SUBJECT: LOAD REDUCTION PLAN FOR HUMAN RESOURCES DEPARTMENT
The Load Reduction Plan which you submitted (attached) is hereby approved pursuant to the
Executive Order dated May 10, 2001. Debra Mortensen, Cheryl Rezentes, and yourself will
be notified by e-mail when the City is in a Stage 2 and Stage 3 alert.
I want to commend you and your staff for conserving energy this past few months. Your
efforts are paying off. According to electric meter information, the West Wing reduced
electrical usage during a 30 day period in April-May 2001 by 41% compared to the same
period last year.
Please ensure that your department's load reduction plan is implemented on a consistent
basis by all department employees as required by the Executive Order.

LOAD REDUCTION PLAN
HUMAN RESOURCES DEPARTMENT
The following set of actions shall be implemented by the Human Resources Department during
Stage 2 or Stage 3 Alerts issued by the California Independent System Operator (CALISO).
STAGE 2 ALERT:
The following load shedding steps shall be taken during a Stage 2 alert issued by CALISO.
1. Reduce departmental lighting by 50%.
2. Open existing window shades, when not in direct sunlight, to take advantage of
natural light.
3. Turn-off office equipment and lights when-not in use and during lunch.
4. Activate all energy saving features on office equipment to go into "power save"
mode within 15 minutes if not in use.
5. Unplug all unnecessary fixtures, including decorative office fountains and other
lighting.
6. Set thermostats to 78 degrees (Conference Room may be set at a lower
temperature and maintained during oral interviews).
7. Turn-off office equipment at night.
8. Minimize use of night lighting, without compromising safety and/or security.
9. Restrict access to thermostat with lock box. (Key maintained by the Director of
Human Resources or designee.)
STAGE 3 ALERT:
In addition to the load shedding requirements during a Stage 2 alert, the following load
shedding requirements shall be implemented during a Stage 3 Alert, issued by CALISO.
1. Reduce lighting by 100%, unless absolutely necessary.
2. Volunteer facility for 1 hour blackout (all electrical).
3. Be prepared for rolling blackout.

actions as set forth in this load reduction plan.
