The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Memmesheimer called the meeting to order and led
in the salute to the flag.
7:30 P.M,201
Invocation was given by Rev. David Lowe, pastor of Invocation
the First Baptist Church.
Present at Roll Call: Councilmen: Ortuno, Johnson,
Romero, Memmesheimer. Roll Call
Absent:.Councilman: Fawcett.
Also Present: City Attorney Williams, Supt, of
Light & Water Smith, and City Clerk -Admin-
istrative Officer Miller.
Mayor,-Memmesheimer asked if there were any correct-
,ions•or ommissions to the minutes of Feb. 3, 1958.
Approval of
Councilman Johnson stated that on Page 3, item 3.
Minutes
concerning sewers in Tract 21808, -the motion should

show: "ordered carried". •
=Councilman Johnson also stated that on Page 4, the
item regarding installation of street lights, the
.specific areas to be lighted should be included.
These areas are: Hadley Cherry Foothill Park Unit
#3; -the area east of Citrus Avenue which was annexed
to the.City, and Foothill Boulevard.
With no further corrections, the minutes stood
approved as corrected.
-On Friday, February 14th, at 10:00 A.M. bids for

Ortuno that the low bid of Richfield Oil Company
be accepted for the period of March 1, 1958 to
February 28, 1959. This motion carried by the

A letter was presented from Chief of Police Kendrick Report on
th which he stated that he had investigated the complaint of
complaints of a junk yard at Jackson St. and Glad' junk yard
stone Ave. According to Chief Kendrick, although
the yard was very unsightly, it was not in violation
of the M-2 zoning.
Moved by Councilman Ortuno, seconded by Councilman
Romero that the matter be tabled until a complete
Council was on hand. This motion ordered carried.

A letter was received from Glenn M. Pike of -the
F.H.A. offering to appear before the Council in
regard to.his request that the City erect a block
wall along the City owned property on Virginia Ave.
north of 5th Street. Mr. Pike did not appear at
the meeting, but sent the explanation that there
had been a misunderstandift&,on his part as to the
amount of property owned by the City.
-Moved by Councilman Johnson, seconded by Councilman
Ortuno that the letter be filed. With no objections
inotion ordered carried.
A request was received from the City Engineer for
authorization of an additional $40.00 to cover the
cost of an extra gate erected on the parking lot
leased by the Gilfillan Company,:
Moved by Councilman Ortuno, seconded by Councilman
Johnson,and ordered carried that the City bear the
cost.of the extra gate.
The,City Engineer notified the Council that the
County Flood Control District has been contacted
and -have given their permission for the removal of
the wooden bridge northeast of Pasadena Avenue on
the Little Dalton Wash.
Moved by Councilman Romero, seconded by Councilman
Oftuno and ordered carried :that the City Engineer
obtain the necessary authorization to trespass on
private property in order to remove the hazard.
,tiscussion was held regarding the construction of a
--foot-bridge adjacent to the vehicular bridge on
Pasadena Avenue, just north of First Street.
Moved by Councilman Romero, seconded by Councilman
Ortuno that authorization be granted for plans and
specs for such a bridge to be prepared and submitted
to the,Council. With no objections, motion ordered
,carried.
The City Engineer was instructed to investigate the
situation as to what temporary arrangements can be
made for foot traffic until the bridge walk is com-
pleted.z
The City Engineer advised the Council that the plans
and specs for the improvement of Paramount Avenue
have been'approved by the State of California as a
,Gas Tax_Project.
Moved by Councilman Romero, seconded by Councilman
Ortuno that the City Clerk be authorized to call for
bids -for the improvement of Paramount Avenue.accord-
ing:to specifications provided by the City Engineer.
This motion carried unanimously.
Moved by Councilman Ortuno, seconded by Councilman
Romero and ordered carried that bid opening on the
Paramount Avenue project be March 14, 1958, at 10:00
A.M. with Council action to be taken on March 17,1958.

