SUBJECT: UPDATE OF THE CLASS SPECIFICATION FOR ADMINISTRATIVE TECHNICIAN AND
POWER RESOURCES SCHEDULER
RECOMMENDATION
The Personnel Board recommend, pursuant to City of Azusa Civil Service Rules Section 3.3 and
3.9, that the City Council of the City of Azusa adopt the updated classifications of Administrative
Technician and Power Resources Scheduler.
BACKGROUND
A recent review of the existing Administrative Technician class specification revealed the need for
an update to the job duties to accurately reflect the actual duties to be performed by this
classification. Additionally, this classification is being updated to serve as a multiple position
classification, replacing the single position classification description currently in place.
Substantive changes in the duties of the Administrative Technician include enhanced description of
overall duties to reflect advanced clerical support within a designated department. This
classification is distinct from other paraprofessional/technical and advanced clerical by the nature
of the broad scope of support duties.
A review of the class specification for the position of Power Resources Scheduler also revealed the
need for an update to the Qualifications Guidelines to codify an accurate level of education and/or
experience. The existing class specification did not specifically address an appropriately required
level of work experience.
Both of these classifications remain assigned under the Memorandum of Understanding Azusa
City Employees Association(ACEA).

ADMINISTRATIVE TECHNICIAN
DEFINITION
Under general supervision,performs advanced clerical duties and a variety of para-professional,technical and
assigned administrative tasks in support of a department activity including programs, projects and services;
performs related duties as required.
ESSENTIAL FUNCTIONS
Provides direct and confidential advanced clerical support to a department head and other staff members as
required; maintains calendar of appointments; receives visitors, ascertains reason for visit and notifies
appropriate party; prepares correspondence often working from notes or directions as to objective to be
achieved; reviews incoming correspondence and routes in accordance with standard procedures; may take
shorthand or transcribe dictation on a regular basis.
Responds to inquiries from the public and City staff regarding departmental programs,procedures,activities
and other matters which require an in-depth knowledge of the department.
Establishes and/or maintains files on departmental activities;researches files to obtain information requested
by departmental staff or necessary to the preparation of reports or conduct of other office business.
Handles administrative tasks associated with sub-components of departmental programs; establishes and
carries out record keeping procedures;develops or obtains forms and documents; interfaces with other City
staff and outside agencies in obtaining information and coordinating activities; maintains personnel files and
types performance evaluations and disciplinary actions.
Assembles and copies departmental agenda forms and documents and distributes same information;makes
arrangements for department board meetings, attends board meetings and takes notes as needed.
Assists with the administration and coordination of specialized reports, projects and services as directed.
Prepares documents and reports to outside agencies on specialized activities,monitors program information
and maintains monthly reports.
Prepares and assembles a variety of specialized documents and packages with distribution of the same;
attends projected related meetings as directed.
Organizes and coordinates special events as directed by the Department Head. Manages record storage,
destruction and retrieval of Division's records and files.
Assists the Department Head with a variety of administrative tasks using discretion and independent judgment
in accordance with general direction; conducts research and provides recommendations regarding project
activity.

Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills and abilities
necessary for satisfactory job performance. Example combinations include equivalent to completion of
the twelfth grade supplemented by course work in office procedures, administrative processes and
courses or training in the area of the assigned specialty specific to the City department; three years of
experience in the assigned specialty is required.
Knowledge and Skill Levels
Considerable knowledge of the office and administrative procedures, record keeping, business
maintenance procedures and systems; preparation of complicated documents. Work knowledge of the
basic functions and organization of City government. Considerable knowledge of principles, practices,
and procedures of the department to which the position is assigned (i.e. accounting personnel, police,
utilities, etc.) Ability to work independently and efficiently.

