The City Council of the City of Azusa met in regular
session at.the above time and place.
Mayor Memmesheimer called the meeting to order and led
in the salute to the flag.
Invocation was given by Rev. Mel Miller of the Friends Invocation
Community Church. _

up an agreement with the Junior Chamber of Commerce
whereby the City will pay $400.00 for the salary of

and publicity. This motion carried unanimously.

William Pacifico requested confirmation of the appoint-
ment of"Mrs. Frances Madrigal to the Recreation Depart-

Moved by Councilman Fawcett, seconded by Councilman
Ortuno and unanimously carried that Mr. Pacifico's
appointment be confirmed, and that the City Clerk
be,granted permission to employ a PBX operator -
receptionist from the current clerk -typist list to
•fill the vacancy created by the transfer of Mrs.
Madrigal to the Recreation Department.
It was recommended by the Personnel Board that William
Kirkgaard, City Engineer, be raised to Step 3, $839.00,
effective June 1, 1958.
Moved by.Councilman Fawcett, seconded by Councilman
Ortuno'that this matter be tabled temporarily. With
no objections, the motion was ordered carried.
It -.was: also recommended by the Personnel Board that
Cruz Nunez, Custodian be raised to Step 3, $315.00,
effective June 1, 1956.

Johnson and ordered carried that the recommendation
.of the Personnel Board be accepted.
The Personnel Board requested that member Mr. Frank
Stearns be granted funds to attend the Western
Regional Conference in Vancouver, B. C., Canada,
from June 4th to 6th, with an advance of $250.00
for expenses.
Moved by Councilman Johnson, seconded by Councilman
Ortuno and unanimously carried that the request be
denied.
At.this•time a letter was presented from the City
Attorney in response to a question from Councilman
Johnson regarding part-time employees. Mr. Williams
stated that in his opinion the Civil Service Law
did not apply to part-time employees, and that
persons could legally be employed on a part-time
basis, providing no position is removed from Civil
Service in order to create a part-time position.

The Planning Commission advised the Council that Mr. Paul

tive Officer be authorized to take the necessary
steps to enter into an agreement with the U. S.
Government on the 1960 block census.
Notification was given by the Planning Commission
that the application of Frank Hazelhurst for a
nursery. school and day nursery at 227 So. Vernon
Avenue was denied. To date, no appeal has been
filed.
Council was advised that the resignation of Byron
Johnson as Secretary of the Planning Commission
had been accepted.
The Planning Commission notified Council that
William Kirkgaard had been appointed Executive
Secretary of their Commission at $75.00 per month.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno'and ordered carried that this be tabled until
a later date.
The Light and Water Department requested that quali-
fications be set up and an examination given for the
position of Pump Operator. This position would in-
clude other duties in the Department, in addition to
those of Pump Operator.
Moved by Councilman Ortuno, seconded by Councilman
Fawcett and ordered carried that the Personnel Board
be instructed to create the classification of Pump
Operator, and that an examination be given.
The Superintendent of Light and Water requested
authorization to purchase a Knopp meter testing
equipment. This equipment will cost $3294.00,
plus tax and freight costs, and would be usable
for testing any type of meter used by the Department.
Moved by Councilman Teasley, seconded by Councilman
Ortuno•that the request of the Superintendent of
Light and, Water for this purchase be granted. This
motion carried unanimously.
•It,was requested by the Superintendent of Light
and Water,that permission be granted for the
employment of an Account Clerk, who has had previous
experience in the office, to work for that Depart-
.ment:during the vacation relief period, and that
she be employed at the same pay received when she
left the employ of the City.
Moved by Councilman Ortuno, seconded by Councilman
Fawcett that the request be granted for the employ-
merit'of-an Account Clerk to assist the Light and
Water Department during vacation periods for a
period not to exceed ninety days. This motion

The Engineering and Public Works Department received
an offer for the purchase of the fence on the property
of the house on Dalton Avenue, recently purchased by
the City. The price bid is $15.00, which includes
removal of the fence and posts.
Moved by. Councilman Ortuno, seconded by Councilman
Fawcett and ordered carried that the offer be accepted
for the purchase of the fence at the price of $15.00,
and that the fence and fence posts be removed by the
purchaser.,
.A request was received from the Chief of Police that
a six fobt fence be erected on the east and north
side's of the new animal shelter, an area of approxi-
mately 150 feet. It was further requested that the
area surrounding the pound be blacktopped, with the
exception of a two foot strip inside the fence in
which flowers could be planted.
Moved by Councilman Fawcett and seconded by Councilman
Ortuno and ordered carried that authorization be given
for the fencing and blacktopping at the Animal Shelter,
the work to be done by the Public Works Department.
In accordance with Council request, a report was
received from the Chief of Police in reference to
the request by the V.F.W. to hold a Flag Day parade.
Mr'. Kendrick stated that the estimated cost of
Street Department personnel would be $150.00, and
the estimated cost of Police Department personnel
approximately $80.00. It was concurred by the Police
Chief, Fire Chief, and Superintendent of Public Works
that this request be referred to the Chamber of Commerce
for recommendation.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno that the request of the V.F.W. and any other
future -parade requests be referred to the Chamber of
Commerce for recommendation. This motion carried
unanimously.
The Park and Recreation Department recommended that the
Zoning Ordinance No. 535 dealing with the building of
walls on parking lots abutting on resibntial property
be amended to exclude City parks.
Moved by Councilman Teasley, seconded by Councilman
Ortuno and ordered carried that this request be re-
ferred to the Planning Commission.
At this time Dr. Joseph Hankins appeared before Council
and stated that in accordance with a survey he had made,
the City blacktopped three feet of his property and
stated that he felt that the City should construct a
6 foot block wall on the north side of his property, in
conformance :with the Zoning Ordinance.
Moved by,Councilman Fawcett, seconded by Councilman
Ortuno and unanimously carried that the Public Works
Department be authorized to construct a 6 foot fence
on the'City property at the rear of Dr. Hankins'
property', and also that walls be erected for other
residents whose property is adjacent to the parking
lot at Northside Park, If they so desire.

