A - C DATE: 11-26-02 s r tri kettwAl f1� 4 *'c ' , f ZUS AGENDA ITEM TO: Honorable Chair and Members of the Personnel Board FROM: King Davis, Chief of Police VIA: Victoria Cross, Human Resources Director Merle Wynn, Human Resources/Risk Management Analyst DATE: November 26, 2002 SUBJECT: REQUEST FOR PROMOTIONAL RECRUITMENTS FOR POLICE CAPTAIN, LIEUTENANT AND SERGEANT This memorandum is to request PROMOTIONAL recruitments for the positions of Police Sergeant, Police Lieutenant and Police Captain. In accordance with City Council approval on November 18, 2002, the Police Department will "overfill"at the level of Police Captain for a total complement of three (3) positions. The "overfill" is authorized for up to 14 months and in conjunction with the retirement of incumbent Captain Karen Philak. Captain Philak will work a schedule of 20 hours per week and handle Special Projects. The remaining 20 hours (to equal a 40 hour work week)will be filled by use of Captain Philak's existing accrued leave time. This benefits the City in avoiding a substantial accrued leave time payout upon retirement. Additionally,promotion of a new Police Captain would provide continuity for the department during the transition period. As a result of a Police Captain promotion,there will be vacancies left in the classifications of Police Lieutenant and then Police Sergeant. Promotional recruitments are being requested for these positions,as there are well-qualified candidates internally at this time.
