The City -Council of the City of Azusa met in
regular session at the above time and place.
Mayor Memmesheimer called the meeting to order Flag Salute
'and led in the salute to the flag.
Invocation was rendered by Rev. George Webb, of
the Church of the Nazarene
Present -at Roll Call:
Councilmen::.. -Fawcett, Ortuno, Johnson,

Also present: City Engineer Kirkgaard, City
Attorney Williams and City Clerk -

.The Planning Commission on October �_-% 1957 sub-
mitted the'following recommendations to the City
Councilr
(aj 'It"was recommended by the Planning Commission
that a C-2 Zoning be approved for Southerly
Annexation District No. 27, which is property
owned by Mrs. Eva Monia and located on South
Azusa Avenue below Gladstone and north of the
Turner and Stevens property, Annexation Dis-
trict No. 23, Mrs. Monia has agreed to develop
an access road along Azusa Avenue and to con-
struct and pave one half -of the width of the
street connecting to Newburgh Street and to
Donna Beth Ave.
Moved by Councilman Ortuno, seconded by Council-
man Fawcett,,that a date for public hearing on
„the -rezoning of the Monia property be set for
November 18th, 1957 at 8:00,P.M..With no ob-
`jections, motion ordered carried.
(b),•The•Planning Commission recommended disapproving
of the map of the Tentative Industrial Tract
No. 19349, located on the north side of First
Street west of Virginia Avenue.
Mr. Ray L. Klema, developer of the Tract, ap-
peared before Council and requested that the
Council overrule the recommendation of the
Planning Commission. It was pointed out.by

Mr. Klema that when they were first interested Tentative In -
;in purchasing the property, the easterly por- dustrial Tract
-tion of the land was zoned.as a buffer strip No. 19349
for a distance of 50 ft. When the new zoning
ordinance was adopted (No. 535) this 50 fte
buffer strip was zoned as R -lc. Mr. Klema
;stated that, in his ppinion, this would decrease
,the size of the lots so as to make it ineffec-
tive for industrial use since it would be im-
possible to construct anything or to use the
-R-lc property in any manner.
Moved by Councilman Romero, seconded by Council-
man Ortuno, that the recommendation of the
Planning Commission be accepted and map of
Tract No. 19349 be disapproved. Motion carried
unanimously.
Mr. Klema was advised to submit a petition for
'rezoning of the R -lc property to M-1 through
the Planning Commission.
Mr. Glen Watson, attorney representing Mr. Fred Hay- Written Con -
den and Canyon City Rock Products, filed with the sent filed're
City Clerk written consent of at least two-thibds Annex. Dist,
of the uninhabited territory agreed upon to be de- No. 15
tached from the City of Azusa Northerly Annexation
District No. 15 and to be annexed to the City of Duarte,
Councilman Ortuno offered the following resolution

The Park and Recreation Commission recommended an
hourly salary range for playground personnel, and
establishing the titles of 'Playground Director" and
"Assistant Playground Director" for each area.

Moved'by Councilman Romero, seconded by Councilman
Ortuno, recommendation of Park and Recreation
.Commission be accepted and City Attorney instructed
to prepare resolution incorporating salary schedule
as'presented, effective date November 1, 1957.
•Motion carried unanimously.
Moved;by Councilman Romero, seconded by Councilman
Ortuno, the Attorney prepare resolution commending
Cliff Henderson and Vernon Holmes for their efforts
on behalf of the Tpyloan Trailer, a.project of bene-
fit-to.the community. With no objections, motion
ordered carried.

A.request was submitted the Ralph Manns Company
for final payment on the air conditioning system
installed'in the City Hall Building. Mr, Ralph
Manns''addressed Council stating he saw no reason
for withholding payment. However, it was felt that
.satisfactory service has not been given by the
system.
Moved`by Councilman Romero, seconded by Councilman
.'Ortuno, this matter be referred to the City EnAlneer
and Administrative Officer for recommendation to
Council. Motion carried unanimously.
Request had been submitted to the Los Angeles County
Road Department relative to the City sharing the
cost of installing a traffic light at Cerritos and
Arrow Highway. Mr. Kennedy, County Road Commissioner,
replied that it was standard practice for public
agencies to share the coat of signal projects on the
basis of jurisdiction.
Moved by Councilman Romerq,-seconded by Councilman
Ortuno, the City Engineer and Administrative Officer
make a study of this request and submit to Council
their recommendation. Motion carried unanimously.

The matter of obtaining required easement for the Sewer line -
installation of a sewer line to serve the west side North Azusa Ave.
of North Azusa Avenue, north of 12th Street, was
discussed. The method of compensating Mr. Courtney

for an easement through his property was considered.
Moved -by Councilman Romero, seconded by Councilman
Fawcett, the City Attorney draw an agreement with
Mr. Courtney whereby compensation would be made in
the amount of 80¢ per front foot for any connection
fees that are paid to the City for sewer connections
to his property. A similar agreement to be made with
the owner of the property immediately south of Mr.
Courtney for an easement which has been agreed to.
Motion carried unanimously.

