A regular meeting of the Personnel Board was called to order at 7:04 p.m. in the West Wing Conference Room by
Jake Bushey, Chair.

SUBJECT: REQUEST FOR RECRUITMENTS - PUBLIC WORKS DEPARTMENT
This memorandum is to request OPEN recruitments for the positions of Parks Maintenance
Supervisor, Facilities Crew Supervisor and Street Maintenance Crew Supervisor in the Public
Works Department.
Within the Public Works Department structure, staff vacancies have not been filled for years due
to budgetary constraints. The City Council at its August 20, 2001 meeting, approved an
amended Public Works Departmental budget that included appropriate funding for these three
positions.

SUBJECT: REQUEST FOR RECRUITMENT - POLICE LIEUTENANT
This memorandum is to request an OPEN recruitment for the position of Lieutenant in the Police
Department. As you know, this is a key managerial positions within the Police Department.
I am requesting an open recruitment process to fill this vacancy as the position is a critical
vacancy. An open recruitment process will enable existing promotional candidates to apply and
also allow qualified external candidates to apply. By conducting an open recruitment, the
candidate pools are doubled and afford the Police Department the ability seek the most qualified
candidate for the job.

SUBJECT: REQUEST FOR RECRUITMENTS - LIBRARY DIRECTOR
As you know, the City's tenured Library Director left the City of Azusa in July 2001. As this is a
key member of the City Manager's Cabinet, filling the vacancy is critical to the City's Library
operations and more importantly the move to build a new Library facility.
With this in mind,the recruitment for this position was recommended to be an OPEN recruitment
and also handled by a recruitment consulting firm. In doing so, the request to the Personnel
Board for an OPEN recruitment was not brought to the Board for approval in a timely manner.
As such, the request for an OPEN recruitment is being submitted at this time for the Personnel
Board's approval.

SUBJECT: UPDATED CLASS SPECIFICATIONS - DEPUTY BUILDING OFFICIAL AND
FACILITIES CREW SUPERVISOR
RECOMMENDATION
The Personnel Board recommend, pursuant to City of Azusa CMI Service Rules Section 3.3, that
the City Council adopt the updated and re-titled and revised class specifications of Deputy
Building Official (formerly"Senior Plans Examiner") in the Community Development Department
and Facilities Crew Supervisor (formerly"Facilities Maintenance Supervisor") in the Public Works
Department.
BACKGROUND
A recent review of the existing class specifications for the above listed positions revealed the
need for an update to the current description of job duties to reflect the actual duties performed
by each position.
Substantive changes in the duties of the Deputy Building Official classification include additional
responsibilities in assisting, managing, planning and directing the Building Regulation Division of
Community Development. The position will perform and assume additional responsibilities in
plan checking and building inspection. This position remains assigned under the Compensation
and Benefits Memorandum covering the general City Employee Association Classified Positions.
The classification of Facilities Crew Supervisor in the Public Works Department has also evolved
in function as the Public Works Department has migrated under the Utilities Department in a
working agreement. As such, recently levels of under staffing has prevented the Public Works
Department from filling critical vacancies within the management and supervisory structure. This
is one such key position. A recent review of the classification title for this supervisory position
revealed the need to update the class specification title to better reflect the "facilities" function.
This position will remain assigned under the Compensation and Benefits Memorandum covering
Laborers International positions.

DEFINITION:
Under administrative direction, assists in the managing, planning, and directing of work in the Building
Division; coordinates activities with those of other City divisions and outside agencies; performs the most
difficult and complex plan checks and inspections; establishes maintenance policies and procedures; and
performs related duties as required.
CLASS CHARACTERISTICS:
This position reports to the Community Improvement Manager and assists in the planning, managing, and
directing of work in the Building Division of the Community Development Department.
ESSENTIAL FUNCTIONS:
Duties may include, but are not limited to the following:
Plans, directs staff, and participates in checking plans and inspecting buildings for compliance with laws,
codes, ordinances, and regulations governing the safety, construction, and alteration of buildings including
structural, electrical, mechanical,and plumbing installations;issues building and related permits for building
construction activities within the City.
Checks plans and specifications for construction, alteration and repair of residential, commercial and
industrial buildings and structures, including earthquake and wind load stress determinations, energy
conservation, occupancy factors and types of construction; ensures that plans meet the requirements of
related building codes, regulations and restrictions; makes corrections of structural deficiencies where
required.
Performs inspections of job sites to evaluate discrepancies between plans, specifications and work
completed. Also consults with engineers,architects,contractors or the public to discuss problems with initial
plans and required changes.
Assists the public counter in the calculation of fees, issuing permits and providing general and technical
information. Also assists in the coordination of plan review relating to the development review process and
clearance with other divisions and departments.
Provides information on building regulations, permits, procedures, developments, and related matters to
developers, architects, engineers, contractors, and the general public.
Assists in the coordination of proposed projects through development review and participates in related
meetings and addressing of issues.
Researches code requirements, new materials, methods of construction, and related matters and drafts
code revisions.
Resolves field and office problems regarding the application or interpretation of codes and regulations
enforced by the division collaborating with the Community Improvement Manager or Department Head when
necessary.
Prepares and presents verbal and written reports on building inspection activities; develops divisional
procedures and rules, and ensures compliance.
Assists in developing and administering the annual budget for the division, making sure to keep within
budgetary estimates and funding sources.

