The,City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Memmesheimer called the meeting to order and
led in the salute to the flag.
•Invocation was given by Rev. Paul Farrell, Pastor of Invocation
the First Christian Church.
Present at Roll Call: Councilmen: Fawcett, Johnson, Roll Call

-Mayor Memmesheimer asked if there were any corrections
or omissions to,the minutes of the adjourned meeting Approval of
of'January 9, 1958- With'no corrections, the minutes Minutes 1-9-58
stood approved as written. and 1-20-58
Mayor Memme'sheimer asked if there were any corrections
or omissions to the minutes of January 20, 1958.
Councilman Johnson stated that on Page 4, the item
regarding the 90 day option and"Chamber report, the
motion by Councilman Johnson should read "that the
report of the Chamber of Commerce be accepted and the
l'ea'se rejected; and the City Clerk advise Mr. Hixon of
`this action, and that he further be instructed to write
a'letter of appreciation to the Chamber of Commerce
for its efforts.
Also'on Page 4, regarding the reading of Resolution
No- 3709, it should read "Moved by Councilman Ortuno,
seconded by Councilman Fawcett and ordered carried
that further reading of this Resolution be waived.
On Page 69 the item re the USGVWA, motion should read
°•that the City pay the $25.00 dues to the Association
and advise them that the Council has declined to ac-
cept the assessment.
On Page 6, the motion regarding the reading of Reso-
lution No. 3711, should be worded "Moved by Councilman
Fawcett, seconded by Councilman Ortuno and ordered
,carried that further reading of this Resolution be
waived:
Page8, the reading of Resolution'No. 3713 should be
"Moved by Councilman Fawcett, seconded by Councilman
Ortuno"and ordered carried that further reading of
this Resolution be waived.
Page 9 regarding the Financial Statement should read
"earnings on Treasury Bills, $23,048.25" -

The Personnel Board presented the eligibility list

examination. The list showed Sgt --Paul Sheehan and
Sgt.. "Jerry Warren tied for first place, and Sgt. J.
E,�Enyart second place.
Moved by -Councilman Johnson, seconded by Councilmen
Romero that this list be filed. With no objections,
motion ordered carried.
A letter was presented from the Chief of Police re- P. E. Sheehan
commending that the Council confirm the appointment Police Lt.
of Paul E. Sheehan as Lieutenant on the 4th step of
the salary range at $527.00 per month effective 2-1-58.

Johnson that the Council accept the recommendation
of Chief of Police and confirm the appointment of
Paul Sheehan as Police Lieutenant.
This motion carried by the following vote:

City Clerk Miller asked that the Council study the
Civil Service Rules and Regulations and submit any
suggested changes or additions to him in order that
they may be compiled and turned over to the Personnel
Board.
A request was received from Police Chief Kendrick
for'authorization to replace 5 police units, either
on the'open market or by sealed bids.
Moved 'by Councilman Romero, seconded by Councilman
Fawoett"that the City Clerk be authorized to adver-
tise'for bids -Tor 5 replacement units for the Police
Dept. This -motion carried by the' -following vote:

The. -.amended workable program of the Redevelopment
Agency was presented to the Council f6r its approval.
Councilman Johnson moved that since more than two
years have elapsed since activation of the Azusa
Redevelopment Agency, the City Attorney be asked to
prepare,a'Resolution declaring no further need for
the, Agency. This motion died -for lack of a second.
Pizblid''discussion was held regarding the workable
Uprogram, at which tine it was stressed to the in -
rested parties that passage of -the Resolution re-
garding'this workable program was only to approve
thatsthe request'be submitted to the proper author-
ities'for the necessary funds to go ahead with in-
vestigating the program, and that no action could be
taken until the involved parties were notified, public
hearin® were held; and the matter brought before
Council for their approval.
Councilman Fawcett offered the following Resolution
entitled:

CALIFORNIA, APPROVING AND ADOPTING THE SECOND AMENDED

Fawcett that this Resolution be adopted. This Res-
olution -was then passed and adopted by the following

Councilman Johnson stated that in support of her *No"
vote in,adoption of this Resolution, she wished to go
on record as stating that it is her intention to file
a minority report with the housing authorities in San
Francisco and Washington.

Romero that the area covered by the workable program
be reduced to cover specifically the area between
First Street and Third Street and extending from
Pasadena Avenue to the alley between Azusa Avenue and
Alameda Avenue. This motion carried by the following

A representative from the F.H.A. was scheduled to F.H.A. repo
appear regarding the construction of a wall surround- not present

