will have completed their
probationary periods in their respective classi-

The matter of the. Civil Service Rules and Regu-
lations, with amendments, was disucssed. It was Civil Service
the opinion of the Council that singular amend- Rules & Reg.
ments would not be considered but the complete copy
of the Rules and Regulations be submitted for approval.
The Administrative Officer reported that the County
Boundary Commission have approved the boundaries of
proposed Southerly Annexation District No. 26. This
is the industrial tract located south of Gladstone
Street, and east from Vincent Avenue.
Moved by Councilman Fawcett, `seconded by Councilman
Ortuno') the City Attorney be instructed to prepare
the necessary resolution instituting annexation pro-
ceedings for this district. Motion carried unanimously.
The City Engineer reported that plans, specifications
and bid forms have been prepared for the 1911 Act
scheduled to be done. The firm of O'Melveny and Myers
was originally retained for the preparation of the
necessary legal forms, and it was the opinion of
Council that this form should continue with the
proceedings.
The agreement between the City and Service Bureau
Corporation, relative to the use of IBM Electric
computers for the Engineering Department, was
submitted. The City Attorney had checked the agree-
ment and incorporated certain changes recommended
by Council.
Moved by Councilman Ortuno, seconded by Councilman
Fawcett, the Mayor be authorized to sign the agree-
ment with Service Bureau Corporation. Motion carried
unanimously.
The City Engineer submitted the list of Ordinances to
be repealed relative to street grades, particularly
within the 1911 Act district.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno, the City Attorney and City Engineer be author-
ized to draw the necessary ordinance repealing the
ordinances, as listed. Motion carried unanimously.
A request was submitted by the Supt. of Public Works
for 2 one ton air conditioning units to be installed
in the Public Works Building.
Moved by Councilman Johnson, seconded by Councilman
Ortuno, that the possibility of one large unit being
installed utilizing the present duct system in the
building, be investigated by the Administrative Officer
and report submitted. Motion carried unanimously.

Mr. Elmo Lands, 5920 N. Ranburn Street, addressed
Council protesting the lack of street lights in
the tract in which he resides, and the need for
"Dead End Street" sign to be installed at the in-
tersection of Ranburn and Alford Streets.

A donditional Use Permit was granted by the Plan-
ning Commission, to Aerojet-General to permit
office occupancy of an existing building at the
southwest corner of Coney Avenue and Third Street. Condition Use

1. No commercial signs or advertising, not allowed
in a P Zone, shall be erected.
2. Said building shall be used for office space only,
without laboratories, manufacturing or noise -
generating activities.
A period of twenty (20) days is permitted in which

Moved by Councilman Ortuno, seconded by Councilman
Fawcett and duly ordered, statement be filed.
Mayor Memmesheimer stated the time had arrived
for the public hearing to be held on the application
for change of Zone from R -lc to C-2 on land included
in Annexation District No. 23 for the purpose of
constructing a mortuary.
The City Clerk presented the Affidavit of Publication
of the Notice of Public Hearing, said Notice being
duly published in the Azusa Herald on June 24, 1957•
The City Clerk stated there had been no written pro-
tests filed. The Mayor asked if there were any oral
protests. There being no protests, the hearing was
declared cicised.

Moved by Councilman Fawcett, seconded by Council-
man Ortuno the recommendation of the Planning
Commission be accepted and a variance granted
changing the zone from R -lc to C-2 for the pur-
pose of constructing a mortuary and subject to
the following conditions:

Beth Avenue to 60 feet of right-of-way.

Mayor Memmesheimer announced it was now 8:30 P.M.

The matter of holding a public hearing on the
adoption of electrical Safety Orders, 1955 Edi-
tion and the National Electrical Code, 1956 Edi-
tion was discussed. It will be necessary that
the City Clerk have on file 3 (three) copies of
each of these publications.

The agreement between the City of Azusa and the
Junior Chamber of Commerce, as approved by the
City Attorney, was submitted. This agreement
was relative to the band concerts to be held during

An ordinance relative to waiving certain required
improvements stated in Ordinance No. 410 relating
to subdivisions, was discussed, as well as whether
this ordinance would be considered an urgency measure.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno this ordinance be considered and handled as
an uraenev ordinance. Motion carried unanimously.
Councilman Fawcett offerred the following ordinance
entitled:

AMENDING ORDINANCE N0. 410 RELATING TO SUBDIVISION
IMPROVEMENTS, DECLARING THAT THE SAME IS URGENTLY
NEEDED FOR THE PRESERVATION OF THE PUBLIC PEACE, HEALTH
AND SAFETY, AND RECITING THE FACTS CONSTITUTING SUCH
URGENCY.
Being an urgency measure, the ordinance was read in

