The City Council of the City of Azusa met in
regular session at the above time and place.
700 P.M.81
The meeting was called to order by Mayor Memme-
sheimer who led in the salute to the flag. Flag Salute,
Invocation was rendered by Rev. Mel Miller,

omissions to the minutes of the meeting held October

Councilman Johnson pointed out that in the minutes
of Oct. 15th, previously approved, a motion was
incorrectly stated, page 5, last paragraph, per-
taining to the submission of a bid by the City for
certain property being handled by the Court in the
settling of an estate.
Councilman Johnson moved the records show the Correction of
motion to include "The Administrative Officer be minutes tabled
authorized to place a bid with the Court for two
,lots -No. 17 and 18, Block 39" etc.

Moved by Councilman Fawcett, seconded by Council-
man Ortuno, the correction of these minutes be post-
poned until the next meeting, in order that further
checking of the recording may be made. Motion car-
ried unanimously.
Absent': Councilman Romero
The -publication of Resolution No. 3669 not having
been accomplished, as required, a new date of
hearing of protests of the proposed Annexation
District No. 27 was necessary to be set; and the
previously adopted resolution setting the date of
heei?ing rescinded.

The award of the bid for the 1911 Act Street Improve-
ment District previously referred to the City Engineer
for,reoommendation was considered. It was recommended
the`bid be awarded to W. R. Wilkinson Company, as
lowest bidder.
It was brought to the attention of Council that a
sidewalk had been constructed in front of property
on Alameda Avenue withaut permission from the City.
The owners of the property appeared before the
Council and requested that the sidewalk be allowed
to remain and that they would be willing to alter
the sidewalk to make it conform with the sidewalk
,to be'constructed in the area at their own expense.
In addition, they agreed to be assessed their share
of the incidental expenses and other required ex-
penses.'„
It was pointed out to the Council that, if the
sidewalks were to remain, it would be necessary to
prepare a resolution describing certain changes in
the work and proposals and that a hearing date will
have to be set in this respect. It will also be

The`proposed lease for the rubbish site in Van
Tassel Canyon was discussed. Mr. George Meier
addressed Council, also Mr. Charles McLees stating
more time shohld be taken to consider this matter.
Mr. P. J. Tscharner requested information of pos-
sible penalty cost to the City in event of termin-
ation oflease before expiration date.
Mr. H. K. Willet addressed Council relative to the
valuation of this property, water availability and
other matters and stated an engineer's report should
be made.
Moved by Councilman Johnson, seconded by Councilman
6rtuno, an extension of time should be granted for
further study of this matter, until December 16th
meeting of Council. Motion carried unanimously.
`Absent:, Councilman Romero
'A,;previous request for the Sunday closing of barber-
shops'•in the City, and referred to the City Attorney,
was discussed. It was the opinion of the attorney
that.an ordinance prohibiting any certain business
from being open could possibly be declared invalid
.and cause the City to be subjected to court action.
No„acti'on taken relative to this request.
A request was submitted by the merchants of Azusa
Square for the improvement of Eighth Street. Mr.
Wollam, representing the merchants.'stated that
the street was in a hazardous condition and urged
that, at least, the street be paved to itis full
width.'
The City Engineer stated there was no provision in
this yeart•s program for any improvement to be ,made,
but stated there may be some possibility of having
gas tax funds allocated by the Highway Department
for this'purpose.
Moved by Councilman Fawcett, seconded by Council-
man Ortuno, the Engineer be instructed to contact
the Division of Highways relative to the possible
use of gas tax funds for the improvement of Eighth

Street and report to Council. Motion carried
unanimously.
The.request for removal of a palm tree and stone
pillar by the County, at the corner of Gladstone
and•Pasadena Avenue, was reported on by the Engineer
who stated the County Road Department had made a
survey.'and stated a traffic hazard was non-existent;
therefore, the request for removal was denied.
Moved.by Councilman Johnson, seconded by Council-
man'Crtuno copy of report submitted by the County
be forwarded to the person requesting removal.
With no objections, motion ordered carried.
'.A report was submitted by the Engineer relative
to the request for crossing guards at the Magnolia
School. A survey was made which showed that cros-
sing guards should be made available at the inter-
section •of Baseline and Citrus Avenue, and at
Gladstone and Citrus Avenue.
Moved -by Councilman Fawcett, seconded by Council-
man Ortuno, the Police Chief arrange for crossing
,guards as requested. Motion carried unanimously -
In developing an amended agreement, it was re -
.,quested by Gilfillan Company that an option to
extend their present lease until February, 1962
be added and a provision be made permitting can-
cellation on 90 day notice; that the monthly ren-
tal fee be reduced to $154.00 due to the decrease
In area; and that the City erect a chain link fence
across the west line of the parking lot area.

Attorney,,the City Engineer and Administrative
Officer for recommendation and report. Motion
carried unanimously.
'The extension of sewer main from Twelfth Street
,north -on Azusa Avenue was 'discussed. Mr. Van
Vliet addressed Council requesting immediate

over his property°•and agreed to grant•.an easement

Moved by Councilman Fawoett, seoonded by Council-
man Ortuno, the City Attorney, City Engineer, and
Administrative Officer prepare the necessary papers
permitting the owner to connect to either of the
lines for a permit fee only.
The Pacific Electric Railway agreed to grant an
'easement on their property along the easterly con-
tinuation of Ninth Street in consideration for the
the City's paving and maintaining the pavement
within the area around the rails on Ninth Street
from the east line of Pasadena Avenue to the pre-
sent;easterly limits of dedication. This easement
would,pgrmit the Light Department to complete a
lobp,circuit for the northeast portion of the City.
Moped by_ Councilman Fawcett, seconded by Council-
man Ortuno, the City Attorney prepare an agreement
with the'Pacific Eleotric Railway offering to pave
Ninth $treet-as recommended in return for the ease-
ment permitting the installation of necessary poles
for circuit. Motion carried unanimously.
The plane for the proposed animal shelter were
presented by the City Engineer.

Clerk on November l5th Por a hydraulic derrick to L & W Dept.

department: Those present at the opening of Bids
were: Councilman Ortuno, City Engineer, Supt. of
Light & Water, and`City Clerk. One bid was
received from T. A. Ford Company, Inc., who quoted
a price of $29365,50, plus applicable taxes.
A Cashier's Check in the amount of $240.00 was
submitted -with the bid.

addressed Council requesting their further consider-

Mr: Rlema was advised by Council to -submit an ap-
peal to the recommendation of the Planning Commis-
sion. Upon submission of an appeal, a date will be
set for a public hearing before the City Council on
the petition for rezoning of certain properties by
the Meljac Industrial Company.

The City Attorney informed Council that the re-
quest for a rehearing on the Edison Company rate
increase had been denied, and asked Council their
desire.as to further legal action they may desire
to enter -into.

man Ortuno, the Attorney be authorized to deter-
mine from Mr. Holmes, Attorney handling this matter,
just what the results may be and the cost involved
relative•to petitioning the court to set aside the
decision rendered. Motion carried unanimously.
A request was submitted by Mr. Irvin, owner of
.Irvin Upholstery and Rug Cleaning at.235 San Gabri-
el Avenue, for permission to sell used furniture
at this address. Since this request would require
..•a zone variance or amendment to the present variance,
'Mr. Irvin will be required to apply to the Planning
,Commission.
