HomeMy WebLinkAboutOrdinance No. 696 ORDINANCE NO. 696 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA ADDING CERTAIN SECTIONS TO THE AZUSA MUNICIPAL CODE RELATING TO FEES ESTABLISHED BY THE BUILDING, ELECTRICAL AND PLUMBING CODES. The City Council of the City of Azusa does ordain as follows: SECTION 1. The Azusa Municipal Code is hereby amended by the addition thereto of four new sections numbered 8103.4, 8103.5, 8108 and 8109 reading respectively as follows: "SECTION 8103.4. SAME. FEES. Tables 3-A and 3-B of said Building Code are amended to read respectively as follows: TABLE NO. 3-A -- BUILDING PERMIT FEES TOTAL VALUATION FEE Less than $20.00 no fee $20.00 to and including $200.00 $4.00 More than $200.00 to and including $600.00 $6.00 More than $600.00 to and including $1,000.00 $8.00 Each additional $1,000 or fraction, to and including $25,000.00 $3.50 Each additional $1,000 or fraction, to and including $50,000.00 $3.00 Each additional $1,000 or fraction, to and including $100,000.00 $2.00 Each additional $1,000 or fraction more than $100,000.00 $1.00 Table No. 3-B Grading Permit Fees (Based on cubic yards handled) . 1-50 cubic yards $10.00 51-100 cubic yards 15.00 101-1000 cubic yards 15.00 + $5.00/100 cu. yds. or major fraction thereof in excess of 100 cu. yds. 1001-5000 cubic yards 60.00 + $1.00/100 cu. yds. or major fraction thereof in excess of 1000 cu. yds. 5001-50,000 cubic yards 100.00 •;L $.50/100 cu. yds. or major fraction thereof in excess of 5000 cu. yds. 50,001-250,000 cubic yards 325.00 + $.25/100 cu. yds. or major fraction thereof in excess of 50,000 cu. yds. More than 250,000 cu. yds 825.00 + $.10/100 ou. yds. or major fraction thereof in excess of 250,000 cu. yds. -1- SECTION 8103.5. SAME. OTHER FEES. Section 303 of said Building Code is amended by amending subsections (c), (d), and (e) to read as follows: (c) Grading Permit Fees. A fee for each grading permit shall be paid to the Building Official as set forth in Table No. 3-B except that permit fees for supervised grading shall be 25 per cent of those set forth in Table No. 3-B with a minimum charge of $10.00. (d) Plan Checking Fees for Grading. When the amount of grading exceeds 50 cu. yds. , a plan checking fee for grading equal to 25 per cent of the fees set forth in Table No. 3-B shall be paid to the Building Official at the time of submitting plans. The minimum fee for plan checking shall be $10.00. (e) Other Fees. The following fees shall be paid before any permit is issued, inspection made, occupancy allowed or device operated: For inspection of any use, occupancy or change in use or occupancy not otherwise covered herein by a fee and which is regulated by any applicable ordinance $15.00 Inspection or reinspection of Group B, Division 4 structures, each 5 00 Inspection of structures or devices regulated by Chapter 66, for the first inspection of the first structure or device 10.00 And for each additional structure or device . . . 1.00 Reinspection of one or more of above structures or devices at the same location 5 00 Application and investigation fee for relocation building permits as required by Chapter 68 25 00 Investigation and/or permit fee for trailer coaches as required by Chapter 69 5 00 Permits for rebound tumbling equipment as defined in Chapter 66 shall be valid for a period of not exceeding one year. Permits for other amusement devices and for temporary Group B, Division 4 structures shall be valid for a period of not exceeding 30 days. SECTION 8108. AMENDING ELECTRICAL CODE. FEES. Section 9 of said "Electrical Code" is amended to read as follows: Section 9. Fees. Any person desiring an electrical permit shall at the time of filing an application therefor pay to the Chief Electrical Inspector a fee as required in this section. For issuing permits, each $ 2.00 For issuing maintenance permits, each 5.00 For services, 600 volts or less, not over 200A, each 1.00 For services, 600 volts or less, over 200A, each 2.00 -2- For services, 600 volts or more, each 5.00 Outlets in addition to outlets included in the original permit, equipment in addition to equipment of the same kind included in the original permit, and fixtures in addition to fixtures included in the original fixture permit, a supplementary fee of 1.00 For wiring outlets at which current is used or controlled except services, sub-feeders and meter outlets. First 20, each .20 For each additional unit exceeding 20 .10 For fixtures, sockets or other lamp holding device located more than 18" apart. First 20, each .20 For each additional unit exceeding 20 .10 For sockets or receptacles located less than 18" apart, including wiring for same, each .05 For each motor: Not over 1 HP 1.00 Over 1 HP and not over 3 HP 1.50 Over 3 HP and not over 8 HP 2.00 Over 8 HP and not over 15 HP 2.50 Over 15 HP and not over 50 HP 3.00 Over 50 HP and not over 100 HP 5.00 Over 100 HP and not over 500 HP 10.00 Over 500 HP 15.00 For each generator, transformer or welder the fee shall be the same as that for a motor considering each K.V.A. capacity as one horsepower. For each motor-generator set or frequency changer, the fee charged shall be 100% greater than for the motor alone. For each mercury arc lamp and equipment .50 For each projection machine, dissolver, etc . 