Mayor Memmesheimer called the meeting to order and led in the salute to the flag. Invocation was given by Rev. M81 Miller of the Friends Community Church. Present at Roll Call: Councilman: Fawcett, Ortuno Johnson, Romero, Memmesheimer Absents None Also, Present: City Attorney Williams, City Engineer Kirkgaard, Supt. of Light & Water Smith, Supt. of Public Works Brusna- han, and City Clerk -Administrative Officer Miller. Mayor Memmesheimer asked if there were any corrections or orris"sions to the minutes of January 6, 1958. 'Councilman Johnson stated that on Page 3, the address •of Ray Klema, 440 Be Front Street, should be shown as -Covina. On' ce 4, second paragraph, should read Ordinance No. "535" instead of Ordinance No. 533. On Page,69 the second item, should be corrected so that -the motion reads Mr. Pacifico and one member, omitting the word "other". 'The minutes were ordered approved. Mr. Gillis, District Engineer of the Division of "Highways, and Mr. Hutchison, AssIt. District Engineer in charge of advising and planning, appeared before the Council with maps showing the proposed route of the Foothill Freeway. They pointed out, however, that the location and designs as shown on the map are for study and comparative purposes, and are subject to revisions and change until a route has been.adopted. The County Highway representatives advised the Council that after the 17th of February they will have a map on display in the City Hall for the public to view. Mayor Memmesheimer stated that arrangements would be made to have the office open several evenings for the convenience of the public. A public meeting for answering questions, etc. will be held February 27, 1958 at the Azusa Recreation Center from lr30 P.M. to 1:00 P.M. .It was requested by the Highway representatives that the City have an authorized representative at this public hearing. Meeting recessed at 8:25 P.M. to enable the Repre- sentatives to remove their display maps. Meeting reconvened at 8:35 P.M. 7 :30, -P.M. 163 Invocation Roll Call Approval of Minutes 1-6-58 Discussion of Foothill Freeway by Rep. of Div. of Hwys. The Council was notified by the Personnel Board that John Ott to John Ott; Engineering Assistant, will complete his Step 2-Engr. probationary period February 5, 1958• He will be Asste placed on Step 2 effective February 16, 1958s if retained in City employment. It'was recommended that Gilbert Trujillo, Patrolman, G. Trujillo, be raised to step 4 in salary retroactive to Dec. Patrolman to 16, 1957. It was pointed out that due to the step 4 Holiday season and other circumstances, this recom- mendation was not brought to the Council in time for the December 16th date. It was recommended that John Kapano, Patrolman, be J. Kapano, raised to Step 5 in the salary range, effective Feb. Patrolman to 1, 1958. 1 step 5 It was recommended that Byron Johnson, Engineering B. Johnson, Assistant be raised to step 3 in the salary range, Engr. Asst. effective Feb. 19 1958- to Step 3 CITY HALL AZUSA, CALIFORNIA MONDAY JANUARY 20, 1958 It was moved by Councilman Fawcett, seconded by Councilman Romero that all of the above recom- mendations be approved. This motion carried by the following vote: AYES: Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmesheimer NOES:' Councilmen: None Absent: None Page 2 165 - The Civil Service Rules and Regulations had been Civil Servo -given to the Council for their study and reoom- Rules & Reg. mendations. It was suggested that each Councilman remain tabled submit any recommended changes to the Administrative Officer, so that they can be compiled and presented at one time. ,Moved by Councilman Ortuno, seconded by Councilman Romero, that this matter be tabled for further study. With-no,objections, motion ordered carried. A•reque'st was received from Chief of Police Kendrick for -authorization to attend an "all zones meeting" of the Chiefs of Police of the State to be held at Fresno,'January 30th and 31st. Moved'by Councilman Ortuno, seconded by Councilman Roimerc, that Chief Kendrick be authorized to attend the Conference and be compensated for 'transportation and -actual expenses, estimated at 060.00. This motion carried unanimously. ,A -request was received by the Chief of Police that ,the City Council authorize Officer Robert Sinclair to