appropriate corrective action.

to maximize productivity in building inspection; oversees and directs Division office operations; maintains
appropriate records and files; coordinates workflow.
Assists in the selection of division employees; plans, organizes, and assigns work and reviews and
evaluates employee performance; recommends disciplinary action.
QUALIFICATIONS GUIDELINES:
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills and abilities
necessary for satisfactory job performance. Example combinations include graduation from high school
and five (5) years of professional experience as a building contractor, architect, structural engineer, or
journey level inspector engaged in building inspection and enforcement of building codes; including at least
two (2) years of related supervisory experience.
Possession of or ability to obtain CALBO Certification for Building Official and ICBG Certification for Plans
Examiner.
Knowledge, Skills and Abilities
Thorough knowledge of building, plumbing, electrical, mechanical, and related codes and regulations,
including the Uniform Building Code; methods, materials, techniques, and practices employed in building
inspection design and construction. Working knowledge of the principles and practices of organization,
administration, budgeting, and personnel management and organization and functions of the various
trades, agencies, and organizations involved in the construction process.
Ability to communicate clearly and concisely, both orally and in writing; research and prepare complex
reports; conduct inspections of buildings and determine compliance with appropriate laws, codes and
regulations; plan, direct, and coordinate building inspection and plan checking activities and assist in
managing a division; assist in selecting, training, supervising and evaluating staff; represent the City in a
variety of meetings; assist in making decisions regarding operational and personnel functions; operate
programs within allocated amounts; respond to emergency and problem situations in an effective manner;
understand,explain and apply policies and procedures;analyze unusual situations and resolve them through

DEFINITION:
Under limited supervision, assigns, supervises, reviews, and participates in the work of skilled workers in the
maintenance, alteration, limited construction and repair of City buildings and facilities; establishes maintenance
policies and procedures; performs related duties as required.
CLASS CHARACTERISTICS:
The Facilities Maintenance Supervisor is responsible for the first line supervision of employees engaged in the
maintenance and repair of City buildings and facilities.
ESSENTIAL FUNCTIONS:
Duties may include, but are not limited to the following:
Establishes policies and procedures relating to the preventive maintenance and repair of various City and park
facilities and buildings.
Supervises, directs, and coordinates facilities and building maintenance; inspects work performed to ensure
compliance with established procedures.
Supervises the installation, servicing and repairs of plumbing fixtures, heating and air conditioning, electrical
equipment and wiring, and any related facilities maintenance activities.
Assists in the preparation of the facilities maintenance section budget and monitors expenditures of allocated funds.
Receives,schedules, monitors progress, and implements work requests and responds to complaints regarding the
level of maintenance services.
Determines products, materials, and equipment to be used in building and facility maintenance; may interact with
sales representatives; assists in the development and preparation of specifications and bid documents, prepares
purchase orders; maintains inventories such that adequate materials, supplies, and tools are available; keeps
records of time, materials, supplies, equipment, and work performed.
Assists in the selection of employees; plans, organizes, and assigns work; develops and establishes work methods
and standards; conducts or directs staff training and development; reviews and evaluates employee performance;
recommends disciplinary action.
Coordinates major maintenance or construction projects with staff and contractors; reviews plans and blueprints of
proposed projects; inspects work performed by contractors to ensure compliance with City regulations and
standards; monitors contracts and assists in the development of new contracts for outside services.
Establishes procedures to comply with applicable regulations, standards and codes.
Performs maintenance and repair work when necessary.

years of progressively responsible general maintenance or construction experience, including two (2) years of
experience in a lead supervisory capacity.
Knowledge, Skills and Abilities
Considerable knowledge of the tools, equipment, supplies, and safe methods of maintenance work, including such
areas as electrical, heating, air conditioning, carpentry, plumbing, and general maintenance; record keeping,
budgeting, and purchasing procedures; pertinent laws, codes, and safe work practices; methods and techniques of
supervision and work planning.
Ability to communicate clearly and concisely, both orally and in writing; prepare reports and keep accurate records;
prepare cost estimates for time and materials; select, train, supervise and evaluate employees; train personnel on
unit activities, procedures and regulations; make decisions regarding operational and personnel functions; operate
programs within allocated amounts; respond to emergency and problem situations in an effective manner;
communicate effectively with a variety of personnel and establish/maintain effective working relationships; interpret
