The City Council of the City of Azusa met in regular session at the above time and place. Mayor Memmesheimer called the meeting to order and led in the salute to the flag. Invocation was given by Rev. Paul Farrell, pastor of Invocation the,First Christian Church. Present at Roll Call: Councilmen: Fawcett, Ortuno, Roll Call Johnson, Teasley, Memmesheimer. Also present: City Attorney Williams, Supt. of Light & Water Smith, City Engineer Kirkgaard, Supt. of Public Works ;• .,. Brusnahan, and the City Clerk - Administrative Officer. Mayor Memmesheimer asked if there were any corrections Approval of or omission to the minutes of April 7, 1958. With no Minutes corrections, the minutes were approved as written. 4-7-58 A recommendation was received from the Personnel Robt.Torrance Boird.and the Fire Chief that Captain Robert Torrance Fire Captain be raised to Step 5 of the pay scale at $583.00, to Stepp 5, effective May 16, 1958. 5-16-58 Moved by Councilman Fawcett, seconded by Councilman " Orturio and unanimously carried that the recommenda- - tion8be accepted. After a survey of seventeen communities in this area Pay Plan as to the length of time required to reach the top shortening step,of,the pay plan, and a survey of the current postponed salary rates, it was recommended by the Personnel Board that the minimum length of time required to reach the top step of the salary range be 32 years .instead of 5 years as at present. Councilman Johnson stated that she would like to see this report. Moved by Councilman Ortuno, seconded by Councilman Fawcett"and ordered carried that the Administrative Officer obtain a detailed report of the survey and furnish each member of the Council with the contents. It was•also recommended by the Personnel Board that, Longevity pay as a•longevity incentive, a 5% increase in pay be held over for given after five years on the 5th step of classifica- budget study tion. No action was taken on this recommendation at this•time. Annex Dist. -#21 Moved by Councilman Fawcett, seconded by Councilman Ortuno and ordered carried that the date of May 19th,. at 8:00 P.M. be set as the time for the hearing before -the City Council for the proposed zone change. A request was received from the Jugadores Club to Jugadores sponsor a Benefit dance at the Parish Hall on Friday, Club dance May 9th, from 8:00 to 12:00 P.M. request table Councilman Ortuno stated that he would like more ,information as to what kind of a benefit the dance was to be. Supt. of Public Works Brusnahan stated -that the Jugadores are an authorized club, with meetings in the Recreation Building, and that the purpose of the dance was to raise money for their organization. Moved -by Councilman Johnson, seconded by Councilman Ortuno that the matter be tabled until the meeting of May 5th in order that more information can be ob- tained on this request. With no objections, motion ordered.carried. -A letter was received from John A. McQueen, owner and Taxicab ser - operator of the Fleetwood Taxi Service in Covina, re- vice request questing permission for a business license to operate referred to takicab service in the City of Azusa. A letter of Chief of recommendation from Allen Sill, Chief of the West Covina Police Police Department was also submitted by Mr. McQueen. Moved by Councilman Fawcett, seconded by Councilman 0un6,that this request be referred to the Chief of Police for study and report to Council. This motion carried'unanimously. A- letter was received from the City of Hope requesting City of Hope authorization to conduct door-to-door solicitation in solicitation •the;City of Azusa on Hope Sunday, June 8, 1958. June 8th Moved'by,Councilman Johnson, seconded by Councilman Ortuno and ordered carried that the request of the City,'of,Hope be granted with the usual clearance through,the Police Department. A:request was received from the American Little League Am. Little of Azusa requesting permission to borrow bleachers for League bleach their ball park, and particularly for their opening er request day 'on May 3. It was determined that the City could loan bleachers for the opening game, but not for the season, -as they will be needed elsewhere in the City prks; . etc. _a Moved'by Councilman Ortuno, seconded by Councilman .Teasley that