HomeMy WebLinkAboutOrdinance No. 660 I ORDINANCE NO. 660 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING CERTAIN PROVISIONS OF THE AZUSA MUNICIPAL CODE RELATING TO THE DISTRIBUTION OF HANDBILLS. The City Council of the City of Azusa does ordain as follows: SECTION 1. Sections 4300 to 4304 of the Azusa Municipal Code are hereby amended to read respectively as follows: "SECTION 4300. HANDBILL, DEFINITION. When used in this Part the word 'Handbill ' includes any printed or written advertising matter, any advertising sample or device, dodger, circular, leaflet, pamphlet, newspaper, paper, booklet, or any other printed matter or literature, but excludes any such matter which pertains exclusively to expressions of opinion on purely political or religious matters. SECTION 4301. DISTRIBUTING HANDBILLS ON PUBLIC PROPERTY. No person, either directly or indirectly, shall deposit, place, throw, scatter, or cast, any handbill in or on any public thoroughfare, park, ground or other public place within the City. SECTION 4302. PLACING HANDBILLS IN VEHICLES. No person, either directly or indirectly, shall distribute, deposit, place, throw, scatter or cast, any handbill in or upon any automobile or other vehicle. SECTION 4303. DISTRIBUTING HANDBIJ•T«S ON PRIVATE PROPERTY. No person, either directly or indirectly, shall distribute, deposit, place, throw, scatter, or cast, any handbill in or upon any private yard, grounds, walk, porch, steps, mailbox, vestibule, house, residence, building, or any other private property. SECTION 4304. DEPOSITING IN RECEPTACLE. Nothing in this Part shall be construed to prohibit the placing or depositing of any handbill in a box or receptacle, other than a mailbox, which is maintained on private property for the purpose of receiving such matter, when and if such box or receptacle has printed thereon the word 'advertising ' in letters not less than one-half inch in height. " SECTION 2. Section 4306 of the Azusa Municipal Code is hereby amended to read as follows: "SECTION 4306. EXCEPTIONS. The provisions of this Part shall not be deemed to apply to the distribution or delivery of United States mail or of telegrams or of any newspaper which at the time of its distri- bution is capable of being entered in the United States mails as second class matter under the provisions of applicable United States Post Office Regulations and United States Statutes. " SECTION 3. The City Clerk shall certify to the passage of this ordinance and shall publish the same as required by law.