POWER RESOURCES SCHEDULER
DEFINITION
Under administrative direction, plans, directs, manages and participates in activities which
enhance the city=s power resources; prepares daily energy schedules and tags, submits
energy schedules for validation; provides responsible and complex administrative support
including the validation, accounting, and reconciliation of power purchases and sales;
performs related duties as required.
CLASS CHARACTERISTICS
This single position class reports directly to the Power Resources Coordinator.
ESSENTIAL FUNCTIONS
Proves and updates daily load forecasts, prepares daily energy schedules and NERC tags
and confirm schedules with transaction counter parties.
Provides administrative support for the demand reduction programs.
Accurately maintains and updates the energy cost, market information,and system condition
databases.
Analyzes unusual situations and resolves them through application of management principles
and practices.
Assists in managing wholesale and retail services and activities within the Utilities
Department.
Assists in projects related to the city=s wholesale power requirements on a daily basis and
assists in anticipating the city=s load forecast based upon growth trends, weather and other
conditions.
Assists in performing the necessary scheduling of the city=s resources through phone calls,
and PC system interfaces.
Assists in the monitoring of electricity market conditions and city=s load consumption.

RECOMMENDATION
The Personnel Board recommend, pursuant to City of Azusa Civil Service Rules Section 3.3 and
3.9, that the City Council adopt the newly created class specification of Human Resources
Technician,
BACKGROUND
On June 17, 2002, the City Council adopted the Fiscal Year 2002-2003 budget. The position of
Human Relations Commission (HRC)Staff Coordinator was also approved within operating budget
structure for the Administration Department.
This new classification will replace the current services provided by contract. The HRC Staff
Coordinator will plan and direct the work to promote the goals of diversity, inclusion and civic
peace as outlined in the City's HRC Ordinance.
This position will be assigned under the Compensation and Benefits Memorandum covering Non-
Represented Classified Positions.

HUMAN RELATIONS COMMISSION STAFF COORDINATOR
DEFINITION
Under general direction, plans and organizes the work to promote the goals of diversity,
inclusion and civic peace outlined in the City's Human Relations Commission Ordinance;
and performs other related duties as required.
ESSENTIAL FUNCTIONS
Duties may include, but are not limited to the following:
Provides leadership in the activities envisioned for the Commission, including community
outreach, education, coalition-building and particularly a neighborhood-based strategy for
building community among diverse individuals, families and groups.
Advises the City Manager and acts as a liaison to all related city departments and functions
including Police and Public Information, to ensure that the goals of diversity, inclusion and
civic peace are practiced and promoted in all city efforts and programs.
Provides staff support to the Human Relations Commission, including planning,organizing
and facilitating meetings, workshops and subcommittees; keeping records; preparing
reports for the Commission and City Council; and writing grant applications.
Facilitates successful teamwork and action by the Commission members themselves and
with other groups and institutions (churches, schools, business and neighborhood groups,
etc.)
Assists community groups, agencies, and organizations to resolve potential or actual inter-
group conflicts by identifying the causes leading to such conflicts, and the development
and implementation of procedures, plans or programs to foster cooperative relationships to
reduce or eliminate sources of conflict in the community.
Coordinates response to hate incidents and crimes; in cooperation with the Police
Department, contacts victims and/or police to obtain details of and verify incidents; advises
victim(s) of available assistance and refers to appropriate agency; collects and analyzes
data and participates in developing programs to reduce and prevent such incidents.
Meets and confers with, and serves in a resource capacity to, community agencies,
groups, and organizations to resolve or mediate conflict situations, analyze and evaluate
community conditions, problems and needs,organize and develop community groups, and
develops and implement group conducted projects for the improvement of inter-group
human relations.

include graduation from an accredited college with specialization in the social sciences;
liberal arts, psychology or closely related field. Three (3)years of experience in human
relations work with emphasis in: A) the improvement of inter-group relations; or B)
delinquency prevention; or C) community welfare or social development programs; or
D) community relations programs.
Knowledge, Skill and Abilities
Knowledge of the problems involved in the planning, organizing, interpretation and
execution of programs designed to maintain harmony and welfare of all groups of
people; knowledge of the collection, preparation, editing, and distribution of significant
information; knowledge of the methods to secure cooperation of civic, business and
other interested groups and organizations; knowledge of planning releases for
newspaper; knowledge of preparing reports, and of establishing and maintaining
reports and files.
Ability to lead discussion groups; write effectively and accurately for publications and

correctly; prepare accurate and comprehensive reports and establish and maintain

Human Relations Commission; perform difficult and/or complex professional
