AUTHORIZE THE ISSUANCE OF A BLANKET PURCHASE ORDER TO
PROCURE METER LOCKING RINGS FROM INNER-TITE CORPORATION
FOR PHASE II IMPLEMENTATION OF THE ADVANCED METER
INFRASTRUCTURE PROJECT
BACKGROUND:
On June 25, 2018, during the regular Utility Board meeting, pursuant to Section 2-250 b-2 of the
Azusa Municipal Code, the Utility Board approved the selection of Inner-Tite Corporation
(Inner-Tite) as a sole source vendor to supply its proprietary electric meter locking ring for the
Phase-I implementation of the Advanced Meter Infrastructure Project AMI Project). In addition,
the Utility Board authorized the issuance of a blanket Purchase Order in the amount not to
exceed $51,000 to purchase locking rings for the Phase I of the AMI Project. As Staff is planning
for the implementation of Phase II of the AMI Project, it is determined that approximately
14,000 additional units of locking rings are required for the remaining AMI meters to be
installed. Staff is seeking Utility Board's authorization of the issuance of a blanket purchase
order to Inner-Tite in the amount not to exceed $250,000.
RECOMMENDATION:
Staff recommends the Utility Board take the following action:
1)Amend the existing blanket purchase order to $250,000 for the acquisition of 14,000
additional locking rings.
ANALYSIS:
Currently, Staff is implementing Phase I of the AMI Project. Approximately, 500 new AMI
electric meters have been installed in the field. To protect those meters from tampering, tamper
proof meter-locking devices (Locking Ring) were installed with those new AMI meters, using
