Councilman Ortuno (Mayor Pro tempore) led in the Flag Salute salute.to the flag. Invocation was reddered by Rev. James King of the Azuea,Church of Christ. Invocation Present at Roll Call: Councilmen: Fawcett, Johnson, Romero, Ortuno Firemen appted. Absent:` Mayor Memmesheimer E. Bell and 'Ia the'.atisenoe of Mayor Memmesheimer, Councilman R. Knoll Ortuno presided as Mayor Pro tempore. The Mayor.asked if there were any corrections or Minutes of omissions, to the minutes of the Special Meeting of Sgpcial Council, held on August 15, 1957. With no corrections Meeting or omissions, the minutes were ordered approved approved as written. Eligibility In the minutes of September 3, 19579 the motion list .'relative to the cost of the library building was Minutes cor- discussed. Appointments to the depart- ment were previously authorized by Council.. Motion carried unanimously. �1Commuriioation was reodived from Mr, R, S, Cherry of Hadley'and Cherry, requesting Council to consider Street lighting , an error which he claims was made relative to the bond -Tract 18102 I-street'lighting in Tract 18102 and Tract 20495, It was,`the opinion of Mr. Cherry that the bond posted 5his`company was for street lighting in Tract 102 only. Moved',by'Councilman Fawcett, seconded by Councilman Romero'that further information regarding this matter -be forwarded to Mr. Cherry by the Administrative Officer after checking previous correspondence from Mr., -Cherry on this matter. With no objections, motion ordered carried, An agreement was submitted, prepared by the City Agreement with Engineer, between the City'and the Gladstone School School District District"includi the amount of the service charge, re sewer line (0125.00'per year) for connecting, by the School charge Distrfot-of a sewer line into the City line, also the'Di`striot would pay the City one-half the cost of major repairs to the lines connecting into the school, the effective term to be for a 25 year period, or until such time that the School Distriot's property Miall -receive all electrical and water services from the City.Municipal Light and Water Depar#nent, Moved by Councilman Fawcett, seconded by Councilman Roamro,•the agreem6nt embracing terms as stated be approved and the Mayor authorized to sign. The Supt. of Pub11c',1Works requested that an exam- ination'be held for the position of maintenance 3&adman9t,to be hired at the third step of the salary range. This step was requested, since an examination, held at the first step, did not prove successful in obtaining sufficiently qualified applicants. Moved by Councilman Fawoett, seconded by Council- man Ortuno the Personnel Board be authorized to hold an examination for leadman in the Public Works ''Department at the third step of the salary range. Motion fpiled by the following vote: Ayesi•.Councilmen: Fawcett, Ortuno N0e84: Councilmen: Johnson, Romero Absenti'Memmesheimer A proposal was submitted to Walker -Built Homes, Inc. by the City, for the purchase of five acres at the northweet,corner of their proposed subdivision No. 20502', located at Pasadena Avenue north of Gladstone Street; for the price of $259000.00. Mr. Walker replied; rejecting this offer and holding to the original:.prlce qu6ted of $48,620.00. The acquisition of this proposed park site was recommended by the Park and Recreation Commission. Moved.by-,Councilman Romero, seconded by Councilman Johnson,,this matter be referred to the Adminis- trative'Officer to obtain the approximate cost to the City -for an appraisal of this property by a qualified appraisor. Motion carried uanimously. Page 3 Examination authorized for maintenance leadman 11 City's offer to purchase park site rejected - Walker Built Homes, Inc. It was, recommended by the Park and Recreation Comm. Consideration that-•the'Gum Grove on Sierra Madre Avenue be acquired of Gum Grove for a,park site. The possibility of purchasing this for park site land,by.the City was referred to the Administrative Officer -for investigation and report. Moded',by'Councilman Romero, seconded by Councilman Johnson, Mr. T. Ikehara, owner of land located on Noith.Pasadena Avenue presently being farmed in dichondia; and offered for sale to the City, be ' notified that the City is not interested in purchasing this property. With no objections, motion ordered carried,-.' } 'It was requested by the Park and Recreation Commission, that-Mr.;William Pacifico, Recreation Director be authorized to attend the 39th National -Recreation Reareation Congress at Long Beach, September 30, throu'gh October 4th. It was further requested that Commission members who may wish to attend daily sessions be authorized to do so. Moved by Councilman Romero, seconded by Councilman Fawcett the requests he approved, and 9125.00 advance expense allowance be approved for Mr. Pacifico, and daily expense allowance granted to such Commission members -as will be attending the Congress. Mbtion carried -unanimously. The bids which were received for street lighting materials, and opened on August 30th, were reported on by Supt. Smith and the City Engineer. After considering the bids, and based on a desire for .standardization of all the street lighting equip- ment, -it was recommended all bids be rejected on the metal standards and luminaires, and the purchgse made on the open market at the lowest cost that will meet the City's standards. Moved by Councilman Fawcett, seconded by Councilman Romero, the City reject all bids on metal standards and luminaires. Motion carried unanimously. Smith requested that Mrs. June Miller be employed as an4cc�ount Clerk in the Light and Water Dept* at the 'first'step of thevealary range, effective Sept. 18. Councilman Johnson offered the following resolution entitled: •A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING AGREEMENT FOR ELECTRICAL DISTRIBUTION FACILITIES AND ENERGY BETWEEN THE CITY OF AZUSA AND MR. The matter of whether or not the City wished to adopt an ordinance prohibiting backyard incinerators after No sotion re October is 1957 was discussed. It was decided to disposal of take no action, thereby leaving the Air Pollution incinerators Control District as the policing agency. No action was taken relative to the disposal of the incinera- tors now in use. ,Supt. A letter was also received from the Library Board with reference to the amount allotted to the construc- tion -of k'new library building. A proposed ordinance, reoommemded by the Southern California Service Station Association, relative to the advertisement of petroleum products by retailers and,othera, was submitted for consideration by Council.
