A regular meeting of the Personnel Board was called to order at 7:10 p.m. in the West Wing Conference Room by Jake
Bushey, Chair.

SUBJECT: REQUEST FOR RECRUITMENT-WATER UTILITY OPERATOR VII
The above listed position is currently vacant and essential to the basic operations of Azusa Light
and Water. The Water Utility Operator I/II is an entry level position that requires graducation from
high school or GED and six (6) months of experience performing maintenance work in the water
field.
A promotional recruitment process is requested to fill this vacancy. There is a sufficient
candidate pool in general maintenance worker classifications that would be eligible to compete
for this opportunity.

SUBJECT: ELECTION - PERSONNEL BOARD CHAIR AND VICE-CHAIR
In accordance with Azusa Municipal Code, Chapter 2, Article V, Division 4, Section 2-410
"Election of Officers", a chair and vice-chair are to be elected at the first meeting of the Personnel
Board and annually thereafter.
This information is for the Personnel Board's consideration and action. Historically, the Personnel
Board has held elections for Chair and Vice-Chair close to the end of the calendar year. However,
as there is no consistent pattern, it would be recommended that the election process be held
every January to coincide with the calendar year and satisfy the Municipal Code requirement.
As always, staff is available to answer any questions or provide additional information.

DIVISION 4. PERSONNEL BOARD*
Sec. 2-406. Composition; appointment.
The personnel board shall consist of five members to be selected as follows: two shall be
appointed by the city council;two shall be elected by the classified employees at elections held
under the rules of the personnel board;one shall be appointed by the other four.
(Code 1971, § 2.28.010)
Sec. 2-407. Appointment; council procedures.
The two members of the board to be appointed by the city council shall be appointed to and
may be removed from the board pursuant to section 2-32.
(Code 1971, § 2.28.015)
Sec. 2-408. harms;vacancies.
The terms of office shall be for three years in accordance with section 2-32.
(Code 1971, §2.28.020; Ord.No.94-011,§ 1, 7-18-94)
Sec. 2-409. Qualifications;compensation.
The members of the board shall be residents of the city for a continuous period of at least
one year immediately preceding appointment to the board,shall be qualified electors of the city
and shall receive such compensation as the city council may determine from time to time by
ordinance. No person shall be eligible to be appointed to the board who holds any salaried
public office or employment in the service of the city, nor shall any member,while a member
of the board or for a periodof one year after he has ceased for any reason to be a member,be
eligible for appointment to any classified position in the service of the city.

Sec. 2-410. Election of officers.
At the first meeting of the board and annually thereafter,the board shall elect a chairman
and vice-chairman.
(Code 1971, § 2.28.040)
Sec. 2-411. Duties.
The board shall determine the order of business for the conduct of its meetings and shall
meet regularly if so required by the rules or on call of the chairman or three members of the
board.Three members of the board shall constitute a quorum for the transaction of business.
The powers and functions of the board shall be to:
(1) Consider and recommend to the city council a set of rules and regulations to supple-
ment divisions 7 through 10 of article III of this chapter and revisions and amend-