It was suggested by the Park and Recreation Department Proclamation
.that the Mayor sign a Proclamation naming July as re: July as

the recommended pay rates for pool personnel as set
forth by the Park and Recreation Commission.
The matter of employment of an Assistant Summer
Director on Range 26.5 of the Salary Plan, tabled
from the previous meeting, was again brought before
Council.
,Moved,by Councilman Ortuno, seconded by Councilman
Teasley.and unanimously carried that Council accept
the Step Plan for Assistant Summer Director as set
up by the Park and Recreation Commission.
In response to an inquiry at the meeting of May 5th
as to whether the Ordinance must be amended to change
the meeting time of the Park & Recreation Commission,
the Administrative Officer stated that there was no
mention in the Ordinance establishing the meeting time.
Councilman -Fawcett offered for its second reading
the following Ordinance entitled:

Mayor Memmesheimer suggested that Councilman Teasley and
Mr. George Grandstaff meet with the Divbslontof Highways

A letter was received from the National Electrical
Contractors Association protesting the manner in
which bids are awarded on electrical contract work
by the City of Azusa. Attorney Williams stated that
he believed there was no legal basis for this protest.
A letter was also -presented from the League of Calif-
ornia Cities in regard to our Resolution No. 3721,
relating to amending Sec. 37901 of the Government Code
to exclude municipally owned utility systems from the

The Treasurer's Financial Statement as of April 30,
1958, was presented to Council: The Statement shows
Bank Balances of $553,823.77; Treasury Bills and
earnings $426,104.25; or a total of $979,928.02.

A letter was received from Mrs. John Littlefield,
Chairman of the Dalton District Camp Fire Girls,
requesting the use of City bleachers at the Grand
Council Fire at Northside Park on June 11, 1958,
at 7:30 P.M., and also requesting that City forces
move the bleachers.

Johnson'and ordered carried that the request be granted.
'It was auggested by the City Administrator that
special counsel be appointed for the new 1911 Act,
as,the first petition has been submitted and checked

Burke, Williams and Sorenson be appointed as legal
.counsel for the new 1911 Act.
A letter was received from Aerojet-General Corporation
requesting that their plant be rezoned from Fire Zone
2 to Fire Zone 3, which was the original Fire Zone for
that Company's operations. It was pointed out that
the Plant has its own fire protection.

Fawcett and unanimously carried that the request be

Council was advised that the State of California has
refused acceptance of the Grant Deed, with Restrictions,
issued them by the City of Azusa for a portion of land
10 feet by 100 feet to be used for Highway purposes.
Moved by Councilman Johnson, seconded by Councilman
Ortuno and.ordered carried that the Administrative
Officer acknowledge receipt of the letter from the
State Department, but that we cannot remove the
restrictions.
Mayor Memmesheimer gave the following recommendations
to the various Commissions:
H. Jackson, Personnel Board, full term
R. E. Foltz, Park & Recreation Comm., full term
J. Solem, Planning Commission, full term
A: Downard, Planning Commission, full term
Moved by Councilman Fawcett, seconded by Councilman
Teasley that Hickory Jahkson be appointed to the
Personnel Board to serve a full term. This motion

A request was received from the Azusa Postmaster for
permission to anchor the mail collection boxes to
the sidewalks.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno'that the request be granted. With no object-
ions, motion ordered carried.
Notice was received that the Greyhound Corporation
has filed application before the Public Utilities
Commission of the State of California for intra-
state fare increases.

A letter was received from the Los Angeles County
Board of Supervisors enclosing a copy of a Resolu-
tion sent to the Secretary of State in the matter
of annexation to the City of Azusa territory owned
by.the Gladstone School District. This was approved
and adopted on May 81 1958.

Ortuno and ordered carried that the letter and
Resolution be filed.

Discussion was held on this subject as to the extra
strength and beauty of the purlines.

purlines to be added in the new library be granted.

Moved by Councilman Teasley, seconded by Councilman Assn.
Fawcett and unanimously carried that the Administrative
Officer write to our Representatives in Washington
asking them to support the bill on Federal funds for
the_Los Angeles County Flood Control.
The Administrative Officer stated that Representatives
of the Upper San Gabriel Valley Water Assn. had called
at his office to ask that the City reconsider paying
the $273.4. assessment fee to the District.
Moved-by.Councilman Johnson, seconded by Councilman
Ortuno and ordered carried that this matter be tabled
for -further study.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno and ordered carried that Council adjourn until
7:00 P'.M. on June 2, 1958, in the office of the City
Clerk for an Executive meeting dealing with personnel
matters.
