The City Council of the City of Azusa met in
regular session at the above time and place.
Mayor pro tempore Ortuno led in the salute to
the flag
Invocation was given by Rev. Benjamin Paroulek,
of the First Presbyterian Church
Present at Roll Call: Councilmen: Fawcett,
Johnson, Romero, Ortuno
Absent: Mayor Memmesheimer
Also present: City Engineer Kirkgaard, Adminis-
trative Officer -City Clerk Miller
In the absence of Mayor Memmesheimer, Mayor pro
tempore Ortuno presided.
The absence of the City Attorney was discussed,
and it was felt that an attorney should be
present. Moved by Councilman Fawcett, seconded
by Councilman Romero, that Mr. Willard Decker
be authorized to act as City Attorney for this
meeting. Motion carried by the following vote:
Ayes: Councilman: Fawcett, Romero, Ortuno
Noes: Councilman Johnson
Absent: Memmesheimer
Mayor Ortuno asked if there were any corrections
of omissions to the minutes of August 19th.
It was pointed out on Page 1, paragraph 8, the
words "Park and Recreation Commission" should
replace "Planning Commission".

There being no corrections or omissions to the
minutes of the adjourned meeting of August 27th, Minutes approved
the minutes were approved as written.
The City Clerk reported only one bid had been
received for the junk material from Well No. 7
as advertised in Notice Inviting Bids published
In the Azusa Herald and Pomotropic on August 19th
and August 26th, 1957.
The Monrovia Junk Yard, the only bidder, offered
to purchase this junk material at $30.00 per ton.
Moved by Councilman Fawcett, seconded by Council-
man Ortuno, the bid submitted by the Monrovia
Junk Yard be accepted. Motion carried by
unanimous vote.
The City Clerk announced that the Notice Inviting
Bids had been published in the Azusa Herald for
the purchase of street lighting materials. Bids
had been published in the Azusa Herald for the

The Planning Commission recommended a change of zone
for the proposed heliport site, from M-1 to M-2.
Moved by Councilman Johnson, the request be tabled
until approval is received from the Civil Aeronautics
Board relative to scheduled flights to the City.
Motion failed for lack of second.
Moved by Councilman Romero, seconded by Councilman
Fawcett the recommendation of the Planning Commission
be accepted. Motion carried by the following vote:

Fawcett, the date of hearing before the Council on
the zone change from M-1 to M-2 for the heliport
site be scheduled for October 7, 1957, at 8:00 P.M.

The Planning Commission reported that a Special
Use Permit had been granted for a heliport, sub-
ject to approval by Council of the zone change
from M-1 to M-2.
It was requested by the Planning Commission that
Council, as legislative body, request the Regional
Planning Commission to notify the Planning Commisbion
of subdivision and zoning proposals within the proba-
ble future City limits, such notices to be accompanied
by a suitable map as specified in Section 11528 of the
Govt. Code. Moved by Councilman Fawcett, seconded by
Councilman Romero, the request be granted as stated
and the Regional Planning Commission be notified ac-
cordingly. Motion carried unanimously.
The Mayor announced that it was now 8:00 P.M., the
time set for the public hearing of protests on
Southerly Annexation District No. 25, this being a
one foot strip acroos_Arrow Hi§hway, 40 feet in length
to the Covina borderline, and east of Cerritos Avenue.
The City Clerk presented the Affidavit of Publication
of the Notice of Public Hearing, said Notice being
published in the Azusa Herald and Pomotropic on
August 5th and August 12th, also published in the
Los Angeles Daily Uournal on August 6th and August 13,
1957.
The Clerk stated that there had been no written
protests filed.
Moved by Councilman Johnson that all proceedings
under this annexation be discontinued.

The Clerk presented the Affidavit of Publication of
the Notice of Public Hearing, said Notice being
published in the Azusa Herald and Pomotropic on
August 5, and 12, 1957, and in The Los Angeles Daily
Journal on August 6 and 13th, 1957. The Clerk recited
the names of property owners within the area to whom
Notice of the Hearing had been mailed. The Clerk
stated there had been no written protests filed.
Several residents of the Valleydale area addressed
Council and requested that the Tract to be annexed
be required to erect a masonry wall around its
property. It was brought out that the City Planning
Commission did not recommend a block wall as a
requirement. Mr. Halterman, the subdivider, stated
that a chain link fence with plantings would be in-
stalled on the east property line of the tract and
that there will be no ingress or egress road onto
Clydebank Avenue.
Moved by Councilman Fawcett, seconded by Councilman
Romero that Council finds no majority of protests And
the hearing ddolared closed. Motion carried unani-
mously.
Moved by Councilman Fawcett, seconded by Councilman
Romero, the Attorney be instructed to prepare the
necessary ordinance for the annexation of this area.