attend a two weeks course in "Fundamentals of Police Traffic Service" at Los Angeles State College ,starting January 27th, with 0100.00 tuition plus expenses paid by the City. Moved by Councilman Fawcett, seconded by Councilman -Romero,-that this request be granted. This motion carried unanimously. It was recommended by the Planning Commission that the two lots in the 700 block on Azusa Avenue be- longing tb,--the Azusa Civic Parking Association re rezoned from "P" to "C-3" zone. Moved by Councilman Johnson, seconded by Councilman Fawcett, that a public hearing be set for February 17th at 8:00 P.M. before the City Council for the re- zoning of these lots. This motion carried unanimously Chief of Police to attend all zones meeting Officer Sinclair to attend Traffic Service course Public Hearing - Rezoning P -zone The Planrhing commission requested approval for the Request to expenditure of $1600.00 for the hiring of a planning hire planning consultant on a per diem basis. consultant Moved by Councilman Fawcett, seconded by Councilman denied Johnson, that this request be denied. This motion carried by the following vote: AYES:, Councilmen: Fawcett, Ortuno, Johnson, Memmesheimer NOES: Councilman: Romero Absent: None The City -Clerk presented a letter from the American Little.League requesting pipe and fittings for their sprinkler system at the ball park on City property at ast Street and Virginia Ave. They pointed out that the sprinkler heads had already been donated by the, National Rain Bird Company and that they had men who would install the pipe. It was the opinion of the Attorney that since the installation would be on City property the City could furnish pipe. Moved by Councilman Romero, seconded by Councilman Ortuno, and ordered carried that the Council authorize the supplying of the necessary pipe and fittings for the ball park and that it remain the property of the City. Lindquist$ 220 E. 13th Street, Azusa, offering chase land tabled the City $100.00 for a strip of land 7.561 x 114.171 Lindquist located at the rear of his property. Mr. Lindquist stated that the acquisition of this strip would even off his lot lines with those on the adjacent property. Moved by Councilman Fawcett, seconded by Councilman Romero, that this request be tabled for further study. With no:objections, motion ordered carried. A request was received from the Department of Public A. Luoero Works rebommending that Arthur Lucero, among the top Main. Man I 3 on the eligibility list, be employed at the first in P.W. Dept, step of Maintenance Man r'. to fill the vacancy left 2-1-58 by,the resignation of Odie Burton. Moved by Councilman Fawcett, seconded by Councilman { Ortuno, that Arthur Lucero be employed at the first step of,Maintenance Man I effective February 1, 1958 - This motion carried by the following vote: AYEt--Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmesheimer Desire for NONE: Councilmen: None foot bridge Absent:.None Pasadena Ave. bridge is extremely narrow and dangerous to the North of First St., It'was recommended by the Chief of Police that the Positioning of position of the Animal Shelter be changed to an Animal Shelter east -westerly direction instead of the north -south authorized direction to allow for a drive to be constructed around the building. It was also pointed out that !if Jackson Avenue were extended north, the front of the Building would face that street. Moved.by Councilman Fawoett, seconded by Councilman Ortuno, that the plana be changed so that the build - Ing faces west, and that it be located between the fence and the Little League diamond as the Engineer sees fit. With no objections, motion ordered carried. -A request was made that Mayor Memmesheimer be author- Request to •ized to -sign a letter regarding disposal of the prop- release Owl 'erty-mf.the Owl 4X Plant, formerly occupied by the 4X sewer to =American Cyanamid Company. The main item of interest City is_the.sewer serving the property. Release of the sewer to the City is requested, as development of the'City's industrial area is being hindered for lack of sewage disposal systems. Moved_by,Councilman Fawcett, seconded by Councilman Ortuno that the Mayor be authorized to sign this ....