HomeMy WebLinkAboutOrdinance No. 684 ORDINANCE NO. 684 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING SECTION 3200.68 OF THE AZUSA MUNICIPAL CODE REDUCING THE SPEED LIMIT ON CERTAIN STREETS. The City Council of the City of Azusa does ordain as follows: SECTION 1. Section 3200.68 of the Azusa Municipal Code is hereby amended to read as follows: "SECTION 3200.68. SPEED LIMITS LOWERED ON CERTAIN STREETS. It is hereby determined upon the basis of an engineering and traffic investigation and survey that the speed permitted by State law outside of business and residence districts as applicable upon the following public streets within the incorporated limits of the City is more than is reasonable or safe under the conditions found to exist upon such streets, and it is hereby determined and declared that the prima facie speed limit shall be as herein set forth on those streets or parts of streets herein designated, when appropriate signs are erected giving notice thereof. " SECTION 2. The City Clerk shall certify to the passage of this ordinance and shall publish the same as required by law. That, thereafter, said ordinance was duly adopted and passed at a regular meeting of the City Council on the 18 day of September , 1961, by the following vote, to-wit : AYES: Councilmen: Paul, McLees, Johnson, Teasley, Ortuno NOES: Councilmen: None ABSENT:Councilmen: None � nCity Cle -1- found necessary for effective management or in the public interest; (c) to see that the ordinances of the City and the applicable laws of the State are enforced; (d) to keep the City Council advised of the financial condition and future needs of the City; (e) subject to the provisions of Chapter 5 of this Article, to act as department head of the general administrative department of the City government consisting only of employees, other than department heads, who are under his direct super- vision and who are not under the jurisdiction of any other department head; and to advise and make recommendations to the City Council in the performance of its functions relating to personnel pursuant to said Chapter 5; provided, however, that in the event of any conflict between the provisions of Chapter 5 and the provisions of this Chapter, the provisions of Chapter 5 shall prevail. (f) to direct the purchasing activities for the City and all of its agencies; (g) to investigate the operations of departments and other agencies in the City, and of all contracts to which the City is a party, and to assure proper performances, and to recommend to the City Council arch reorganization of offices, positions, departments or units under his direction as may be indicated in the interest of the efficient, effective and economical conduct of the City's business; (h) to investigate all complaints in relation to matters con- cerning the administration of the City government and in regard to the service maintained by public utilities and to see that all franchises, permits or privileges granted by the City are faith- fully performed and observed; (i) when directed by the City Council, to represent the City in its inter-governmental actions subject to Council approval; (j) to exercise general supervision over all public pro- perty under control of the City, and to supervise the administration of the final budget as adopted by the City Council; (k) to attend all meetings of the City Council unless excused, and such meetings of boards and commissions as he chooses, or which he is directed to attend by the City Council, and to participate in discussion at such meetings but to have no vote; (1) to perform such other duties as may be prescribed by ordinance or resolution of the City Council; (m) to prescribe such general administrative rules and regulations as he may deem necessary or expedient in the general conduct of the departments under his jurisdiction; (n) to devote full time to the duties of his office. SECTION 2405. JURISDICTION. Subject to the laws of the State, the provisions of this Code, and to the policy prescribed by the Council, the City Administrator -2- shall have the jurisdiction over all departments and agencies of the City except the City Clerk, the City Attorney, the City Treasurer, and the Public Library, provided that where any such officer performs functions other than those assigned to the office by law, such additional functions shall be under the administrative direction of the City Administrator. The heads of the departments under the City Administrator shall be directly responsible to him for the efficient administration of their respective departments, and the City Administrator may designate acting department heads when necessary to assure the continuity of the City's business. The City Council members shall deal with the administrative services of the City only through the City Administrator, except for the purpose of in- quiry, and no member of the City Council shall give an order to any subordinate of the City Administrator. SECTION 2406. ADMINISTRATOR PRO TEMPORE. The City Administrator with the approval of the City Council shall from time to time designate one of the other non-elective officers of the City to serve as City Administrator pro tempore during any absence or disability of the City Administrator. If the City Administrator fails to make such designation, the City Council may appoint an officer or department head to serve as such City Administrator pro tempore. SECTION 2407. BOND. The City Administrator shall secure a corporate surety bond to be approved by the City Council, in such sum as may be determined by the City Council, which shall be conditioned on the faithful performance of the duties imposed on the City Adminis- trator as herein prescribed. The bond fee shall be paid by the City. SECTION 2408. ADMINISTRATIVE OFFICER MEANS CITY ADMINISTRATOR. Whenever the Administrative Officer is referred to in the Azusa Municipal Code, such reference shall be deemed to be to the City Administrator established herein." SECTION 3. The City Clerk shall certify to the passage of this ordinance and shall publish the same as required by law.