The name of Julian Camps, 148 West Third Street was
recommended as a member of the Plannibg Commission
to fill the present vacancy.
Moved by Councilman Fawcett, seconded by Councilman
Romero the recommendation be accepted, and the
resolution of appointment be prepared. Motion was
carried unanimously.
A letter was received from the County Road Department
requesting the City's financial participation in the
construction of traffic actuated signals at Cerritos
and Arrow Highway. Approximate cost would be $14,00.00
with the City assigned a share of $7,000.00, since the
City boundary extends to the middle of Arrow Highway.
Council was of the opinion that this was an excessive
amount and there may be a possibility of cutting the
cost.
Moved by Councilman Romero, seconded by Councilman
Fawcett, the matter be referred to the City Engineer
to make inquiry and determine the maximum cost and
report to Council. Motion carried unanimously.
The City Engineer reported on the traffic hazard at
the intersection of Gladstone and Pasadena Avenue,
stating the palm tree and masonry pillar on the
northeast corner caused poor visibility of cars on
Pasadena, was located largely south of the City boun-
dary and the County Road Deparijment had been requested
to remove them. ,

The condition of the Arcade Building was reported on
by the City Engineer, upon his investigation. It was Report on

It was strongly recommended that the building should be
strengthened or the arcade removed. Copies of the
report were forwarded to the County Building Department
and owners of the property.

Moved by Councilman Johnson, seconded by Councilman
Fawcett this matter be tabled until the next meeting
to allow reasonable time for study of the report.
With no objections, motion ordered carried.
A request for sewer service was received from the
Gladstone School District for the new school and
headquarters to be located at the southeast corner
of Citrus and Gladstone Streets: It was recommended
by the Engineer that consideration be given to a
sewer maintenance charge. This matter was discussed
since it was felt a permit should not be granted
until the School District had agreed to a maintenance
charge.
Moved by Councilman Fawcett, seconded by Councilman
Johnson this request be referred to the City Engineer
to determine a reasonable sewer maintenance charge,
such charge_.to be recommended to Council. Motion
carried unanimously.
Moved by Councilman Johnson, seconded by Councilman
Fawcett, the City Clerk to forward letter to the
construction contractor advising that permission to
connect to the sewer line will be granted when a
reasonable sewer maintenance charge is agreed upon.
With no objections, motion ordered carried.
Prior to the summer swimming season plans and spec-
ifications for the remodeling of the bath house at
Slauson Park were presented to the City Council
with the recommendation that bids for the remodeling
be requested after the summer season had closed.
Moved by Councilman Johnson, seconded by Councilman
Romero, the Clerk be instructed to advertise for
bids for the remodeling of the bath house; bids to
be opened October 4th, at 10:00 A.M. in the office
of the City Clerk. Motion carried unanimously.

Councilman Romero stated that he felt that an
investigation should be made of the site on Coney
Avenue where a house is to be relocated in order
that such a relocation would not be detrimental
to the neighborhood.
Moved by Councilman Romero, secohded by the Council-
man Fawcett this matter be referred to the Building
Inspector.. With no objedtions, motion so ordered.
A request to relocate a house to 241 North Soldano
Avenue, which had been Presented, had been investi-
gated, and it was felt that no action should be
taken at this time.
It was requested by the Police Chief that the City
enter into an agreement with the Milnat Animal Dis-
posal Company for their services tothe City in the
matter of disposing of dispatched animals.
Moved by Councilman Fawcett, seconded by Councilman
Romero, the recommendation be accepted and the City
enter into an agreement with the Milnat Animal
Disposal Company. Motion carried unanimously .
It was requested that Council approve the appoint-
ment of Mrs. Dorothy Moskus as Stenographer -Clerk
in the Police Department, effective Sept. 16, 1957
with salary set at 3rd step of pay plan.
Moved by Councilman Fawcett, seconded by Council-
man Johnson, the appointment of Mrs. Moskus be
approved as requested. Motion carried unanimously.
QW A request was submitted for the purchase of a desk
and chair for the Police Department, with possibly
a used desk being purchased and a new chair.
Moved by Councilman Romero, seconded by Councilman
Johnson, request be granted and purchase of a used

unanimously.

It was announced that sometime in October the National
National Safety Council would present their index SAFETY
at a luncheon meeting planned and held in Azusa. Council