Mayor Memmesheimer announced that thib:1- was the time
and place set for the public hearing regarding the
rezoning of 2 lots in the 700 block of Azusa Avenue
which belong to the Azusa Civic Parking Association,
from "P" to 11C-3" zone. The City Clerk stated that
he had received no written or oral protests regarding
the proposed zone change.
Moved by Councilman Johnson, seconded by Councilman
Ortuno and ordered carried that the hearing be closed.
Moved by Councilman Johnson, seconded by Councilman
Romero that the City Attorney be instructed to prepare
an Ordinance changing the zoning of lots 19 and 20,
Block 29, Map of Azusa, from "P" to "C-3" zone. This
motion carried unanimously.

Officer contact the owner of the adjoining property
advising then what they may wish to take the same
steps to rezone their property.
A report was received from the City Engineer as to
the estimated cost of the improvement of 8th St.
from Azusa Square to Dalton Avenue.
Moved by Councilman Romero, seconded by Councilman
Ortuno�and ordered carried that the matter be tabled
until the next meeting, and that the Administrative
Officer and the City Engineer contact the property
owners on 8th Street through Azusa Square regarding
their feelings as to the dedication of the necessary
property.
According to the City Engineer, the approximate cost
of relocating the Engineering and Public Works Build-
ing passes the termite inspection,authorization be
granted for relocating the building across the street.
This motion carried unanimously.
The City Engineer stated the policies to be followed
in -the spreading of the assessments of the 1911 Act.
These are -
1) All parcels having driveways constructed
in�this improvement will pay for the number of square
feet of driveway received.
2) Corner lots having the long dimension
approved will have 60 feet deducted from the front-
age to be assessed. This practice is generally
utilized in other Cities.
Moved by Councilman Ortuno, seconded by Councilman
Romero that the matter be referred to the City At-
torney to discuss with the City Engineer. With no
objection, motion ordered carried.
At the,request of Councilman Romero, the City Engineer
was asked to determine who was responsible for
filling the back drop behind the curbs in areas now
'being improved by the 1911 Act.
The Supt. of Public Works requested authorization to
'expend an additional $1,500.00 on tree topping in
order that all remaining hazards may be removed.
Moved by Councilman Romero, seconded by Councilman
Ortuno that the Council grant the request of Supt.
Brusnahan for an additional $1,500.00 to be spent
on tree topping, and that the amount be limited to
$1,500.00 without additional Council authorization.
This motion carried by the following vote:

.,A letter was presented from the Azusa Ministerial
Association requesting permission to use the
Auditorium March 31st through April 4th.for pre-
Edstdr services.
Moved by Councilman Ortuno, seconded by Councilman
Romero, and ordered carried that permission be
granted for the use of the Auditorium by the
Ministerial Association for the five nights of
,`March 31st through April 4th.
The Azusa Ministerial Association also requested
permission to erect a banner on Foothill Blvd. at
the first alley east of Azusa Avenue.

Ortuno that the Engineering Department beiauthorized
to grant the request of the Ministerial Association

A request was received by the Light and Water Dept.
for authorization to advertise for bids for labor
in,connection with the installation of street lights;
advertising to be February 24th and March 3rd, bids
`to be opened in the office of the City Clerk on
March 14, 1958, at 10:00 A.M. and action to be taken
by the Council on March 17, 1958.
Moved by Councilman Ortuno, seconded by Councilman
Romero -that thb Administrative Officer be authorized
to advertise for bids for labor in connection with
the installation of street lights. This motion
carried by the following vote:

