ORDINANCE NO. 859
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
AZUSA AMENDING PROVISIONS OF THE AZUSA MUNICIPAL
CODE PERTAINING TO BICYCLES.
The City Council of the City of Azusa does ordain as follows:
SECTION 1. Sections 3600 through 3607 of the Azusa Municipal
Code are amended to read as follows:
"SECTION 3600. LICENSE REQUIRED.
Every owner or person in charge or control of a bicycle
having two wheels either of which is 20 inches or more in diameter,
excepting dealers thereof, whithin the City, shall, within ninety
days from and after the 1st day of January, 1966, or within thirty
days after acquiring ownership, charge or control thereof, which-
ever occurs first, register the bicycle with the City Recreation
Department and obtain a license therefor as herein provided.
SECTION 3601. APPLICATION CONTENTS.
The application for registration shall state the name and
address of the owner or person in charge or control of such
bicycle, the make and kind of bicycle, the factory number thereof,
the name of the person from whom the same was purchased and such
other description and information relative thereto as may, in the
judgment of the City Recreation Department be necessary and proper
for the identification thereof.
SECTION 3602. FEE. IDENTIFICATION PLATE.
The Recreation Department shall, upon the payment of the
applicant of a fee of fifty cents, issue to such applicant an
identification plate having thereon, in figures and letters, the
license number, which identification shall be immediately placed
and securely attached by such owner or person in charge or control
of such bicycle upon the front upright bar of such bicycle, and
at or just below the handle bars, or under the seat of such vehicle
so that the same may be plainly seen, and which identification shall
at all times remain on said bicycle and not. be removed therefrom.
SECTION 3603. WAIVING FEE.
During and/or immediately preceding any special bicycle
safety program or special bicycle event sponsored or supported by
the City, the City Council may waive the fee herein provided and
direct the Recreation Department to issue such licenses free of
charge.
SECTION 3604. RECORDS OF IDENTIFICATION.
The Recreation Department shall keep a record of every bicycle
license issued containing the license number, the date of issuance,
the name and address of the owner or person in control of the
bicycle and a description of the bicycle sufficient for identifi-
cation. If there be no other means of positive identification, the
Recreation Department shall stamp an identification number on the
frame of the bicycle and keep a record thereof.
SECTION 3605. CURRENT LICENSE REQUIRED.
Every bicycle license issued hereunder shall be valid and
effective during the ownership of the bicycle by the person for
whom it is issued. No person shall operate a bicycle within the
City unless it is registered and licensed as in this Chapter pro-
vided.
SECTION 3606. REPORT OF SALE.
Every person who sells or transfers ownership of any bicycle
within the City and any person within the City who acquires the
ownership or control of a bicycle, shall report such sale or
transfer or acquisition to the Recreation Department within a
period of thirty days, and the Recreation Department shall make a
record thereof.
SECTION 3607. REMOVING OR ALTERING LICENSES OR IDENTIFICATION.
No person shall remove, destroy or alter the license plate
on any bicycle, nor shall any person destroy or alter the factory
or serial number or any number stamped upon the frame of a bicycle
by the Recreation Department. "
SECTION 2. The City Clerk shall certify to the passage of
this ordinance and shall publish the same as required by law.

certify that the above Ordinance No. 859 was regularly introduced
and placed upon its first reading at a regular meeting of the City Council
on the 15th day of November , 1965. That, thereafter, said ordi-
nance was duly adopted and passed at a regular meeting of the City
Council on the 6th day of December , 1965, by the following vote,
to wit :

I do further certify that I caused said Ordinance to be
published prior to the expiration of ,fifteen days from the passage thereof
in the Azusa Herald and Pomotropic, a newspaper of general circulation,

with law.
