TO THE CITY ADMINISTRATOR SUBJECT: COMMUNITY PUBLIC TELEVISION PROPOSAL INTRODUCTION The following report summarizes the Community Public Television proposal. PROGRAM OBJECTIVE The South Coast Media Services wants to create a "Community Public Television" network which provides community access programming for cities in the San Gabriel Valley. This network proposes to use existing facilities and community access channels in order to achieve its goal. Therefore, Mr. Jeff Schenkel , Senior Account Executive of South Coast Media Services , has solicited the City' s support for the plan and has requested a $1 , 000 one-time, start-up fee. PROGRAM STRUCTURE According to the proposal , a non-profit , public-benefit corporation, known as "Community Public Television" will be created. This corporation will consist of a Board of Directors which may include either council members , their appointees or representatives from existing cable commissions . This board will set program policy and regulations . In addition to the board. Mr. Schenkel will act as Executive Director. He will be responsible for program production and oper- ation and will advertise, solicit grants and promote access . Continued. . . •OTHI L BLVD. AZUSA CA 91702 P.O. BOX WWW (818) 334-5125 Community Public Television Proposal Page Two r V July 2, 1984 PROGRAM LOCATION Community Public Television will also operate a central office in the City of San Dimas . This office will coordinate, schedule and promote community access . Essentially, cities will forward all access inquiries and requests for programming assistance to this office at no additional cost to the City. PROGRAM FOCUS Most programming will initially focus on local news , community features , personal profiles , local issues and community forums . As the overall program develops , additional programming may be created. Also, Community Public Television will develop a news magazine similar to "Eye on L.A. " or "Two on the Town. " This format will be produced weekly and will consist of three 10-minute segments - two feature stories and one mail Bag/Calendar segment . PROGRAM REVIEW To ensure quality programming, all individuals or groups must present a specific outline of their program to Community Public Television. This outline will then be presented along with a staff recommendation to the board who will make the programming decision. PROGRAM DISTRIBUTION Programs will be distributed in two facets : 1. Local production tapes will, be issued to the City' s Cable operator for airing. 2. Community Public Television will provide other cities with duplicate tapes for simultaneous transmission. EQUIPMENT & PERSONNEL Under the proposal, cities would make available their video and editing equipment. Also, student interns would be hired and would work under the executive director and video consultant ' s direction. PROGRAM COSTS Costs for the first year of operation is estimated at $75 , 000. Approximately, 47/,7 goes for salaries and 53% for operation costs and fees . Community Public Television Proposal Page Three July 2 , 1984 In order to participate in the plan, the City will have to pay a one-time $1, 000 fee. Subsequent program funding will be solicited via grants from major corporations and foundations . In return for support . these entities would receive acknowledgements through program credits . Also, private contributions from citizens would be solicited. ANALYSIS The $1. 000 fee is very mimimal in comparison with the benefits that the City would receive. First , we would get the essential expertize that would help us develop our access program. Secondly, since Community Public Television is willing to assist , produce and deliver programming. this frees up additional staff time that could be devoted elsewhere. Finally, by participating in the program, the City avoids having to hire additional personnel to work in community access . Therefore, based upon these benefits , the program is very advantageous for the City. RECOMMENDATION I would recommend that Council adopt this proposal , pay the $1 . 000 fee and grant Community Public Television the authority to use our video and editing equipment ; only if five other cities agree to participate.
