CITY HALL AZUSA, CALIFORNIA MONDAY, JUNE 2, 1958
At 7.:00 P.M. in the Council Chambers of the Civic
Auditorium, the City Clerk adjourned, for lack of
a'quorum, the adjourned meeting scheduled for this
hour. -
At 7:10 P.M. the following members of the City Council
met in an Executive session in the office of the City
Clerk for the discussion of a personnel matter:
.Councilmen Fawcett, Ortuno, Johnson, and
Teasley, City Engineer Kirkgaard, and
City Clerk Miller.
The City Council met in regular session in the Council
,Chambers at 7:30 P.M.
Mayor Memmeaheimer called the meeting to order and led
in -the salute to the flag.
Invocation was given by Rev. Ben Paroulek of the First
Presbyterian Church.
Present at Roll Call: Councilmen: Fawcett, Ortuno,
Johnson, Teasley, Memmesheimer

As the members of Council did not receive the minutes
of the meeting of May 19th in time to read them,
approval of these minutes was held over until the
meeting of June 16th.
The hofir of 7:30 P.M. was set for hearing of protests,
objections or appeals regarding the assessment as
amended, and work under and pursuant to Resolution
of,,Intention, Res. No. 3653, and the Improvement Act
of,1911.
The City Clerk presented the affidavits of:
Publication, Mailing and Posting Notice of Hearing.
The City Clerk read written protests received from
the following persons:
Abundio Hernandez, 113 N. Alameda Avenue,
stated that he had done his own sidewalks and paid
for the work himself.
Cornelius L. Ayon, 117 N. Alameda Avenue,
stated in his letter that he and his two neighbors
had put the sidewalks in, and that a permit for the
work had been issued by the City.
Mrs. Manuela Carrillo, Los Angeles, owner
of property at 133 N. Dalton Avenue, stated as much
had been,charged for a portion of one lot as for
another entire lot, and asked for further explanation.
--Victor M. and Ignasia Bracamontes, 166 N.
Dalton Avenue, questioned the assessments on three
different parcels, and stated that the work done on
one lot was most unsatisfactory.
Ivan Turnmire,• 118 S. Virginia Avenue,
stated that he was assessed $150.00 more than his
neighbor, and that he has 20 ft. less frontage.
Mayor Memmesheimer asked if there were any persons
in the audience wishing to protest.
Cornelius Ayon, 117 N. Alameda Avenue, stated
that he and two neighbors had done their own work, and
asked if they would have to pay the amount they had
been assessed. He was told that this would be adjusted.

J. B. Miranda, 342 N. Soldano Avenue, asked
how this bill was to be,paid.
C. R. Newton, 330 S. Aspen, stated that when
the sidewalks were put in it was necessary to more a
section of his driveway, which had previously been
installed, and that after the driveway section was
replaced, he was charged $3.50 for this work. Mr.
Newton asked if it was the general practice to bill
the customer for this type of repair work.
Mrs. Solda Rivera, 162 N. Dalton Avenue, asked
why they were billed more for their work than the
neighbors when the lot sizes are all the same, and all
had the same work done.
--Mrs. Frances Brocomontes, 166 N. Dalton Avenue,
stated that they had work done on three lots of the
same size, and asked why the amount varied on one of
-the lots. She also stated that the work done on this
parcel was most unsatisfactory, as the driveway was
two feet from the gate post, and the fence and gate
were installed first.
M. Rubio, 348 N. Soldano Avenue, asked why
there•was such a variation in charges for lots of
the same size, and asked how the assessment was
figured..
M. Chavez, 317 N. Dalton Avenue, asked how
the-assessment'was paid, and asked whether it could
be paid over a period of two or three years rather
than carrying the payments out for a nine year period
and paying the additional interest.
Rev. Precido, E1 Monte, from the Latin American
Club of Chris6lan Churches, stated that he had checked
with the City Engineer approximately a year ago and was
told•that the assessment for the Church property located
at Third Street and Soldano Avenue would be from $150.00
to $180.00, but that when the assessment was received
this year, the assessment was almost double the estimated
figure. Rev. Precido stated that the estimate had been
sent to'their main office a year ago, and that it would
now be necessary to explain to the main office why the
assessments were so much higher.
Moved by Councilman Ortuno, seconded by Councilman
Fawcett and ordered carried that the hearing be extended
to the Council meeting of June 16th for investigation of
the protests.
The hour•of 8:00 P.M. was set for public hearing re-
garding Easterly Annexation #30, located at the south-
east.corner of Mauna Loa and Citrus Avenue. The City
Clerk presented the affidavit of Publication, giving
notice of the hearing, and stated that he had received
no written protests. There were no persons in the
audience wishing to protest, however, Attorney H. A.
Snidow, representing owners of the property involved,
stated thdl if the Special Use Permit to allow pro-
_:fessional offices at the location is not granted by
the Planning Commission that he would wish to protest.
Moved,by Councilman Fawcett, seconded by Councilman
Ortuno and ordered carried that the hearing be closed.
An Ordinance was presented approving the Annexation.
Councilman'Fawcett offered for its first reading the
following Ordinance entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA,
LOS ANGELES COUNTY, CALIFORNIA, APPROVING THE ANNEXATION
OF CERTAIN UNINHABITED TERRITORY DESIGNATED EASTERLY
ANNEXATION DISTRICT NO. 30 TO THE CITY OF AZUSA.
Moved by'Councilman Fawcett,,,seconded by Councilman

