The City Council of the City of Azusa met in
regular',session at the above time and place.
The meeting was called to order by Mayor Memmes-
heimer who led in the flag salute. Flag Salute
Invocation was rendered by Rev. Vincent Barrett,
St. Francis of Rome, -Church Invocation
Present at Roll Call:
Councilmen: Fawcett, Ortuno, Romero,

Absent:. Councilman Johnson Roll Call

'The"Mayor asked if there were any corrections or Minutes of
omissions.to the minutes of October 7th. With no 10-7-57
corrections,_or omissions, the minutes were ordered approved
approved as written.
The Mayor asked if there were any corrections or Minutes of
."omissions to the minutes of October 15th. With no 10-15-57
,corrections, or omissions, minutes ordered approved
as written.
The Mayor announced "The hour of 7:30 o'clock P.Me
having arrived, this is the time and place fixed
for opening sealed bids or proposals for the work
described in resolution of intention, Resolution
No- 3653, and ordered by Resolution No. 3666, said
work generally consisting of certain street work
in Assessment District No. 1955-8*0
The City Clerk presented affidavits of posting and Bid Opening-
ppublication of notice inviting bids. 1911 Act Street
1he-City Clerk advised Council that two sealed bids Improvements
-had been received in the office of the City Clerk.
Moved by Councilman Ortuno'; seconded by Councilman
Romero, these bids be publicly opened and examined..
With no objections, motion ordered carried.
Bids were received from the following:
W. R. Wilkinson Co., Inc. approximate total $"t694.80
W. E..koKnight Construction Co. Approx total 49,489.16
A letter was read from the firm of O#Melveny and
Myers, attorneys handling this 1911 Act proceedings,
-informing Council that two property owners had con-
structed sidewalk on their property since the adop-
tion of the resolution ordering work. A ruling on
this matter to be obtained from O'Melveny and Myers,
Moved by Councilman Fawcett, seconded by Councilman
Orturio, that said bids and the security furnished
therewith be referred to the City Engineer, O'Melveny
and Myers, and the City Attorney for examination and,
report to the Council on November 18, 1957. Motion
'carried unanimously.
A request submitted to the Planning Commission for Request for
the relocation of a directional sign at the north- relocation of
west corner of Foothill Blvd. and Pasadena Avenue, Angling Club
was approved subject to the approval of the Council sign
and the abutting property owner and with the sug-
gestion that such approval be rescindable at any time.
Moved by Councilman Fawcett, seconded by Councilman
Romero, the recommendation of the Planning Commission
be accepted, including that approval be rescindable
at any time. Motion carried unanimously.

Mayor Memmesheimer announced that this was the time Hearing on
and place fixed by the Council for hearing objections permanent
to the setting of a permanent zoning on Northerly zoning -North
Annexation District No. 15. Annex. Dist. 15
The City Clerk presented the Affidavit of Publication
of Notice of Hearing, the list of property owners to
whom notices had been mailed and a copy of Notice
-posted around the area.
Mayor Me'mmesheimer asked if there were any written
protbsts on file in the City Clerk's office. The
_Clerk announced there were no protests on file.
The Mayor asked if there were any or6l.protests^.or
'objections to the zoning of this district.
With no 'oral protests, or objections, the hearing
was -declared closed.
It was pointed out that the Planning Commission had
recommended a portion of th6--area be zoned R-1, 65001
in accordance -,z- with the mutual agreement signed by
all interested parties of Annexation District No, 15,
The City Attorney pointed out that, since Azusa's
,Ordinance No. 535 did not set forth a 6500 square
Foot lot area, it would be necessary to prepare an
ordinance which would allow this 6500 square foot
lot :area.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno, the Attorney prepare an ordinance setting
the -zoning of the area in question at not less than
6500 -square feet per lot. Motion carried unanimously.
Absent: Councilman Johnson
."The•perapective drawing of the proposed Library
Building was submitted by Benjamin Parker, archi-
tect, together with a statement for payment No. 1
as -per agreement, in the sum of $4,275.00.
Moved by Councilman Fawcett, seconded by Council-
man Ortuno, the perspective drawing as rendered,
be'approvede Motion carried unanimously.
Absent: Councilman Johnson
Moved by Councilman Fawcett, seconded by Council-
man'Romero, the statement as submitted in the amount
of $4-,275.00 be approved for payment.

t Iwae reported that Gilfillan did not, at this time,
w'lbhl�to'relooate their parking lot; however the com-
pang would grant the City permission to use the west
60 ft,of their present parking lot for access to the
heliport'. It is believed that the City should, if
requested by Gilfillan, to construct a fence across
. ,-the,new,boundary. The Gilfillan company is willing
to decrease the size of the lot by this amount.
Moved,by'Councilman Fawcett, seconded by Councilman
Romeroi,this matter be tabled until a formal request
is.received from Gilfillan for the construction of
the:f4nce. With no objections, motion ordered carried.
The'City Engineer reported that a.traffio survey was
being prepared relative to the matter of furnishing
crossing guards at the Magnolia School and that re-
sults or this survey would be submitted at a later
date.