Fawcett the requirement be waived for the installation
of sidewalks and curbs on Coney Avenue, from Foothill
Blvd. north to the terminus of the north line of
Tract No. 23774 and on Industrial Street from Coney
Avenue to the terminus of the easterly line of Tract
No. 23774. Motion carried unanimously.
Discussion was held relative to the installation of
improvements along the Foothill Blvd. frontage by
the owner, Mr. Belcoe, at the time that the frontage
is developed.
Moved by Councilman Fawcett, seconded by Councilman
Ortunoii the installation of sidewalks and street
lights along the north side of Foothill Blvd. adjacent
to the Belcoe property, be waived on condition that
Mr. Belcoe file a recordable instrument, agreeing
that he will install sidewalks and street lights
according to City specifications, when he improves the
property. Motion carried unanimously.

Mr. B. J. Paroulek, chairman of the Park and
Recreation Commission, addressed Council re-
questing that a survey be made of Northside
Park by licensed surveyors, because of the
difficulty encountered in determining property
lines. It was the opinion of the City Engineer
that this survey could be made without the em-
ployment of outside survey crews.
Moved by Councilman Ortuno, seconded by Council-
man Fnwcett, tho City Engineer be authorized to
survey Northside Park with permanent monuments
to be placed as necessary. Motion carried by
the following vote:

The matter of installation of street lights in
Tract No. 21885 was discussed. This Tract is
located on Barbara Avenue north of First Street
and on Duell between Barbara and Vernon Streets.
Moved by Councilman Fao,,cett, seconded by Council-
man Ortuno, the Supt. of Light and Water Dept. be
authorized to set the standards for street lights,
as convenient, in Tract No. 21885. Motion carried
unanimously.
A Financial Statement was submitted by the Com-
munity Redevelopment Agency covering the quarter
ending June 30 1957•
Moved by Councilman Johnson, seconded by Council-
man Fawcett, this statement be filed. With no
objections, motion so ordered.
It was requested by the Hatfield Construction Com-
pany, Inc. that permission be granted to move two
existing buildings, presently used as a gasoline
service station at the southwest corner of Foot-
hill Blvd. and San Gabriel Avenue. These buildings
to be moved to the southeast corner of Foothill
Blvd. and Pasadena Avenue.
Discussion was held relative to the condition of
the buildings and to the blacktopping of the
entire area.
Moved by Councilman Johnson, seconded by Council-
man Ortuno, permission to be granted to relocate
the buildings, as requested, subiject to the build-
ing department requirements, the entire area to be
blacktopped and a 10 ft setback from the property
lines, of the buildings to be moved. Motion carried
unanimously.
It was requested that permission be granted to move
the existing building at the southeast corner of
Foothill Blvd. and Pasadena Avenue to 445 Jackson
Street.
Moved by,Councilman Johnson, seconded by Councilman
Ortuno, this request be denied. Motion carried
unanimously.
It was requested by the Direct Relief Foundation
that permission be granted to solicit funds in
the City.
Moved by Councilman Fawcett, seconded by Council-
man Ortuno, request be granted subject to the
regular requirements of registering with the
Police Department. With no objections, motion
ordered carried.
Councilman Fawcett offered the following resolu-

A report was given relative to the Vaccination

A letter was received from Walker -Built Homes, Inc.
offering to sell to the City a portion of Tract No.
20502 comprising of a little less than 5 acres of
land for the sum of $48,620.00 with the provision
that the City pay for paving, curbs, gutters, etc..
to the center line of Russell Street.
Moved by Councilman Ortuno, seconded by Councilman
Fawcett, the Administrative Officer to obtain fur-
ther information and report at the next meeting.

A request was submitted by the Powell School Mem-
bership Committee for permission to hold a street
dance on Friday, Sept. 13th. This dance to be held
on Calera Street north of the intersection of Mauna

Fawcett this resolution be adopted. This resolu-
tion was adopted by the following vote:

A request was submitted by Mrs. Eva Monia for
annexation of 100 ft frontage on Azusa Avenue
adjacent to the area included in Annexation Dis-
trict No. 23, and that property be rezoned to
permit a pet shop.
Moved by Councilman Ortuno, seconded by Councilman
Fawcett the City Clerk be instructed to submit the
boundaries to the County Boundary Commission for
approval, and to refer this request to the Planning
Commission. Motion carried unanimously.
Members of Council were invited to attend the
Library Board meeting scheduled for August 1st.
Mayor Memmesheimer stated the resignation of Robert
Manning had been submitted as a member of the Li-
brary Board, and an appointment would be made at a
later date.
Councilman Johnson requested permission to be absent
from the next regular meeting of Council.