2.00 For each range, water heater or clothes dryer installation 1.00 For each stationary cooking unit, oven, space heater, garbage disposer, dishwasher, automatic washer, fixed motor operated appliance not exceeding 1/2 horsepower in rating .50 For all other heat installations, resistance or infra-red, etc ., per K.W. .10 For working lights in buildings in course of construction or undergoing repairs, or where temporary lighting is to be used: 500 lamps or less 2.00 501 lamps and not over 1000 3.00 ,00 1001 lamps and over -3- For each electric sign, 10 lamps or less 1.00 For each electric sign, 11 lamps and not over 25 1.50 For each electric sign, 26 lamps and over 2.00 For each electric sign or outline lighting installation, luminous gas type with 1 to 4 transformers 2.00 Additional transformers, each .25 For each X-ray unit and its appurtenances 2.00 For each rectifier and synchronous converter, per K.W. .25 For each extra inspection made necessary by defective workmanship or materials 2.50 For the inspection of any electrical equipment for which no fee is herein prescribed for the time consumed, per hour 7.00 With minimum charge 1/2 hour or less 3.50 Any person who shall commence any electrical work for which a permit is required by this code without first having obtained a permit therefor shall, if subsequently permitted to obtain a per- mit, pay double the permit fee fixed by this section for such work provided that this provision shall not apply to emergency work when it shall be proved to the satisfaction of the Chief Electrical Inspector that such work was urgently necessary and that it was not practical to obtain a permit therefor before the commencement of work. In all such cases, a permit must be obtained as soon as it is practical to do soand if there be an unreasonable delay in obtaining such a permit, a double fee as herein provided shall be charged. SECTION 8109. AMENDING PLUMBING CODE. FEES. Tables Nos. I and II of Section 59 of said "Plumbing Code" are amended to read: Table No. I For issuing each permit 2.00 In addition: For each plumbing fixture or trap or set of fixtures on one trap (including drainage, vent, water piping and backflow prevention devices therefor) 1.25 For each industrial waste pretreatment interceptor including its trap and vent, excepting kitchen type grease interceptors functioning as fixture traps 1.00 For each gas piping system of one (1) to five (5) outlets - or alteration or retest of existing gas piping system 1.50 For each additional outlet over five (5) .30 For each water heater and/or vent 1.50 For repair or alteration of drainage and/or vent piping 1.50 For each piece of water-treating equipment and/or water piping installed without accompanying plumbing 1.50 -4- For lawn sprinkler systems on any one meter including backflow prevention devices therefor 2.00 For vacuum breakers or backflow prevention devices on tanks, vats, or unprotected plumbing fixtures in- cluding necessary water piping - one (1) to five (5) 2.00 For each additional device over five (5) .30 Table No. II For issuing each permit 2.00 In addition: For the connection of a house sewer to a public sewer or for the extension of a house sewer lateral onto a lot for future use (separate permit required for each such connection or extension) 5.00 For each house sewer manhole 5.00 For the installation of a section of house sewer for future use 3.00 For the connection of each additional building or additional work to a house sewer 3.00 For the connection of a house sewer to a private sewage disposal system 3.00 For each private sewage disposal system (septic tank and seepage pit or pits and/or drainfield) 10.00 For each cesspool, overflow seepage pit, swimming pool drywell, or for systems of cesspools, overflow seepage pits or swimming pool drywells and for each drainfield extension or replacement 5.00 For disconnection, abandonment, alteration or repair of any house sewer or private sewage disposal system or part thereof 3.00. " SECTION 2. The City Clerk shall certify to the passage of this ordinance and shall publish the same as required by law.
