HomeMy WebLinkAboutMinutes - April 15, 1958 - CCF CITY HALL AZUSA, CALIFORNIA TUESDAY, APRIL 15, 1958 ..The City Council of the City of Azusa met in adjourned session at the above time and place. Mayor Memmesheimer called the meeting to order. Present: Councilmen: Fawcett, Ortuno, Johnson, Romero, Memmesheimer Also Present: City Engineer Kirkgaard, Supt. of Light and Water Smith, Supt. of Public Works Brusnahan, Police Chief Kendrick, Fire Chief Madison, and City Clerk -Admini- strative Officer Miller. The only old business scheduled for the adjourned meeting.was the report on progress of correcting the .flood condition on Pasadena Avenue. However, no report was ready for this meeting. At -this time Councilman Romero brought up the question of backfilling and tying in of driveways with the drive- way approaches in the areas recently improved under the 1911,Act proceedings. Moved by Councilman Ortuno, seconded by Councilman Fawcett and ordered carried that the Public Works Dept. do -necessary back -filling and what is necessary to make the,•tie'=1n from the driveway to the sidewalk. -.There being no other business, the City Council pro- ceeded -with the canvass of the votes of the General Municipal:Election held on April 8, 1958• Each Council member was given a prepared form on which to score the results. Upon_completion of the canvass of votes cast on the day,of'=election, the absentee ballots were canvassed. The Council was advised that ten absent voters ballots had been issued, and all had been returned and accounted for.' The City Clerk stated that the signatures on the application had been compared with the original regis- tration affidavit of the voter, and presented the Iden- tification Envelopes for comparison of signature on the applications. " The•C,ity Clerk also stated that this was the time for any challenges or questions. There were none. Councilman Johnson and Councilman Fawcett were appointed "as clerks for tallying the absentee ballots. The iden- tification envelopes were then opened, the numbered stub "removed if still attached, and the folded ballot placed in -the ballot box. The ballots were then mixed in the Vox,'withdrawn one at a time, and the vote called, which was tallied by Councilmen Fawcett and Johnson. This tally was then added to the canvass of the precinct returns. A Resolution was presented declaring the result of the election and the result of the canvass of votes. Councilman Johnson offered the following Resolution entitled: c A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DECLARING, BY PRECINCTS IN THE WHOLE OF SAID CITY, THE RESULT OF THE GENERAL MUNICIPAL ELECTION HELD THEREIN ON TUESDAY, APRIL 8, 1958, AND DECLARING THE RESULT OF SAID ELECTION AND THE RESULT OF THE CANVASS OF THE VOTES CAST AT SAID ELECTION. Election and canvass of votes cast � I 276 y J_V 277 CITY HALL AZUSA, CALIFORNIA TUESDAY, APRIL 15, 1958 WHEREAS, a general municipal election was held and conducted in the City of Azusa on Tuesday, the 8th day of April,' 1958, as required by law, and 'WHEREAS, notice of said election was duly and legally given, voting precincts were properly estab- lished, election officers were appointed and election supplies -furnished, and in all respects said election was held and conducted and the votes cast.thereat re- ceived and canvassed, and the returns thereof made, determined and declared in the time, form and manner ..as required by the Election Code and the Government Code.of the State of California providing for and re- gulating municipal elections in cities, and WHEREAS, the City Council of said City met at the Council Chamber thereof on Tuesday, April 15, 1958, to canvass,the returns of said election; and whereas the said'City Council finds, as a result of said canvass, that the number of votes cast, the names of the persons voted for, and other matters required by law, to be as hereinafter stated; NOW, THEREFORE, BE IT RESOLVED AND IT IS DETERMINED AND -DECLARED AS FOLLOWS: That said regular municipal election was held and conducted in the City of Azusa on Tuesday, the 8th day of April, 1958, in the time, form and manner as required by law; and the votes cast thereat were duly and regularly canvassed', including absent voter ballots and the returns thereof made in the time, form and manner provided by law; That there were eleven (11) voting precincts estab- lished in said City for the purpose of holding said election, as formed and established by Resolution No. 3723•0f the City Council of the City of Azusa adopted February 17, 1958; .:That the whole number of votes cast in said City at said election was 2760. Fawcett, Martha M. Johnson and Warren Teasley were each duly elected to the office of Councilman of the City of Azusa.for the full term of four (4) years; and that said measure is declared to have failed to carry. -BE IT FURTHER RESOLVED that the City Clerk shall enter on the records of the City Council a statement oftheresult of the election showing: (1) The whole number of votes cast in said City; (2) The names of the persons voted for; (3) The measures voted upon; - i (4) For what office each person was voted for; (5), The number of votes given at each precinct to each of such persons and for and against each measure; -.:280 E l x - 281 CITY HALL AZUSA, CALIFORNIA TUESDAY, APRIL 153 1958 Page 4 (6) The number of votes given in said City to each of °such persons and for and against said measure. BE IT FURTHER RESOLVED that the City Clerk shall immediately make and deliver to each of said persons thus elected a Certificate of Election signed by him and duly authenticated; and the City Clerk shall ad- minister the constitutional oath of office to the persons elected to the office of City Councilmen, and that there- upon they shall be inducted into the respective offices to which they have been elected; and • BE IT FURTHER RESOLVED that the City Clerk shall certify to the adoption of this Resolution. The City, Clerk presented affidavits of filing of expense accounts by the successful candidates and administered 'the.0ath of Office to Councilman Fawcett, Councilman Johnson�,'and Councilman Teasley. A Certificate of Election was issued to each. T1ei'City Clerk then took the Chair and asked for nomi- nation's' for Mayor. Councilman Fawcett nominated Councilman Ortuno. 'Councilman Ortuno declined the nomination, and in turn nominated Councilman Memmesheimer for Mayor, stating that his many years of experience and contacts would be.' -of -great help to the City. Moved by Councilman Fawcett, seconded by Councilman Ortuno,that the nominations for Mayor be closed. Councilman Memmesheimer was then elected Mayor by the following vote of Council: AYES:' . Councilmen: Fawcett, O'rtuno, Teasley, Memmesheimer NOES:' Councilmen: Johnson ABSENT': Councilmen: None Mayor Memmesheimer then took the Chair and called for nominations for Mayor Pro Tempore. Councilman Ortuno was.nominated by'Mayor Memmesheimer. Moved by Councilman Fawcett, seconded by Councilman Teasley and unanimously carried that the nominations for Mayor Pro Tempore be closed. Oath;:of Office to new Council Election of Mayor Election of Mayor Pro Tempore =282 CITY HALL AZUSA, CALIFORNIA TUESDAY, APRIL 15, 1958 Councilman Ortuno was elected Mayor Pro Tempore by the following vote of Council: AYES: Councilmen: Fawcett, Johnson, Teasley, Memmesheimer NOES: Councilmen: None ABSENT:' Councilmen: None Councilman Ortuno "passed" on voting.