Second reading is scheduled for June 16, 1958•
This was.the time set for public hearing on the
zoning of proposed Southerly Annexation #31 from
"R" to "M-1" of the territory located on the South
side of 'Gladstone Street and extending westerly from
..the Little Dalton Wash. The Planning Commission at
the meeting held on May 21, 1958, had recommended
zoning -to be set as "R -lc". The City Clerk presented
the Affidavit of Publication, giving notice of hearing
before the City Council, and the list of property
owners within 300' of the affected area to whom
notices,bf the hearing had been mailed. The City
Clerk stated that no written protests had been filed
in his office. Mayor Memmesheimer asked if anyone
tin the audience wished to file a protest.
John Glines, 438 So. Enid Avenue, presented
a' -petition signed'by 79 persons wishing to protest
,the•"M-1" zoning.
Mrs. Carl Rimmel, 434 So. Orange Avenue,
stated that she wished to protest the "M" zoning
for that parcel .of ground.
Mr. Carl Seifert, 442 So. Enid Avenue, said
'that the Council had always before done what was in
the`best interest of the City and residents, and he
'felt'sure that they would do so now and deny the
"M=1" zoning.
-Mr. Reed Tibbetts, 17025 E. Orkey Street,
said he;dould not understand why nine acres in the
middle of a residential zone should be zoned for
light manufacturing.
:,Mr. Henry Flores, 449 E. Gladstone Street,
stated his disapproval of the manufacturing zoning
at.that location.
Mr. Mark Gambrozino, 17015 E. Orkey Street,
stated that he had moved to a residential zone to
get away from the noise and traffic and therefore
protested the rezoning.
Moved by,Xouneilman Fawcett, seconded by Councilman
Ortuno and unanimously carried that this hearing be
continued until the meeting of June 16th at 8:00 P.M.
for -,the Administrative Officer to check the signatures
on the petition, and to give Council time to consider
this matter further.
Mr: and Mrs. Andres Dietl, 527 No. Sunset Avenue,
appeared -before Council to see whether they could
obtain a variance on their property on Crescent
,Drive. -Several years ago they inadvertently
erected their fence which encroached on City prop-
erty and later, enclosed a room froW the fence and
patio roof. They were instructed to make applica-
tion to the Planning Commission for a variance in
this matter.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno'and ordered carried that this matter be re-
feired.to the Planning Commission with a recommends-
tlon',by Council that the variance be granted if the
wall'is-relocated so it will be on their private
property.
Moved by Councilman Johnson, seconded by Councilman
Ortuno and ordered carried that the City Attorney be
authorized to hold up action on this matter for fur-
ther instructions'. Future action to be determined
by the result of action taken on the petition for
variance and moving of their wall.

The -Personnel Board submitted specifications for the
position of Senior Accountant and recommended the
salary range #38 ($610. - $742.).
Moved -by Councilman Fawcett, seconded by Councilman
Ortuno and unanimously carried that the Personnel
Board be authorized to set up an examination for
Senior Accountant on pay range #38 as recommended.
It was,recommended by the Personnel Board that the
salary ranges be raised for the following classifi-
cations::

_Utility Office Manager
Consumers' Serviceman
Park Foreman
Moved by Councilman Ortuno, seconded by Councilman
Fawcett,and ordered carried that these recommended
raises be held up until the time of budget study.
Moved by Councilman Ortuno, seconded by Councilman
Fawcett and ordered carried that the recommendation
for -salary range increase for Warehousemen in the
Light and Water Department also be tabled for budget
study.:
The Personnel Board submitted specifications for
classification of Pumping Plant Operator at salary
range #28.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno and unanimously carried that the specifications
be approved and the Personnel Board be authorized to
hold an examination for the position.
The -tabled matter of a step raise for William
Kirkgaard, City Engineer, was brought up again
at this time.
Moved,by Councilman Fawcett, seconded by Councilman
Ortuno and unanimously carried that the recommenda-
tion of the Personnel Board raising Wm. Kirkgaard
to Step 3 of the pay scale, effective June 1, 1958s
be approved.
Moved by Councilman Fawcett, seconded by Councilman
Teasleyand ordered carried that the Council approve
the, appointment of Mr. Wm. Kirkgaard as Secretary
of ,the Planning Commission, effective May 16, 1958,
until a suitable replacement can be found and satis-
factory arrangements made.
The.Planning Commission notified Council of proposed
zone change from "R-2" to "R-3" in the 400 block of
the west side of Alameda Avenue. However, as there
was an error in the block number as set forth in the
Notice of Hearing, it would be necessary for the
Planning Commission to set a new hearing date with
the correction noted.
Moved by,Councilman Ortuno, seconded,by Councilman
Teasley and ordered carried that the Planning Commis-
sion be asked to reconsider their anticipated action
and that Council recommend the zoning remain the same
as it is, due to,the small size of the lots (259.
Notice was given of the recommended zone change from
"C-2" back 'to "R -lc" on the property located at 447
So. Louiee Avenue. The reason for this recommended
rezoning is that the property was not used for the
purpose for which the zoning was requested.