there was no agent present at the meeting. Virginia Ave.
City Engineer Kirkgaard stated that he had contacted
the State -Highway Department in regard to including
Eighth'Street, from the Azusa Square Shopping Center
td Dalton Avenue; -under the gas tax -program. The
State'Highway Dept. stated that since -Eighth Street
is not shown as a major thoroughfare on the Master
-Plan,of Streets and Highways, that it would not
*arrant including in this program. Discussion was
held.as to the cost of improving the street by the
city*, "
Moved by Councilman Romero, seconded by Councilman
Fasicett•_ and -ordered carried that 'the - City Engineer
make ari estimate of the aotual-cost of improving the
steeet and recoming the dip, and that he report to
the Council at the next meeting.
A request was reooived from the developers of Tract
21808 that the requirement for sewers in that tract
b'e waived. The developers -claim that they have not
been --able to obtain theenegeesdry-easements to cross
private property to obtain sewers; and they feel it
unfair'that they be required to sewer this tract.
Moved'by Councilman Fawcett, seconded by Councilman
Rok6:Fd"that the City'Engineer"and"the Administrative
Officer -be authorized -to contact the private property
ownera"in an attempt to work out a -feasible plan to
allow'fbr the installation of the sewers. The mo-
tion was ordered carried.
A'pstitibn was presented by property owners in the
100'9 200 and 300 blocks on North Pasadena Ave. and
the 100 block on Soldano Ave. to include that area
in the 1911 Act.
The-.Couhoil was notified that Henry Dominquez would
dedicate the 112 street at 3rd. Street east of
Pasadena.Avenue if the City will pave the street.
—Residents of north Pasadena Avenue appeared before
the'Council to request that the wooden bridge over
the wash'just north of First Street be removed, as
small children play on this bridge and it is ex-
treinely dangerous. City Engineer Kirkgaard was
asked -to contact -the Flood Control in -an attempt to
seek permission to have this -bridge removed. The
Passdeha Avenue residents also sought to have a
foot' -bridge and a safety approach built to the bridge
on Pasadena Avenue, just north of First -Street.
They"p'ointed out that with the automobile traffic,
it is'extremely dangerous to -pedestrians who must use
the bridge. Along this line, letters were presented
from.Nelson C. Price, Principal of the Azusa High
School, and Father Albert J. Duggan, Pastor of St.
Francis Church and School advising the Council that
the matter of this -dangerous bridge has been brought
to their attention, and in view of the many school
children who are forced to use this bridge, they
requested that this situation be corrected as soon
as possible.
The Light and Water Department requested that an
Ordinance be prepared setting forth the manner of
collecting rubbish billings in the areas not
serviced by the City utilities-, as the City has
no such Ordinance at this time.

The Council was notified that three verified claims Claims of

A-letter was received from the County Park and
Recreation Department requesting that the City
submit -a Resolution to them that the City desires
to participate in the program for the fiscal year
1958-59. This is on the same basis as before,
where`for every $1.00 the County spends, the City
will spend $3.00.

be instructed to prepare the necessary Resolution
for•the participating in the County program.
The�1957 amendment to the County Sanitation District
Aot-deprives the Sanitation District of power to
engage in local collection, so for that reason,
there is no purpose to be served by the contract
between the City and County Banitgtion Dist. No. 22,
which was entered into on March 5, 1956.

a letter to the Sanitation District notifying them

A-i-equest was received from the Guadalupe Society of
Irwindale for permission to hold a dance at the
Parish'Hall, February 15, 1958: Moved by Councilman
Romero, seconded by Councilman Fawcett and ordered
carried -that this request be referred to the Chief
of Police with power to act:
Requests were received from the American Cancer
Society, United Cerebral Palsy Association, and the
Heart•Association for permission to conduct fund
drives in the City.

granted subject to existing policies.
A:letter was received from the Azusa'College re-
questing use of the Auditorium on Tuesday, May 27th,
at 7:00 P.M. Since this date could possibly be the
date,of an adjourned meeting, Council approval was
requested.

granted.
•The,CoUnoil was notified of a Board of Directors
meeting of the League of California Cities to be
held February 6th at the Rodger Young Auditorium
in•Los Angeles.

liquor license at 927 W. Foothill Blvd* has been
received. This application be filed. With no
objections, motion ordered carried.
A'request was received that the City adopt a
resolution requesting Congress to provide the
necessary funds for improvement 6f the Walnut
.Creek System. Wires were sent to Washington D.C.
regarding the limit of funds, and answers received
advising that expenditure limitation on flood control
projects had been removed,'so full utilization of ap-
propriations could be used. In view of this infor-
mation, adoption of the resolution was not necessary.

over to the Recreation Department.
The statement of income and expenses for the three
months ending December 31, 1957, of the Chamber of
Commerce was submitted for the Councils study along
with a quarterly report of Chamber activities.
Moved•by Councilman Johnson, seconded by Councilman
Romero -that the report be filed. With no objections,
motion.ordered carried.
Raymond M. Davey, Manager of the Azusa Merchant's
Baseball Team requested sponsorship for the coming
season. The Chamber said that they had no funds
to.sponsor the team, but would'be'willing to oo-
sponsor the team if the City -would furnish the funds.
-It was'the opinion of the Attorney and the Council
that'the City could not sponsor a semi-professional
team..
Moved by Councilman Johnson, seconded by Councilman
Romero and ordered carried that the request not be
honored, due to the fact that taxpayers money would
be involved.
A letter was received from the Bank of America
advising that an escrow had been opened by Walker-
Built'Homes, Inc., and requesting that the instruc-
tions be signed and returned. The title and insurance
is to be at the cost of the seller, and the City is
to 'pay one-half the escrow fee. This transaction is
subject to all conditions, restrictions, rights,
right,of way and easements of record, or in deed to
file. The City Attorney suggested' -that the words
"upon written approval of the buyer" be added. The
City -Attorney also said that if the second installment
of�'taxes had not been paid, the'City-Should take the
escrow subject to the second installment in lieu of
prorate and save approximately $250.00.

Romero that authorization be given for the signing of
the escrow instructions after the additions have been
made. This motion carried by the following vote:

Mayor Memmesheimer presented a letter received from
the Committee of Mayors advising of a meeting be-
tween the Committee of Mayors and the State Assembly -
makers regarding the Feather River Water Project.
The Council was asked to go on record by Resolution
asking the assemblymen to go along with the Feather
-River Project and do all in their power to bring the
water situation before the Governor while working on
the badget. All Cities in the area were asked to
adopt.a'similar resolution and send copies to the
State Legislature in Sacramento.
Councilman Romero offered the following Resolution
