Mayor Memmesheimer led in the salute to the flag. FLAG SALUTE The Invocation was rendered by Rev. Paul Farrell, of the First Christian Church INVOCATION Present at Roll Call: Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmesheimer. Also City Engineer William Kirkgaard, City Attorney ROLL CALL Harry Williams, and Deputy City Clerk Joan McKinney The Mayor asked if there were any correction to the minutes of the meeting held on July 15, 1957, with no corrections, the minutes were ordered approved. On page 2, of the minutes of the meeting held on August 5, 1957, paragraph 6, a correction to be made wherein the motion that had been passed approving the minutes of the previous meeting would be rescinded, in the event any corrections were to be pointed out by Councilman Johnson. With no other corrections, the minutes of the meeting of August 5, 1957 were ordered approved as corrected. It was recommended by the Park and Recreation Commis- sion that the proposed site, as selected by the Library Board, be approved. This site is located approximately 60 feet directly north fron the existing Library and facing Dalton Avenue. Moved by Councilman Ortuno, seconded by Councilman Fawcett the recommendation of the Park and Recreation Commission be accepted and the site of the proposed Library Building be approximately 60 feet north of the existing Library and facing Dalton Avenue with a minimum setback of 35 feet from the property line of Dalton Avenue. Motion carried by the following vote: Ayes: Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmesheimer Noes: None Sketches were presented to Council for consideration by Mr. Benjamin Parker, architect. Several matters were discussed relative to the amount of money to be set aside to construct and furnish the Library, whether this was to include the architects fee or other costs. Moved by Councilman Romero, seconded by Councilman Ortuno, the City Attorney be instructed to prepare the necessary resolution setting aside the sum of $300,000 for the construction of the proposed Library Building, which s,:m shall include the architects fee and shelving and appurtances. Motion carried unanimously. A "Workable Program for the City of Azusa" as sub- mitted by the Redevelopment Agency and approves; by the Planning Commission was submitted to Council for ddhgIderation. Moved by Councilman Johnson, seconded by Councilman Romero, Mr. Hubert be raised to Step 2, effective date Sept. 1, 1957. Motion carried unanimously. Resignation Mrs. Whitlock requested that her name be placed on of Avis Whitlock, the re -instatement list with the Civil Service Board. L & W Dept. Moved by Councilman J hnson, secolded by Councilman Ortuno, the resignation of Mrs. Whitlock be accepted and the Personnel Board be instructed to_hold an examination for the position of Account Clerk to establish an eligibility list. Motion was amended by Councilman Johnson, seconded by Councilman Ortuno, that Mrs. Whitlockts name be placed on the re -instatement list for future reference. With no objections, motion ordered carried. It was requested by Fire Chief Madison that two addi- tional men be added to:the Fire Deparmtent, in'order to Request for provide two men to answer resuscitator calls and still additional men - have the minimum number of men to answer fire calls. An Agreement between the City and Valley Disposal Com- pany for the collection of garbage within the City was submitted to Council for consideration. With no objections, motion was ordered carried. 473 It was recommended by the Supt. of Public Works that Arthur Brown, who placed first on the :eligibility list, Arthur Brown be employed as Park Foreman on probationary period at appointed the first step of the salary range, effective September Park Foreman 1, 1957. Moved by Councilman Ortuno, seconded by Councilman Fawcett, the recommendation by Supt. Brushahan be accepted and Arthur Brown be appointed to the position of Park Foreman as requested. Motion was carried unanimously. The following resolution was offered by Councilman Romero, which was entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, COUNTY OF IAS ANGELES, CALIFORNIA, WHEREBY AN OFFICIAL OF THE CITY OF AZUSA IS DESIGNATED.TO CONDUCT A REFEREN- DUM RELATIVE TO COVERAGE UNDER OASI AND SETTING THE DATE ON WHICH SUCH COVERAGE SHALL BECOME EFFECTIVE. A letter from Fred A. Swide, Attorney in Baldwin Park, offering his services on a part time basis, was noted. Moved by Councilman Johnson, seconded by Councilman Ortuno, council approve the General Services Agree- ment between the County of Los Aneles and the City of Azusa, and authorizing the Mayor to sign and the City Clerk to attest thereto. This agreement to be din effect for a period ending June 30, 1959. Motion carried by unan:.mous vote. It was determined the Association shall, in addi- tion to paying the minimum charge for water used, pay the charge for electricity metered to the Associa- tion. Moved by Councilman Johnson, seconded by Coun- cilman Romero, the Agreement be approved subject to the inclusion of "The Association shall pay the charges for electricity metered to the Association'. Motion carried unanimously. Councilman Fawcett offered the following resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELS COUNTY, CALIFORNIA, APPROVING THE REPORT OF THE STREET SUPERINTENDENT OF THE CITY RELATIVE TO THE ABATE14ENT OF WEEDS AS PROVIDED IN SECTION 39560 THROUGH AND INCLUDING SECTION 39537 OF THE GOVERNI4ENT CODE. The License Agreement between Consolidated Rock and the City, permitting use of their property for power line relocation for the heliport site, was sub. Atted. Motion carried by the following vote: Ayes: Councilmen: Fawcett, Ortuno:i Romero, Memmesheimer Noes: Councilman Johnson Absent: None City Attorney Williams submitted copy of "Compromise and Settlement Agreement" relating to all matters of litigation between the Cities of Azusa and Duarte, and stated that all 6 pending lawsuits were dismissed with prejudice by the Court. Moved by Councilman Romero, seconded by Councilman Fawcett and unanimously carried, copy of Compromise and Settlement Agreement be filed. It was recommended by the City Attorney that author- ization be granted him to continue negotiations with I;r. Hixon relative to the use of Van Tassel Canyon, also to negotiate with the County Sanitation District, these negotiations to include John Williamson, former City Engineer. Moved by Councilman Romero, seconded by Councilman Fawcett, the City Attorney be authorized to request the services of John Williamson, at the rate of 0.50 per hour, to continue negotiations as requested and to include Administrative Officer. Motion carried unanimously. The request made by the Boy Scout troups of the City for the use of City owned land was discussed by Council. An informal meeting had been held between the Council and representatives of the Boy Scout troups at which tirne their request was considered. The cities of Azusa and Baldwin Park will be co - hosts at the monthly meeting of the League of California Cities meeting scheduled for October 17, 1957. Approval of payment was requested in the amount of $4 764.50 to Nicholas Abdelnour, cost bill as allowed and taxed, in the Superior Court.