the request be granted to loan the American Little League City bleachers for the opening game,.and that the work of moving the bleachers be done by -City forces. This motion carried by the following vote: AYES:- Councilmen: Ortuno, Johnson, Teasley, Memmesheimer NOES:, 'Councilmen: Fawcett ABSENT.: Councilmen: None The.Sociedad Progresista Mexicana requested permission Sociedad to hold•a private dance, for presentation of the colors, Progresista on Sunday, May 25th, from 4:00 to 8:00 P.M. and also Mexicana requested'the services of two police officers, for which dance request they would pay. Moved by Councilman Ortuno, seconded by Councilman Teasley and ordered carried that this request be referred to the Chief of Police with Power to act. 289 CITY HALL AZUSA, CALIFORNIA MONDAY, APRIL 21, 1958 Page 3 ,The Light and Water Department has asked to grant per- 'Permission to mission to the Southern California Edison Company to So.Cal.'Edison service electricity at 114 S. Irwindale Avenue, Lots Co. to servic 5 and 6, Block 8, Tract 8507, and that the Mayor be 114 S.Irwinda authorized to sign such a letter. Moved by Councilman Fawcett, seconded by Councilman Ortuno and ordered carried that permission be granted and lthe Mayor be authorized to sign the letter. The uperintendent of Light and Water presented a report Report on on the meeting of the San Gabriel Valley Protective Assn. San Gabriel which was held in Whittier on April 14th. Mr. John Lambrecht also appeared and told Council that he is now in the business of manufacturing church fur- niture.in Azusa, but that he would be forced to move out, a51they do not have the necessary funds to comply with,the requirements of the City fire code. Moved by Councilman Ortuno, seconded by Councilman Fawcett and ordered carried that the matter be referred to the City Attorney, Fire Chief, City Engineer, and the -Administrative Officer to investigate as to the possibility of modification, and that they report to Council at the next meeting. The City Engineer requested that the Personnel Board Exam to be examine candidates for the position of Civil Engineer- given for Ing"Assistant as they become available, and that the Civil Eng.Asst California voter's requirement be waived. Moved.by Councilman Johnson that the Personnel Board be"instructed to advertise for an Assistant City Engineer with an electrical engineering degree. This motion died for lack of a second. Moved by Councilman Ortuno, seconded by Councilman Fawcett that the Personnel Board be instructed to hold an examination for Civil Engineering Assistant and that the voter's requirement be waived. 29© CIL CITY HALL AZUSA, CALIFORNIA MONDAY, APRIL 21, 1958 This motion carried by the following vote: AYES: Councilmen: Fawcett, Ortuno, Johnson, Teasley Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: None An estimate was received from the City Engineer of approximately $1200.00 for decorative masonry screening .,'in front of the Public Works Building. Mr. Kirkgaard stated that since the Public Works Building wil�bro- minently face the new Library, the screen would modernize the'appearance of the building. Moved•by Councilman Fawcett, seconded by Councilman Ortuno and ordered carried that the City Engineer furnish'a sketch showing the proposed improvement to the front of the Public Works Building and present to Council. Council was notified that the Engineering Department has started a report on the water system improvements, and it was suggested that $120,000.00 be set aside for improvements during the next two years. The Council asked that this be brought into the budget study, broken down by jobs as to time, estimates, etc. Study was made on proposals for a street sweeper, and it was recommended by the City Engineer, Superintendent of Public Works, Councilman Fawcett, and the Administra- tive Officer that the Mobil Sweeper, in addition to being almost $1,000.00 cheaper than the other sweeper considered, would -fit the needs of the City. _It was stated that delivery could be made in ten days. Moved by -Councilman Fawcett, seconded by Councilman Ortuno'•and unanimously carried that the recommendation of the Committee be accepted and that the Mobil Sweeper be purchased. It was recommended that a Resolution be adopted