AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
AZUSA SUSPENDING FOR A PERIOD OF 120 DAYS THE
APPROVAL OF ANY PRECISE PLAN OR ISSUANCE OF ANY
BUILDING PERMIT PURSUANT TO SECTION 9208.70 OF
THE AZUSA MUNICIPAL CODE, DECLARING THE SAME TO
BE AN URGENCY MEASURE AND RECITING THE FACTS
CONSTITUTING SUCH URGENCY.
The City Council of the City of Azusa does ordain as
follows:
SECTION 1. For and during a period of 120 consecutive
calendar days commencing with the date of the adoption of this ordinance,
no precise plan of design shall be approved and no building permit shall
be issued for an additional dwelling or additional dwellings on any lot
in the R-lc Zone pursuant to the authority contained in Section 9208.70
of the Azusa Municipal Code .
SECTION 2. This ordinance is urgently needed for the
immediate preservation of the public peace, health and safety and shall
take effect immediately upon its adoption. The facts constituting such
urgency are as follows: experience has indicated that the provisions of
said Section 9208.70 are too lax and that pursuant thereto many additional
dwellings are being constructed upon single family lots, causing an over-
crowded condition and an inadequate amount of open space, light and air to
secure the peace, health and comfort of the persons living upon such lots.
Proceedings have been initiated to amend these provisions, and a moratorium
on further such construction is needed until said proceedings can be com-
pleted and an amendment can take effect.
SECTION 3. The City Clerk shall certify to the adoption of
this ordinance and cause the same to be published as required by law.
Passed and approved this 20th day of April, 1964.

and placed upon its first reading at a regular meeting of the City Council
on the 20th day of April , 1964. That, thereafter, said ordinance
was duly adopted and passed at a regular meeting of the City Council on the
20thday of April , 1964, by the following vote, to-wit:

I do further certify that I caused said Ordinance to be pub-
lished prior to the expiration of the fifteen days from the passage thereof
in the Azusa Herald, a newspaper of general circulation, printed, published
