Mayor Memmesheimer called the meeting to order and led in the salute to the flag. Invocation was given by Councilman Fawcett. Minutes Councilman Johnson stated that on Page 8, Item 3, 3-17-58 -should "read Lucky Avenue, rather than Street. •Also.on Page 8, Item 5, the correct spelling should be -,Mr. Samuel Couch, of Loren Avenue. On Page 10, Item 5, regarding Van Tassel Canyon, motion should be the name "Hixon" instead of "Nixon". With no further corrections, the minutes stood approved as corrected. 7:38 P.M. Councilman Romero entered the meeting. Fire Chief Madison and the Personnel Board recommended John Bokenko, that John Bokenko, Fireman, be raised to Step 3, $423, Fireman, to effective April 16, 1958. Step 3 Moved by Councilman Ortuno, seconded by Councilman 4-16-58 Romero and ordered carried that the recommendation be accepted and Fireman John Bokenko be raised to Step 3 effective 4-16-58. Annexation District No. 31. Annex #31 The Planning Commission notified the Council that a Planning Comm. Public hearing for the possible amendment to the public hearing Zoning Ordinance No. 535 to permit professional offices re: amending in a residential zone under a conditional use permit Zoning Ord. 535 will also be held on April 9th at 7:45 P.M. It was recommended by the Planning Commission that Code violations the City Attorney be instructed to take the necessary at 459 Crescent steps to abate a street encroachment, zoning and Dr. reported to building code violations at 459 Crescent Drive. It Council was reported by the Planning Commission Secretary and the Building Inspector that: 1. The structure encroaches upon the Orange Avenue right-of-way a distance of between one and two feet, causing a sight distance hazard for the alley north of Crescent Drive. 2. The structure started as a 6 foot block wall,surrounding a patio, constructed between 1950 and 1953• 3: The wall was roofed over without a building permit at about the same period. 4. Work was later done to completely enclose the structure, creating a room attached to a dwelling. This motion carried'by the following vote: AYES: Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: None The Council was again reminded that a public hearing Public hearing on the proposed Foothill Freeway will be held in the Foothill Free - Auditorium at 7:30 P.M. on Wednesday, April 16th. way 7:30 P.M. 1.4-16-58 A request was received from the San Gabriel Valley Banner across 4-H:.Clubs to place a banner across Highway 66, just Hwy. 66 by east of Azusa Avenue, using the existing accomodations. San Gabriel Moved by Councilman Johnson, seconded by Councilman Valley 4-H Romero that permission be granted to the San Gabriel Clubs Valley_4-H Clubs to place a banner across Highway 66 from April 25 to May 5, and that the banner be erected by the Light Department. Club to soli - Moved by•Councilman Romero, seconded by Councilman cit funds in Fawcett and ordered carried that the request be City referred to the Azusa Lions Club for clarification and a report to the Council. :258 CITY HALL AZUSA, CALIFORNIA MONDAY, APRIL 7, 1958 A request was received from the Foothill P.T.A. for a 4 -way stop sign at the intersection of First Street and Cerritos Avenue, and also for marked cross walks at Foothill, Lee, and Azusa Schools. It was reported to Council that this request, as well as a previous request of the Foothill P.T.A. for a 4 -way Stop sign at Haltern and Fenimore Streets has been referred to the; Southern California Automobile Club for a survey and recommendation. Moved by Councilman Johnson, seconded by Councilman Oriuno that the matter be tabled until the next regular Council meeting. With no objection, motim ordered carried. A -request was received from the developers of Industrial Tract No. 21808 (Peckham Tract) for an -extension of time due to some misunderstanding as to requirements, and additions required by the Engineering Department. It was determined that Council,_action was not required, and the matter was referred to the Planning Commission. A letter was received from Mr. E. P. M rgan, 1325 No. 'Azusa,Avenue, stating that he was interested in pur- chasing a strip of City owned land 70' wide, extending along the west boundary line of Block 4, Tract 627, except that portion under fence enclosing City Pump #1. This.property has previously been offered to the Boy Scouts, but to date has not been accepted. It was suggested that before advising Mr. Morgan, the Admini- strative Officer contact Mr. Henry Adams of the Boy Scout's',.to see whether they are still interested in ,acquiring this property. 25U Page 3 Foothill PTA requests 4 -way Stop and marked X walks; re- ferred to Auto Club for recom- mendation Extension of time requested on Peckham Tract No. 21808 Request from E. P. Morgan to purchase City property Mrs. Kniest, 204 N. Pasadena Avenue, appeared before Mrs. Kniest Council'and presented pictures showing the flood addresses condition on Pasadena Avenue at the time of the heavy Coum it rains. She was advised that the City Engineer has -submitted plans for a proposed foot bridge adjacent to the bridge over the wash on Pasadena Avenue to the Flood Control, and is awaiting approval from them. In 'addition, there is one more petition to be obtained in order to start a 1911 Act proceeding in that area. Mr. Edward Lightbody, 133 So. Cerritos, also addressed the Council to stress the danger'of the flooded conditions and suggested that Engineer Kirkgaard contact the flood control and attempt to make an appointment with the parties concerned, in order that the necessary correction work could be started as soon as possible. Moved by Councilman Fawcett, seconded by Councilman Johnson and ordered carried that the date of