- letter. With no objections, motion ordered carried. Councilman Romero requested that the bridge over the Foot bridge -E, of wash in the Rodecker Tract east of Pasadena Avenue Pasadena Ave. between,First Ste and Second Ste be removed, as it hazardous is. dangerous. Engineer Kirkgaard stated that this bridge-ia under the jurisdiction of the Flood Control District and suggested that a letter be written to them asking that the permit issued on this bridge { " 'be•,oancelled and the bridge be removed. Moved,by Councilman Romero, seconded by Councilman Ortuno; that Engineer Kirkgaard write such a letter. ;With no objections, motion ordered carried. Councilman Romero also requested that a foot walk Desire for be put on the bridge over the wash on Pasadena Ave., foot bridge Just north of First St. He pointed out that this Pasadena Ave. bridge is extremely narrow and dangerous to the North of First St., many school children who must cross the bridge each day. Moved by�,Councilman Romero, seconded by Councilman Ortuno, that the City Engineer be authorized to contact the Flbod Control District for permission to put a foot bridge on the bridge on Pasadena Ave., just north of First Street. With no objections, motion ordered carried. Holly= vale, off'Pasadena Avenue. It was -pointed out that - this is a narrow street -and caused congestion when motorists did not realize that this is not a through street. Supt. of Public Works Brusnahan stated that 1. their Department would post a sign on E. Hollyvale, -'at the intersection of Pasadena Ave. as requested. Councilmen Ortuno stated that property owners on the east side of'Soldano Avenue south of Second St. are "requesting curbs and gutters and will probably sign a petition'for 1911 Act District along with other areas: It was -,pointed out that the east 401 of the street snot already dedioated, should be dedicated to the City. , The City Engineer was instructed to investigate the possibilities of getting the neoessary,land for street dedication. The report of the Chamber of Commerce Committee on the'study of the Van Tassel Lease Agreement was presented to the Council. Moved•by Councilman Johnson, seconded by Councilman _Romero;'that-the full report be read at the Council meeting: -This"motion carried by the following vote: AYES: .Councilmen: Fawcett, Johnson, -Romero NOES'i Councilmen: Ortuno, Memmesheimer Absent: None After the reading of the report by the City Clerk, Councilman Johnson made a motion that -the report of the Chamber of Commerce be accepted and the lease rejected; -and the City Clerk advise Mr. Hixon of this action and that he further be instructed to ,write a letter of appreciation to the chamber of Commerce for its efforts. This motion died for lack of second. Mayor Memmesheimer suggested that the Council give this report further study. Mayor Memmesheimer stated that he was informed by the Sanitation District that they are.interested in all possible refuse sites and would investigate the Van Tassel site if officially offered to the district. Attorney Williams suggested that possibly the Council would want to accept the lease on a 90 day option . whioh,was offered tb,.Ithe owner, Mr. Hixon, in its present form, or any other terms mutuallyy agreeable and adopt a resolution stating that the Counoil *ishea to present to the Sanitation District rights ,of the City and request a report. Attorney Williams stated that this.option would give the Council fur- ther opportunity to study the lease and if a satis" .:factory.'report was received from the Sanitation District in 90 days, an'acceptable7lease could be worked out at that time. The Federal Government is constructing the Glen Canyon Dam on the Colorado River,.and if a power district dould be formed, it might be.possible in some manner that the electri- city produced at the dam could be supplied to the district. It was recommended that further study of this suggestion be made. Councilman Fawcett offered the following Resolution entitled: A -RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA .APPROVING AGREEMENT FOR ELECTRICAL DISTRIBUTION FACILITIES AND ENERGY BETWEEN THE CITY OF AZUSA AND GENERAL PETROLEUM CORPORATION AND AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST SAME. -Moved-by.Councilman Fawcett, seconded by Councilman Ortuno, and ordered carried that further reading of this Resolution be waived.