relative to weed abatement for this year. Moved by, Councilman Ortuno, seconded by Councilman Fawcett'and ordered carried that the Superintendent of Public Works make a survey to determine what areas should 'be included in the weed abatement program, and that all necessary data be supplied, along with the Resolution to be presented for adoption. It.was recommended by the Chief of Police that Cornelius J. Flynn, top man on the current eligibility list, be appointed as Patrolman at the first step of the salary range, effective May 1, 1958• Moved by Councilman Fawcett, seconded by Councilman Ortuno and unanimously carried that the recommendation of•ihe Chief of Police be accepted. It was further requested by the Chief of Police that Mr. Flynn be permitted to attend an eight weeks course at the Sheriff's Training School starting June 1, 1958, with no•cost to the City except the loss of manpower. Moved by Councilman Fawcett, seconded by Councilman Ortuno,,that the recommendation of the Chief of Police for Mr: Flynn to attend th:e Sheriff's Training School b'e' accepted. The Administrative Officer was asked to obtain the number of films processed monthly by the Police Department. Discussion was held as to the •:_,possibility of using the small house which is located on the City property adjacent to the Public Works Building for conversion into a dark room. Moved by Councilman Fawcett, seconded by Councilman Ortuno and ordered carried that this matter be tabled for study by the City Engineer, Police Chief, and -'Officer Anderson as to costs, etc. Chief Kendrick requested permission for as many off-duty Police Off. officers as possible to attend a luncheon meeting at to attend .,the Dinnerhorn Restaurant on May 6th, where Mr. Arthur lecture 5-6 Alarcon,will speak on "Unlawful Search and Seizure". .Thelcharge for this luncheon will be from $1.75 to $2.00 per person. Movdd by, Councilman Ortuno, seconded by Councilman Fawcett -and unanimously carried that the request of the Police Chief be granted and as many officers as possible attend the lecture given by Mr. Alarcon. y A fetter of resignation as Administrative Assistant M. Boyer in"the Recreation Department effective May 31, 1958, resignation was -submitted by Margarite Boyer. Also submitted was 5-31-58 a letter, of commendation from the Park and Recreation Commission for her services to the City. Moved'by Councilman Johnson, seconded by Councilman .Ortuno and ordered carried that the resignation be accepted. Moved by Councilman Fawcett, seconded by Councilman Ortuno"and ordered carried that the Administrative Officer draw up a letter to Miss Boyer thanking her for the splendid work she has done for the City. Mr. Pacifico requested the appointment of a Clerk- Clerk -Typist Typist effective May 15, 1958, for the Recreation for Rec. Dept, office. It was felt by Mr. Pacifico that the Depart- 5-15-58 ment'.could manage with a Clerk -Typist, and that the savings in salary be used to employ specialists in 'the recreation field, as needed. Moved by Councilman Ortuno, seconded by Councilman Fawcett and ordered carried that the Personnel Board be,authorized to hold an examination for Clerk -Typist. It was recommended by the Park and Recreation Commission Mr. Pacifico that a representative of the Council work with Mr. Bill & Mr. Miller Pacifico and the Gladstone School District to negotiate to negotiate a recreation program at Magnolia School. rec. program Moved, by Councilman Fawcett, seconded by Councilman with Gladstone Ortuo and ordered carried that the Administrative Sch. A Resolution was prepared initiating proceedings for Res. No. 3748 Easterly Annexation District No. 30, located at the Easterly southeast corner of Mauna Loa Street and Citrus Avenue. Annex. Dist. The date set for protest hearing on this annexation No. 30 was`June 2nd. Councilman Ortuno offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DECLARING THAT PROCEEDINGS HAVE BEEN INITIATED BY THE COUNCIL OF THE CITY OF AZUSA TO ANNEX TO SAID CITY CERTAIN UNINHABITED TERRITORY DESCRIBED HEREIN AND DESIGNATED "EASTERLY ANNEXATION DISTRICT NO. 30", AND GIVING NOTICE OF THE PROPOSED ANNEXATION. Moved by Councilman Ortuno, seconded by Councilman Fawcett that further reading of this Resolution be waived. This