NOES:-' Councilmen: Johnson
ABSENT: Councilmen: Fawcett
Determination was made that a bid for labor is to
be prepared by the Light and Water Department and
presented in sealed form along with other bids.
The City Clerk advised the Council that he had a
list of the shareholders of stock in the Azusa
Agricultural Water Co. stock at $10.00 per share
from Hugh T. and Gladys H. Rogers.
Moved by Councilman Johnson, seconded by Councilman
,.Ortuno that the City Clerk be authorized to purchase
the 80 shares of available stock from Mr, and Mrs.
Rogers"and that he be instructed to write a form
letter to the other shareholders indicating the
willingness of the City to purchase any Water Co.
stock at $10.00 per share. This motion carried
unanimously.
8:45 P.M. Councilman Fawcett entered the meeting.
A recommendation was received from the Park and
Recreation Commission that street Itghts be in-
stalled within the boundariea'of all City parks
as,soon as feasible.
Moved by Councilman Romero, seconded by Councilman
Ortuno that this matter be referred to the City
,Engineer and the Supt. of Light and Water to make a
survey'as to costs, etc., including an estimate of
the monthly light bill for each park. This motion
carried unanimously.
The Park and Recreation Commission recommended a
change;in'thb Master Plan of Northside Park. This
recommendation was that the width of the sidewalk
be changed from a 5 foot to a 10 foot width in
order that City equipment could use the sidewalks,
when necessary, without the need for additional
driveways.
�O.Moved.by Councilman Johnson, seconded by Councilman
Romero -and ordered carried that this recommendation
be returned to the Park and Recreation Comm. for
clarification as to which and how many walks shall
be -widened.
The Park and Recreation Commission also submitted
their,aecommendation of accepting area "C" designated
on,Plot Plan as the location for'parking with no
driveway in park area, and indicated a preference
"for driveway location designated "B" if "C" was not
adopted.
Moved by Councilman Romero, seconded by Councilman
Ortuno that this matter be tabled until after the
opening of bids for the library. With no objections,
motion ordered carried.
The City Attorney presented a Resolution to be
forwarded to the California Municipal Utilities
Association and the League of California Cities.

Moved by Councilman Fawcett, seconded by Councilman
Ortuno and unanimously carried that the agreement be
referred to the Library Board for their signatures
with indication of the Council -Is approval of the
agreement.
A letter was received from the Azusa Sea Scouts
requesting permission to paint house numbers on
the curbs on the City as a fund raising project.
Moved by Councilman Romero, seconded by Councilman
Fawcett, that the request be referred to the Chief
of Police with power to act. This:-- motion carried

The'Treasurerts Report as of January 31, 1958, was Treasurer's
submitted to the Council. The report shows Bank report
Balances of $499,800.39; Treasury Bills $400,000.00; 1-31-58
earnsngs on Treasury Bills $25,038.25; or a total
of $924,838.64.
Moved by Councilman Johnson, seconded by Councilman
Fawcett that the letter be filed. With no objections,
motion ordered carried.
A letter was received from V.F.W. Post No. 8070
stating that their parade scheduled for May 2nd
had been cancelled, as the Elks Lodge in Glendora
were holding a parade on May 1st:.
A proposed agreement was presented by the General
Telephone Company for the erection of a public
telephone booth on the Civic Center property. Ac-'
cording to the agreement, the City will receive 9J%
of all money collected, exclusive of Federal tax
when the amount exceeds $20.00. If the amount is
.below $20.00, the City will not be charged for the
telephone. The only -cost to the City will be for
maintenance and a small amount of electricity.
'Moved by Councilman Romero, seconded by Councilman
Johnson that permission be given for the installation
of,the phone booth, that the City Clerk make thea
necessary arrangements, and that the Mayor be author-
ized,to sign the agreement. This motion ordered
-carried.
A.letter was presented from the Board of Trustees
of the Gladstone School District advising the Council
that they would be willing to approve and sign the
Sewer Connection and Maintenance Agreement provided
'that.Paragraph 6, on pages 2 and 3 be deleted.
Moved by Councilman Ortuno, seconded by Councilman
Romero that the agreement be amended by the deletion
of Paragraph 6, and authorizing the Mayor and City
Clerk to sign the amended agreement, and granting
,the School District permission to hook into the sewers
until the amended agreement is completed. This
-motion carried unanimously.
The Financial statement for the 2nd quarter of the
1957-58 fiscal year was presented to the Council by
the Redevelopment Agency. The report showed a Bal-
ance on Hand of $5,323.98.

for damages in which the price was dropped somewhat.
The City Attorney advised the Council that he had
written the General Telephone Company advising them
that the claims have,been ordered denied and that if
they wish to pursue it any further, it would be ne-
cessary to go to court.

yard, as a special use permit was needed by this type
of business. It was determined that a junk yard would
be defined as a place of business where material is
purchased for salvage and resold, and,therefore, the
area under discussion did not fall into this category,
as it is used for storage.
Moved by Councilman Ortuno, seconded by Councilman
Romero that the letter from the Chief of Police be
filed. This motion carried unanimously.
Councilman Ortuno offered the following Resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND
SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO
BE PAID.

Romero that this Resolution be adopted. The Res-