A request was submitted for permission to be granted Edison Co. -
the Edison Company to serve electrical energy to the Elect. Energy
premises at 1541 W. Paramount St.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno, permission be granted to Edison Compahy to
serve these premises and the Mayor authorized to
sign letter. With no objections, motion ordered
carried.

certain junk materials in order to clear the books material -

Moved by Councilman Fawcett, seconded by Council-
man Ortuno, that Supt. Smith and the Administrative
Officer be authorized to obtain bids, and to dis-
pose of routine junk material as necessary.
With no.objections, motion ordered carried.
Supt. Smith requested approval for the repair of a Approval of
regulator, recently damaged by an electrical storm. regulator

A lease Agreement between the City and the General
Committee of Boy Scouts of Azusa was submitted Lease of City
whereby property described as the north 225 ft of owned land to
the west 70 ft of Lot 4, Tract No. 627 would be Boy Scouts
leased for the use of the Boy Scouts at an annual
rental of $1.00. Permission is granted for the
construction of a building on this land to be used
'as a home and meeting place for all Boy Scouts in
the.City of Azusa. Said lease would extend for ten
years with the right of renewal, provided the City
does not have use for the property or require the
property for public purposes.
Moved by Councilman Ortuno, seconded by Councilman
Fawcett', the Administrative Officer be authorized
to forward copy of lease to the General Committee
of Boy Scouts dor approval. With no objections,
motion ordered carried.
The matter of the Edison Company rate increase was Edison Co. rate
discussed relative to the question of requesting a increase to be
rehearing before the Public Utilities Commission. protested

Ortuno, the City Attorney take such steps as are
necessary to proceed with the request for a rehearing

the City and Mr. Courtney, property owner, for the
reimbursement to him for damages which would be
incurred to his property in the installation of a
sewer line.

for his approval. Motion carried unanimously.
Councilman Romero offered the following resolution

A Workable Program for the City of Azusa, Los
Angeles County, was submitted for the approval
of Council. Certain minor changes, as recommended
by the State Housing authorities, were pointed out
by Attorney Tacharner, representing the Azusa Com-
munity Redevelopment Agency.
Councilman Romero offered the following resolution
which was read in full and entitled:
A RESOLUTION OF COMMUNITY REDEVELOPMENT ACIENCY OF
THE CITY OF AZUSA REQUESTING THE RESERVATION OF
CAPITAL -GRANT FUNDS, AND APPROVING THE UNDERTAKING
OF SURVEYS AND PLANS FOR AN URBAN RENEWAL PROJECT,
AND THE FILING OF AN APPLICATION FOR FEDERAL AD-
VANCE OF -FUNDS.

A letter of protest relative to treatment received Complaint -
while being issued a ticket by Officer Mosley, was Police Dept,

The regular monthly meeting for November of the League meeting
League of Calif. Cities will be held in Downey, announced
Nov. 21, 1957-
A letter was received from the Board of Supervisors
expressing their appreciation for the cooperation
of the City in the County wide air pollution con-
trol program.
Moved by Councilman Fawcett, received by Councilman Letter from
Romero letter be filed. With no objections, motion Air Pollution
ordered.carried. Control
At the request of the Los Angeles Metropolitan
Traffic Association the following resolution was

A' letter from the Azusa Chamber of Commerce was
received requesting the Chamber go on record as
being opposed to any increase in telephone rates,

in the matter of an application for an increase in
rates,,by the General Telephone Company of Calif.
Moved by Councilman Romero, seconded by Councilman
Ortuno,-the Administrative Officer determine the
feeling of other communities that would be affected
.by any increase that may be approved, and propose a
possible joint expense sharing plan for the employ-
ment of special counsel to protest any such increase
in rates.
With nio objections, motion ordered carried.
Notice of a proposal filed with the County Boundary
Commission for the annexation of territory known as
Annexation bistrict No. 1 and No. 3 of the City of
Duarte, filed on October 24, 1957, was presented to
Council: These are annexations of areas within
-.Azusa District No. 15-

The Joint Interin Committee on Speed Zones and Speed
Limit Signs will hold its first public hearing on
November 20, 1957 at 10:00 A.M. Room 709, State Bldg.,
217 W. First St., Loa Angeles.

District for a recreation program was presented to

mended by the Police Chief and Administrative Officer.

Recent legislation by the Federal government and
action by the Board of Administration of the State Program of
Employees' Retirement System now makes it possible modified Re"?

Retirement System for an actuarial valuation.