Romero. -Attorney draw agreement granting compensation Compensation re

The Council was advised that, at the present time,
negotiations are underway with the Gilfillan Company
to see if they will allow their parking lot leased
to theM-by the City on Fifth Street, could be located
at the northwest portion of the City -owned property.
Since.'no buildings can be constructed within the
flight.pattern of the heliport, it is thought that
it woul& be to the City's benefit if such an arrange-
ment can be made, thereby freeing the more valuable
property'on Fifth Street. It was estimated by the
City Engineer that the cost of grading and paving
of -the new location would be $7000.00. A tentative
agreement has been forwarded to the Gilfillan Company
setting -"forth that'the City would grade and pave the
Area and relocate the fence presently at their leased
lot and construct around the site.
Moved by Councilman Ortuno, seconded by Councilman
Romero, that if the agreement submitted to Gilfillan
Company is acceptable to them, that the Mayor be
authorized to sign in behalf of the City.
Motion carried unanimously.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno, if:-lease_agreement'is abceptabls to Gilfillan
Company, specifications to be prepared for the paving
of the parking lot, and City Clerk authorized to
advertise for bids, to be opened November 15, 1957,
award to -be made November 18, 1957• Motion carried
unanimously.

A request, had been submitted to the County Board
of Supervisors that the County furnish crossing
,guards -to serve the Magnolia School, located on
Citrus'Avenue at Nearfield Street.
The Board of Supervisors denied this request on
the recommendation of the Los Angeles County
Schools Pedestrian Crossing Guard Advisory Commit-
tee.
Moved by Councilman Romero, seconded by Councilman
Ortuno, the City Engineer to check the report by
the Supervisors and submit recommendation to the
Council on,the matter of the crossing guards.
Motion carried unanimously.
A request was submitted by Police Chief Kendrick
that action be taken towards the building of an
adequate animal shelter and that the Engineer be
authorized to prepare plans and specifications
for study by Council.

man Romero, the City Engineer be authorized to
draw plans and specifications for a block build-
ing to be used as an animal shelter. Bids to be
opened Nov. 29th, 1957- Motion carried unanimously.
A report was received from the Public Utilities
Commission stating that the Edison Company has
been granted a rate increase of 16.73;x, effedtive
as of November 9, 1957:
It was requested by the City of Golton that ex-
penses for Atty. Holmes on a fact-finding mission
to Washington be shared by the Cities involveg in
the rate hearings. It was pointed out that since
At,ty. Holmes would be in New York on Monday, the
,expenses would be from New York to Washington.
Moved by Councilman Ortuno, seconded by Council-
man'Romero, authorizing the City of Azusa to
share in expenses of Mr. Holmes while on a fact-
finding mission from New York to Washington, re-
lative to the rate increase granted to Southern
California Edison Company by the Public Utilities
CommisAion. Motion carried unanimously.
The -agreement between the Mutual Credit Bureau
and,:the City of Azusa relating to the collection
of unpaid accounts has been reviewed by the
City Attorney and found acceptable.
Moved,by Councilman Romero, seconded by Council-
-man'Oirtuno, the Mayor be authorized to sign and
the.Clerk to attest to this agreement. With no
objections, motion ordered carried.
A'copy•df the proposed lease between Frank Hixon
and.the City of Azusa for the establishment of a
cut and cover rubbish and refuse disposal facility
was submitted to Council for consideration.
Copies of letters addressed to Harry C. Williams,
Frank P. Hixon, and H. B. Hewell and Associates
(who submitted proposal for operation of proposed
municipal dump) were filed in the office of the
City Clerk by Councilman Johnson.
Moved -by Councilman Romero, seconded by Council-
man Ortuno, the City Attorney be 'authorized to
forward a copy of the lease to County Sanitation
District No. 22 for their study and consideration
relative to the City of Azusa sub -leasing to them
and that further consideration to be given to the
lease'lby Council at the second regular meeting in
November. Motion carried unanimously.
Councilman Johnson moved the lease be published
in full, two public hearings to be held and also
placed on the ballot at the coming election.
Motion failed for lack of second.
City Attorney Williams requested Council estab-
lish policy relative to service rendered by him in
the matter of preparing the lease with Mr. Hixon,
and negotiations of sub -lease with County Sanita-
tion District No. 22 or others.
Moved,by Councilman Ortuno, seconded by Councilman
Romero, the services rendered by Attorney Williams
in this matter were outside his regular duties as
City Attorney and compensation to be made upon
presentation of statement to the City. Motion
carried by the following vote:

and Nellie Ashborn.