before the Council be set for July 7th at 8:00 P.M.

Teasley, and ordered carried that the request of
John McQueen for a business license to operate a
taxicab service in the City of Azusa be raised from
the table.
Moved by Councilman Fawcett, seconded by Councilman
Teasley,`that the Fleetwood Taxicab Company be granted
a,business license contingent upon obtaining off-street
parking and proper insurance, that all vehicles be
licensed and the drivers cleared through the Police
Department. This motion carried by the following vote:

"A letter was received from Robert Hubbard, 502 W. 1st
Street,`seeking a business license to operate a

Moved by Councilman Fawcett, seconded by Councilman
Teasley; -and ordered carried that the license be
granted.
The Planning Commission gave notice of the proposed
zone change from "R -lc" to "C-2" of the Max Cunningham
property'located at Sierra Madre and Azusa Avenues.

The Light and Water Department gave notification that New street
as of'this date, 99 street lights were lighted in lights installed
Hadley -Cherry Tracts 20495 and 18102, and in Mauna
Loa Tract 16384.
Council was notified that an appeal had been filed
by Frank Hazelhurst, 227 So. Vernon Avenue, appealing
the denial by the Planning Commission of his appli-
cation for a day nursery.
Moved by Councilman Ortuno, seconded by Councilman
Fawcett, and ordered carried that the Planning Commis-
sion give Council in writing their reasons for the
denial.
Moved by Councilman Fawcett, seconded by Councilman
Ortuno, and ordered carried that a }public hearing on
the appeal be held before Council on July 21st.
Notification has been given that Mrs. Ann Clapp has
offered to re -dedicate 170 feet of Roosevelt Street
to a width of 60 feet. This property is from Irwin -
date Avenue to 170 feet east and is being developed
by Mrs. Clapp. It was suggested that the City
Engineer. work with Mrs. Clapp and the prospective
buyer of the property to a suitable end, and that a
dedication would be in order.
The :County Road Department contacted the City re -
garding the installation of traffic control signals
at the intersection of Cerritos Avenue and Arrow
Highway. The need for this light is_because of a
shopping center on the south side of'Arrow Highway
and Cerritos Avenue. It was stated that the City
of Covina has declined to contribute more than 25%
of the cost, that the County would pay 25;x, and that
Azusa's share would be 50%.
Moved by Councilman Fawcett, seconded by Councilman
Teasley, and ordered carried that the City Engineer
be authorized to advise the County that the City is
not satisfied with these arrangements, but that they
will consider paying 25`$ of the costs.

A request was received from A. G. Aguilar, Tommy
Brizuela, and Randolph Payne, Jr. for a night light
at.the end of the alley at the rear of 803, 809, and
811 North Azusa Avenue. They stated that this light
would greatly alleviate the chance of future destru-
ction to•the businesses.
Moved by Councilman Ortuno, Seconded by Councilman
Teasley and ordered carried that the request be
granted for the installation of the street light.
It was requested by Councilman Ortuno that improve-
ment of the alley extending south from 9th Street
between Azusa and Alameda Avenues be considered.
This matter was referred to the Superintendent of
the_'Street Department.
The.budget for the 1958-59 fiscal year was submitted
to Council.

the budget.

Councilman.Fawcett suggested that the Administrative
Officer look into the possibility of a Personnal
School which all City employees could attend for
approximately two hours each month on their own
time, as he thought it would benefit the employees
in dealing with the public.
Councilman Johnson stated that she had received an
inquiry regarding the possibility of having crosswalks
painted at Slauson Park on Fifth Street at Cerritos
'-Avenue and at Pasadena Avenue, and a four-way Stop
sign to be erected at Fifth Street and Pasadena Avenue.

Councilman Johnson also asked the Administrative Officer
whether he had contacted various real estate dealers in
the City in regard to leasing of the City owned property
on Fifth Street and Virginia Avenue.
Councilman Ortuno asked the Administrative Officer whether
he had contacted the Administration Office of the school
system in regard to paving or blacktopping their parking
lot.