April 21st be set as the deadline for accepting petitions on the 1911 Act, and that Supt. of Public Works Brusnahan, City Engineer Kirkgaard, and Councilman Fawcett invettigate the drainage problem and report to Council at the adjourned meeting on April 15th. A Special Light and Power Deposit for U. S. Relay Res. No. 3735 Company, 717 Coney Avenue, was presented. This is Spec. Light the usual Up and Down agreement. Deposit U. S. Councilman Fawcett offered the following Resolution Relay Co. entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING AGREEMENT FOR ELECTRICAL DISTRIBUTION FACILITIES AND ENERGY BETWEEN THE CITY OF AZUSA AND U. In accordance with Councilman Johnson*s suggestion, the'Attorney reviewed Sections 4000 to 4007 of the Government Code, and determined that they were not applicable in this case. Councilman Ortuno offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA REJECTING ALL BIDS FOR THE INSTALLATION OF STREET LIGHTS IN TRACTS NOS. 179391 164351 16384, 20494, and 18102, DECLARING THAT THE PROJECT CAN BE PERFORMED MORE ECONOMICALLY BY DAY LABOR, AND ORDERING THE PROJECT DONE,IN THE MANNER STATED. This Resolution was read in full. Moved by Councilman Ortuno, seconded by Councilman Romero, that this -Resolution be adopted. COST COST PER MONTH Slauson 6-21,000 Lumen 1,591.57 $ 40.20 Mercury Vapor Northside 16-21,000 Lumen 4,995.55 107.20 Mercury Vapor They reported that the Memorial Park is fairly well illuminated at this time, and they are not quoting prices on the Civic Center Park until construction on the new Library Building is further along. Moved by Councilman Romero, seconded by Councilman Slauson Park Fawcett and unanimously carried that Slauson Park to have be•lighted at once, with the estimate given by the lighting City Engineer and the Light and Water Supt. Mr. Daniels, of Pasadena, offered to trade the City City Yard lard the.66' x 192' property he owns adjoining the City trade with Mr. -Yard for part of an irregularly shaped parcel which Daniels the City recently purchased from the Pacific Electric Railway.Company. The extra area involved could be purchased by the City at 25¢ a square foot. It was pointed out by the Engineer and both the Public Works and Light and Water Superintendents that this trade would give the City a more regularly shaped and usable City yard. Maps showing the property involved were presented to the Council for study. Moved by Councilman Ortuno, seconddd by Councilman Fawcett'that the City Attorney, City Engineer, and Administrative Officer be authorized to proceed with the necessary arrangements for the trade of land. This motion carried unanimously. ,Plans for the construction of a tool shed extension Tool shed to the comfort station in the Civic Center Park were construction presented to Council. The Council was advised that okayed the estimated cost of this extension would be $1850.00. It was also stated that Mr�. Rempel, library contractor, had offered to give the City $206.00 for the use of the existing tool shed during the construction period. Moved by Councilman Ortuno, seconded by Councilman Mr. Rempel to Johnson and ordered carried that the City accept rent existing the $200.00 offer of Mr. Rempel for the use of the tool shed for existing tool shed. $200. Moved by Councilman Ortuno, seconded by Councilman Romero and ordered carried that the Public Works Department be authorized to proceed with the addition to the comfort station as a storage room for City Park equipment at the estimated price. The City Engineer presented Plans and Specifications Plans & Specs for'the Loren Avenue sewer project to Council. for Loren Ave. After continued study, it was determined that the sewer -City_Council by Resolution No. 2196 accepted dedi- cation of the north 660 feet of Loren Avenue some time ago. Moved by Councilman Fawcett, seconded by Councilman Johnson that in determining compliance with Ordinance No.,506, the Council finds that Pasadena Avenue adjacent to Lot A, Trace 413, City of Azusa, is an improved street within the meaning of said Ordinance. This motion carried by the following vote: AYES:, Councilmen: Fawcett, Johnson, Romero, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: Ortuno The Council was notified that approval had been received from the County Building Department for the installation exceeding 30 control wires in wire way of the new Library Building. The Administrative Officer requested that the Ordinance introduced at the last meeting regarding the purchase and sale of supplies, etc. be held over to the next regular meeting for further study The Administrative Officer was asked to furnish each Council member a copy of the Ordinance for their study. Mayor Memmesheimer was requested to issue a Procla- mation setting forth the week of April 21 - 25 as California Public Schools Week. Moved by Councilman Johnson, seconded by Councilman Romero and ordered carried that the Mayor be author- ized to sign the Proclamation regarding Public Schbols'Week. Notification was given of the annual meeting of the San Gabriel Valley Protective Association to be held in Whittier. Moved by Councilman Fawcett, seconded by Councilman Romero and ordered carried that Supt. Virgil Smith be authorized i to attend the meeting on April 14th at 2:00 P.M. as proxy and to report back to Council. A letter was received from the Alcoholic Beverage Control Department regarding the application of Donald Zak for an On -Sale beer license. It is stated that if, a hearing is to be held, the City will be notified as to time and place. Moved by Councilman Romero, seconded by Councilman Johnson that the Planning Commission institute pro- ceedings to rezone the area from "C-2" to the original "R-1" zone.