motion carried unanimously. Moved by Councilman Fawcett, seconded by Councilman Ortuno that this Resolution be adopted. The Resolu- tion was then passed and adopted by the following vote of.Council: AYES: Councilmen: Fawcett, Ortuno, Johnson, Teasley, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: None and numbered Resolution No. 3743. A Resolution was also prepared declaring proceedings Res. on So. to annex Southerly Annexation District No. 31. Annex. Dist. Councilman Johnson requested that this be held over No. 31 held for study and a report by the Planning Commission of for study the',recommended zoning. It was requested that the City Attorney sign Tax Cancellations for Highway purposes, Authorization Nos. 38151, 38152, 38183, and 38204. Moved:by Councilman Johnson, seconded by Councilman Fawcett, and ordered carried that the City Attorney be authorized to sign the Tax Cancellations for Highway purposes. It was recommended by the Planning Commission that the City accept the dedication of land for street purposes from Eva M. Monia. This is in part of ,Southerly Annexation District No. 28, the land ex- tending easterly from Azusa Avenue south of Gladstone Street -to Donna Beth Avenue. Moved.by Councilman Fawcett, seconded by Councilman Teasley and ordered carried that the City Attorney be -instructed to work out an acceptable proposal to be presented for Council approval, and that some pro- visions be worked out for acquisition of the extra jog of`land not needed for street purposes. The City Attorney submitted a letter of resignation to Council, stating that he did not feel that he was able to,give the City all the legal services which they were entitled to receive due to other business activities. Mr. Williams suggested thbt an Assistant City Attorney be employed to serve the Planning Commis- sion, Personnel Board, etc. at such time as the City Attorney is not able to do so. M. Rawn and Mr. Bowerman ofthe-SanitationDistrict. This meeting was also at- tended.by Mr. Hastings, attorney for Mr. Hixon, Mr. John Williamson, City Engineer Kirkgaard, and Mr. Williams. It was suggested, by those present at the meeting, that further action in regard to this project be suspended, due to the fact that it would possibly be about 1970 before""this area would be developed as a dump site on a paying basis and that money is not available at this time to develop the site which would not be self-support- ing. Mayor Memmesheimer recommended that the project be suspended at this time, and in the event the area is available at a later date, when the need for a disposal site -in -this locality is greater, further negotiations could' -be held at that time. Moved by Councilman Ortuno, seconded by Councilman Fawcett and unanimously carried that the recommendation of".the•Chairman be accepted and the proposed Van Tassel Lease be terminated. 9:43 P.M: Councilman Ortuno was excused from the meeting. A letter was received from the County Sanitation District asking for appointment of an Alternate Director to the District. The Mayor authmatically becomes.the Director. ,Moved by Councilman Johnson, seconded by Councilman FawcettthatCouncilman Ortuno be appointed as Alternate Director to the Sanitation District. Fawcett, Johnson, Teasley, Memmesheimer None Ortuno Each member was furnished with a copy of a letter from Mr..John Holmes, Attorney, reporting his progress to date in investigating a possible source of electricity for the'four re -sale cities, other than the Southern .California Edison Company. This letter was for infor- mation only, as no action to be taken at this time. Moved by Councilman Fawcett, seconded by Councilman Teasley -and ordered carried that this letter be tabled. Interim Subcommittee on Public Indebtedness is on file of Assembly in the Office of the City Clerk for Council members who Subcommittee wish to study the report. 298 299 CITY HALL, AZUSA, CALIFORNIA MONDAY, APRIL 21, 1958 Page 8 The Financial Statement as of March 31, 1958, submitted Treasurer's by the City Treasurer, shows Bank Balances, exclusive Financial of Investment Account, $574,825.08; Treasury Bills and Statement earnings, $425,390.25; or a total of $1,000,215.33• filed Moved by Councilman Fawcett, seconded by Councilman Teasley and ordered carried that the Treasurer's Finan- cial Statement be filed. The douncil was given a list of the Board members selected by Council whose terms expire in May or June. Mayor Memmesheimer recommended that Mr. James Moran Jas. Moran be appointed to the Planning Commission to serve the apptd. to ,unexpired term of Warren Teasley, who recently resigned Planning to become a member of Council. Comm. 'Moved by Councilman Fawcett, seconded by Councilman Teasley_ and unanimously carried that the recommendation of the Mayor appointing James Moran to the Planning -Commission be accepted. Mayor Memmesheimer announced that he would have recom- mendations as to vacancies on the other various Boards at another date. Mayor,Memmesheimer also stated that at the first meeting in,May,,he would have recommendations of appointments to Committees of the members of Council. Councilman Johnson stated that she wished to remain a Councilman -at -large. Council was notified that Douglas Ogden, City Accountant, Douglas Ogden has submitted his resignation as of May 1, 1958, to resignation accept�a.position in another City. -Moved by Councilman Fawcett, seconded by Councilman Teasley that the resignation be accepted. This motion ordered carried. The Administrative Officer stated that he was not at this•time asking that an examination be held for an Accountant, due to the electric tabulating equipment survey which is currently being conducted. Mr. Miller, however, recommended that Mr. Carl Reynolds, Public Accountant,, be employed on a part-time basis to super- vise the Accounting Department, as needed, and to work with.the'Administrative Officer on the preparation of budgets for presentation to Council. Moved -by Councilman Fawcett, seconded by Councilman Johnson -and unanimously carried that the Administrative -Officer be authorized to obtain a written proposal from Mr: Reynolds, Accountant, as to the number of hours, fees;'etc. and that the proposal be submitted to Council. Upon the recommendation of Mr. Parker, Architect, the Mat'l changes Library Board recommended material changes in the new in Library Library Building. The changes recommended, and the Bldg. additional cost, are as follows: 1. Additional travertine $2,376.00 2. Terrazzo in entry and rest 3,413.00 rooms plus two patios 3. Glued -Laminated Douglas Fir 3,700.00 Purlins in lieu of select structural Douglas fir purlins Total $9,489.00 Discussion was held on the proposed additives. Mayor-Memmesheimer requested permission to attend the Mayor Memme- National City 11th Annual Band Revue to be h1ld May 3, sheimer to in which the Azusa High Band and the Girls Drill Team attend Nat'l will participate. Band Revue Moved by Councilman Fawcett, seconded by Councilman Teasley and ordered carried that the Mayor be author- ized to attend the Band Revue at National City on May .3rd and'that the necessary expenses be granted. An -invitation was sent to the members of Council and Nat'l Life & their wives to attend the opening of the West Covina Accident Ins. District Office of the National Life and Accident Co. opening Insurance Company on Saturday, April 26th. Notification was given of the Citrus Junior College Citrus Adv. Advisory Council meeting on April 24th. Council mtg. April 24th is also the date for the East San Gabriel E,S.G.V. Plan - Valley Planning Committee to be held in the La Verne ning Comm. in City Hall. LaVerne The Area "D" Directors' meeting of the Office of Civil Area "D" mtg. Defense will be held Wednesday, April 30, in Baldwin Park.' Council was notified that there will be a League of L. of C.C. California Cities Directors meeting Thursday, May 1st, mtg. at the Rodger Young Auditorium. Members of Council are invited to participate in a Loyalty Day Loyalty Parade to be held May 1st in Glendora, which Parade will be,sponsored by the Elks Club. The Administrative Officer asked for recommendations House on as to the disposition of the house now located on Dalton St. to Dalton Avenue. It was recommended that the house be be moved moved in order that work may begin on off-street parking for the Library. Moved by Councilman Fawcett, seconded by Councilman -Teasley and unanimously carried that the Administrative Officer be authorized to advertise the house for sale to be moved.
